DISCUSSION ITEMS PARKS DEPARTMENT: (SEE EXHIBIT A) POLICE DEPARTMENT: o PAL Program • Optimist Club & Pepsi Bottling Company has shown interest in upgrading and expanding the Caldwell PAL program • Recent boxing events have been well attended — involvement has grown • Looking to locate property to build a PAL Center • Suggested that Chris continue moving forward with this project to find a new location and adequate funding FIRE DEPARTMENT: o Training Facility • Moving forward with the re- bidding process • Estimated that the project will be completed by October 2009 PLANNING & ZONING DEPARTMENT: o City Trails Plan • Committee would like to proceed with the Lake Lowell Trail • Would be a two -year project if Pioneer Irrigation approves a crossing agreement. • Vallivue School District very excited about this project, which would eliminate bussing students to the YMCA HUMAN RESOURCES DEPARTMENT; • Working to keep departments whole • Emphasizing cross training methods • No raises are being forecast for the upcoming budget cycle CITY CLERK DEPARTMENT; • Continuing the archiving of public documents for website viewing • Election year — will work with Canyon County concerning a proposed administrative fee increase ENGINEERING DEPARTMENT: o Parking lots in the City • Several city facility parking lots needs to be repaired • Include funds in the Street Department to maintain city -owned parking lots • Need routine seal - coating and maintenance schedule to be established • This year the City Library & Senior Center parking lots were seal coated. Both of them were in desperate need of maintenance. Well #21 • Needs to be constructed this year FINANCE DEPARTMENT: o Airport Terminal Furnishings • Need to look for good deals on furnishings o Streetscape in the downtown • Dennis Cannon is moving forward with these plans o Simplot Stadium • Softball field needs to be replaced at the site if stadium is used for other type of athletic field • Maintenance of the facility should be routine BOOK 50 PAGE 63 o Free energy audits of city buildings are available through Idaho Power o Build America Bonds • Urban Renewal Agency is researching this option for funding Energy Grant • Dennis Cannon is preparing the request for stimulus funding of $169,000for energy improvements • Portion of funds will be used at Caldwell Police Department for a sufficient cooling system in the computer server room o Griffith Ball field • Joint partnership has been established with City & College of Idaho in the construction of this field • Joint maintenance contract is being drafted by C of I Golf Board • Board is looking for creative ways to increase revenues MAYOR o COMPASS Executive Committee announced that the City will possibly receive Step -in Project Funding (Stimulus Package) which would be used at Exit #29 if funding become available COMPASS • Membership dues have been cut back by 10% The meeting adjourned at 6:55 p.m. APPROVED AS written THIS 15th DAY OF JUNE 1 2009.
