In another five years the property such as the Union Pacific Railroad is now willing to lease
might not be available, and under other conditions securing property so strategetibally
located would involve an investment of many thousands of dollars. Your parking committee feels
that this type of long range plaruring;is necessary if Caldwell is to continue to grow and
prosper.

Parking Committee
James Ruark, representing the Chamber of Commerce discussed the above letter with the Mayor and
Council and pointed out the project would cost approximately $7500.
Keith Judd, Chief of Police stated if the parking lot was metered and policed it would require an
additional parking meter man.
Councilman Blomquist recommended the City enter into a lease with the Union Pacific Railroad for
the parking lot.
Councilman Vassar stated he was in favor of an off - street parking ;ot, but, business men benefited
by the parking lot should stand a portion of the expense. f
No action was taken at this time. I1
A representative of the State Highway Department discussed the installation of streets lights !
on Tenth Avenue from Cleveland to Highway 20. I
The Mayor stated no action could be taken at this time, but, consideration would be given this

The Mayor informed the Council the meeting was called to hear protests to the creation of Local

Improvement District No. 44.
The Clerk presented to the Mayor and Council the Affidavit of the Notice of the passage of a
Resolution declaring the intention of the City of Caldwell, Idaho to create and a stablish Local Improvement
District No. 44.
The Clerk presented to the Mayor and Geencil the Affdavit of Mailing said Notice of the passage
of a Resolution declaring the intention of the City of Caldwell, Idaho to create and establish Local
Improvement District No. 44, showing the same to have been mailed to all of the owners of property within
the boundaries of said Local Improvement District No. 44.
Two protests were filed. �I

The Mayor and Council roceeded to consider the
P protests and found they were not sufficient to
abandon the proposed Local Improvement District No. 44.

Thereupon Councilman Finley introduced Bill No. 1, entitledr

which was read for the Cirst time and the Oouncil proceeded to a consideration of Bill No. 1. It was moved
by Councilman Blomquist, seconded by Councilman Shorb that the rules requiring that the reading of a bill
on three separate days be suspended and bill No 1, be read the second time by title and the third time in
full section by section and pl on the final passage. The Mayor directed the Clerk to call the Roll on
the above motion with the following result: Those voting in the affirmative were: Vassar, Blomquist, Luby,
Shorb and Finley. Negative: None. Absent and not voting: Eldredge. The Mayor declared the motion had
passed by the necessary three - fourths majority and directed the Clerk to read Bill 1, the second time goy
title and the third time in full section by section. The Clerk read the Bill as directed. The question
being "Shall Bill No 1 pass?"- The Mayor directed the Cleric to call the roll on the above question which
resulted as follows: Those voting in the affirmative were: Vassar, Blomquist, Luby, Shorb and Finley.
Negative: None. Absent and not voting: Eldredge.
Thereupon the Mayor declared Bill No. 1, had passed and the Mayor in open session of the Council Ali
duly signed and approved the Bill and the Clerk duly signed and attested the same which became Ordinance
No. 906. The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No 906, to
be, published in the News - Tribune the official newspaper of the O ity Of Caldwell, Idaho

I resign with some regret as I have enjoyed working for you and with thr
rest of the men these past nine months, I mustsay I am pround to have known
you all. I believe I will benefit from the experience with the,Department,
and I thank yon.
As some men have wanted to be Firemen most of their lives and became
one, so have I wanted to be a State Policeman, now I can realize that
ambition.

Dear Sir:
Last year we assisted the City with the marketing of its water and sewer revenue
bonds. The bonds were successfully sold at very attractive prices to the City, the
net interest cost, I believe, was approximately 3,22 while the City of Jerome paid
about 1.70 on a similar bond sold at almost the same time.
Now one of your bond holders has requested that he be given access to the latest
figures on the operation of your water and sewer department It is, of course, a
prudent thing to makr this financial information available, because a large in-
stitution such as this one keeps constant check on the progress of systems in which
it has invested, and yourreputation in the financial community can become a very
great asset or considerable liability, depending upon your willingness to make
financial information available to bond holders.
If you will sendus a copy of your latest audit or operating statements, we will be
happy to pass them on to your bond holder.

is completed a copy would be mailed to them.
Councilmen Blomquist recommended the purchase of additional radio equipment for the Fire Depart -

The City Engineer was instructed to call for bids for venetian blinds for the office building.

Don Baird, Building Inspector informed the Mayor and Council on cheeling the plans for the
Salvation Army Church the vestibule protrudes two feet into the s treet.
The City Engineer recommended the vestibule be set back to conform with the Building Code.
Councilman Blomquist discussed the problems confronted with the leasing of the Airport.
The Mayor appointed Blomquist and Luby to check into this and report back to Council.
An agreement i:3th the Idaho Power Company for extension of service lines to the new sanitary
land fill was presented for Council approval.
The Mayor informed the Council Canyon County and Yampa would share in the cost.
Action was deferred until the budget is set up.
The Mayor announced the following appointments:
