That said Assessment n oll of Local Improvement District No. 38 of the City of Caldwell, Idaho, be and the same is hereby approved and confirmed. Section 2. That the City Clerk shall immediately certify and file said Assessment Roll with the City Treasurer of the City of Caldwell, for collection of said assessments according to law; and that due notice of the time, place and manner of making these payments of assessments contained in said Assessment Roll be given by said Treasurer of the City of Caldwell, in the manner provided by the laws of the State j of Idaho, and the ordinances of the City of Caldwell.' L. Vassar, Fran Blomquist, Max Luby, il I: Emile Short, L. P. Eldredge and Leland Finley. Mayor Ed Simmerman presiding• .I /S? Melvin Davenport presented a plat of Reimann's Addition to the City of C for Council I� approval. The Mayor informed the Council this addition was located outside the City, but, Idaho law requires a the approval of the City. The City Engineer reported the plat would meet with his approval, provided,City regulations be met if the addition is taken into the City of Caldwell. Moved by Blomquist, seconded by Luby the Plat of Reimann's Addition to the City be accepted and the Mayor, City Clerk and City Engineer be authorized to sign the Plat. i Upon Roll Call it appeared the motion was unanimous4 carried* The following letter from the Chamber of Commerce was read and ordered spread on the Minutes: May 10, 1957 Mr. Ed Simmerman, Mayor City of Caldwell, Idaho Dear Mayor Simmerman: II I I am sure that you are aware that one of the most critical problems facing cities today is that of off - street parking. The City of C being surrounded by eighty thousand people certainly qualifi ^s as a trading center and adequate off -street parking must be available if we are to compete for business with other progressive towns in the Boise Valley. The Caldwell Chamber of Commerce Parking Co=mmittee has been active for the pasL two years in trying to solve the problems of off - street parking for our city. They have arrived at the following solution and are seeking the help of our city council in solving this problem. p As you are gware the Chamber of Commerce presently leases from the Union Pacific Railroad the parking lot directly in back of the Chamber of Commerce Office. We have been negotiating with the railroad for a similar lot which is presently being used for a park adjacent to'-,the Union Pacific Station. The acquisition of this property would make possible the following over -all plan. For your consideration we are submitting these recommendations. ,I "The City of Caldwell to enter into an agreement with the Union Pacific Railroad. 1. For the two lots between 7th and 9th streets bordering the railroad tracks., 2. To include the removal of the trees as discussed with the city engineer and the U. P. Railroad officials on the lot between 7th and 8th street, and that the area be hardtopped, curbed and metered. 3. The present lot being used by the Chamber of Commerce for free employee, employer parking also to be hardtopped, curbed, and metered. v 4. These two lots tc be policed by the city police and the revenue to be divided between the Union Pacific 10% and the City of Caldwell 4% as provided for in the proposed contract. 5• The alley os street as the case may be bordering these two lots also be metered , curbed, and the revenue to go to the City of �aldwell. , The number of additional parking spaces under this program will be 130 spaces or and in- crease of 33% over the present metered par ing area. These arrangments have been tenatively agreed to by the union Pacific Railroad. The following additional improvements are also being submitted for your consideration. I� 1. That the present metered courtesy program still remain in effect with one exception. A. A two hour ordinance br passed by the council limiting the length of time any one oar may remain on one meter to two hours. That the meter man strictly inforces this ordinance. 2. That the red curb parking in front of the two theatres be metered and that this space be made available for customer parking during the day with provisions that the theatre managers may cover the meteres at six in the evening. 3• That a careful inspection be made of all the present red curb parking in front of show windows and that packers using this space conform to the proposed two hour parking ordinance. '. 4. That one 24 minute parking mater space be put at the following locations for quick and easy access. , A. The corner of Main and 7th Street, on Main alongside the Idaho First National Bank. B. The corner of Main and Kimball on Main in front of the Canyon Drug Store. C. The corner of Arthur and Kimball on Arthur in.ront of the Caldwell Dreg Store. (1 D. The corner of Kimball and Arthur on Arthur alongside of Pennywise Drug Store. ` 5. That a portion of the revenue obtained from the parking meters be set aside for future expansion. 6. That area under the overpass to be leveled, graded, graveled and so fixed as to provide free w611- drained parking for the employees and employers. The curb cut ciit so as to provide for easy access. 7. The street of Arthur between 5th and 6th to be curbed so as to provide additional '1 freeparking. In another five years the property such as the Union Pacific Railroad is now willing to lease might not be available, and under other conditions securing property so strategeti8ally located would involve an investment of many thousands of dollars. Your parking committee feels that this type of long range planning iis necessary if Caldwell is to continue to grow and prosper. Thank you very kindly. Your consideration of this plan would be greatly appreciated. Sincerely yours /s/ Chuck Banks Chairman Chamber of Commerce Parking Committee James Ruark, representing the Chamber of Commerce discussed the above letter with the Mayor and Council and pointed out the project would cost approximately $7500. Keith Judd, Chief of Police stated if the parking lot was metered and policed it would require an additional parking meter man. Councilman Blomquist recommended the City enter into a lease with the Union Pacific Railroad for the parking lot. Councilman Vassar stated he was in favor of an off -street parking lot, but, business men benefited by the parking lot should stand a portion of the expense. No action was taken at this time. A representative of the State Highway Department discussed the installation of streets lights A on Tenth Avenue from Cleveland to Highway 20. The Mayor stated no action could be taken at this time, but, consideration would be given this Matter when the budget was prepared. Ccunci.]man Eldredge and the City Engineer were instructed to check on sewage waste fmm garages, i Idaho Meat Packers and Dairymen's andreport back to the Council. The Mayor announced the appointment of Charls C. Banks as a member of the Recreaticn Board. � Moved by L{iby, seconded by Shorb this appointment be confirmed. Upon Roll Call it appeared the motion was unanimously carried. Therebeing no further business to come before the Council it was moved by Councilman Vassar, ,seconded by Councilman Finley that Council adjourn. Motion carried. 0 Mayor. City Clerk.
