The Mayor and City Council of the City of Caldwell, Idaho, met in regular
adforned session at 8 o'clock P, P6', on Monday, May 22nd., 1916, in the regular Council
Chamber in the City Hall at Caldwell, Idaho, pursuant to order of adjornment, adopted at
the meeting of the Council on May 19th., 1916. Mayor Fred C. Boyes presided. Roll call
showed the following members of the Council present.

J. A. Dement Jr.
J. H. Forbes
H. H. Hayman
Charles Sanberg.
There being a quorum present, the regular business before the meeting was
taken up and considered.
There was presented to the meeting a form of contract between the City of
Caldwell and the Electric Investment Company, providing for a more adequate and modern
street lighting system, and providing for the adoption by the Electric Investment Company
of certain of -the obligations of the Idaho Railway Light & Power Company under that
Company's contract with this City, dated April 1, 1913. This form was read at length, and
after consideration of the contract by the Council, Councilman J. H. Forbes moved the
adoption of the following resolution.
BE IT RESOLVED BY THE MAYOR AUD COUNCIE OF THE
CITY OF CLLD'EM, ID -.HO, AS FOLLOWS:
WHEREAS, There is now before this Council for action a form of
street lighting contract between the City of Caldwell and the Electric In-
vestment Company, which form has been approved by the City Attorney for this
City, and is in accord with previous discussions of the matters contained
therein between representatives od said Company and of this City; and
WHEREAS, This form of contract provides for ,a more adequate
and modern system of street lighting than now installed in the City of
Caldwell, and provides for the adoption and assumption by the Electric
Investment Company of certain of the obligations of the Idaho Railway Light
and Power Company, under the latter Company's contract with this City,'
dated April 1, 1913, inoluding the obligations of the Idaho Railway Light
and Power Company as to the supplying of electric power and energy for the
lighting of municipal buildings and for municipal pumping purposes; and,
WHEREAS, It is daemed for the best interests of this City that
the form of contract now before the Council be executed forthwith;
NOW, THEREFORE, The Mayor of this City is hereby authorized and
directed, in his official capacity, to execute said contract in duplicate.
and the Clerk of this City is authorized and directed to affix the corporate
seal of this City to said duplicates of the oontraot; and to attest the same,'
and to gertify to such duplicates as the contracts athorized by this resolu-
tion. And when said contract has been so executed, and also been properly
executed by the Electric Investment Company, the Clerk of this City is hereby
directed to retain one of the said duplicates as a part of the records of
his office, and to deliver.the other to the Electric Investment Company.
This motion was seconded by Councilman Charles Sanberg. A yea and nay
vote on the adoption of such resolution was thereupon called for and taken, with the
following result:
Ayes - Ackley, Dement, Forbes, Hayman, 5anberg -6.
Hayes - None.
Absent - Harrington -1.
More than a majority of the entire Council having voted in favor of the
resolution, the Mayor declared the motion carried and the resolution adopted.

Councilman Forbes stated that P1. B. Grvinn, Walter Griffethe and others
oemiag I&nd in the east part of torn desired to develops said land by securing an
outlet to Cleveland Boulevard and that they planned to build a road on the section
line, which lies about 600 foot wort of the Biddle place, to the Boulevard: and that
they had also requested the City to erect a bridge over the Government drainage ditoh
on the said section line.
A motion was thereupon made by Forbes that the City Engineer be in-
structed to notify Gwinn, Griffeths and others that when a road had been constructed
at the place indicated, which was acceptable to the City Enngineer, that the City would
.build a bridge over the drainage ditch at the required point.
The motion was seconded by Ackley. A yes and nay vote being called for,'
was taken and resulted as follows:
Ayes - Ackley, Dement, Forbes, Hayman, Seaberg -5:
Hayes - None.
Absent - Harrington -1.
The L%yor declared the motion carried.
For the Committee appointed to investigate the protest of IV. L. Steunenberg
against the order of the Council for the construction of a sidewalk, abutting his
property on 13th and Everett Streets, Forbes reported it was the opinion of the
Committee that said sidewalk should be constructed.
A communication was read from the Board of Direstors of the Caldwell Irri-
gation District, under date of may 10, 1916, giving notice of a meeting of said board
to be held on May 27th., 1916, for the purpose of bearing evidence concerning the
assessment of benefits to the land in Said District to be derived by reason of the
installation of an irrigation system.
It was voted upon motion of Forbes that the City Engineer be and hereby is
instructed to attend the meeting in the City's interests.
A communication under date of May 22, 1916, from hors. Eimaa Wilcox, protesting
to the recent order of t!ie City Council for the construction of a sidewalk abutting
ier property in block 13 Washington Heights Addition, was read,

Following is the estimate prepared by the City Council of the City of
Caldwell. Idaho, of the probable amount of money necessary for all purposes to be raised
by taxation in the said City during the fiscal year beginning the first Tuesday in May,
1916, including the principal and interest due on the bonded debt and sinking funds.

The motion was seconded by Forbes. A yea and nay vote being called for,
was taken and resulted as follows:

A majority of the Council having voted in favor of the motion, the Mayor
declared the same carried, and the estimate adopted.

The minutes of the sessions hold during the month of May, 1916, were read,
and it was voted upon motion of Harrington that the same be approved.
Uessrs. Walter Griffeths and J. J. Plowhead appeared and asked that the water
mains be extended with a four inch pipe from 5th Avenue and Blain Street, west about 1000
feet. They stated that the Superintendent of water works had been over the proposition
and figured that the approximate cost, including a fire hydrant would be :1400.00. There
would be four additional users and the investment would net the City about 12 percent.
It was voted upon motion of Harrington that the Superintendent of `cater
Works be empowered, authorized and directed to make the extension.
It was voted upon motion of Harrington that the Superintendent of Water 'forks
be empowered, authorised and directed to extend the water mains down Fifth Avenue to the
Clay Cox place,
