Pursuant to adjournment of May 5th, the Council met in the Council Rooms of the City Hall, with.-the Mayor, H,E; McCluskey, presiding. On Roll Call the following Councilmen answered present, Thurlow Bryant, Wilbur Dakan, Fred E. Newman, Floyd Blunt and E,E,Fresher. Absent: C. 0. McDannel. Mrs.EmIlz Grendjean end Mr. Ronald Stevens were, present and requested that City Water lines be extended oh South Kimball. The Mayor referred ttis matter to the Water Committee and City Engineer. The Mayor informed the Council that this was the time set for the second read- ing of Bill No. 1, Proposed Ordinance No. 514. Moved by Fresher, seconded by Bryant that this Ordinance be placed on the table, and that the Bill and Ordinanca, numbers be removed. Motion carried. Mrs. H. S. Leedy and Kenneth Stringfield, representing the Soft Ball Club were present and naked the City to make some improvements at the Soft Ball Field. The Mayor referred this matter to the Park Committee with power to act. Thereupon the Mayor announced the appointment of J.F.CROMWELL, 411 POLICE JUDGE. Moved by Newman, seconded by Frasher that this appointment be confirmed. Motion carried. J LJ Bids for City Audit were submitted by Karl Evans and Middleton, McCarty & Co., Afterrconsidering these bids it wns moved by Bryant, seconded by Blunt that the Audit Contract be given to Middleton, McCarty Co,', provided audit ccot.ld be started immediately. Motion carried. Mr. C. L. Miller requested the installatl8n of a street lights at the inter- section of 20th. and Dearborn, 11th., and Albany, Michigan and Ash.. This matter was referred to the Road Committee and City Engineer with power to act. The Mayor announced the appointment of the CHIEF OF POLICE as SANITARY INSPECTOR, Moved by Newman, seconded by Blunt that this appointment be confirmed. Motion carried. Moved by Bryant, seconded by Blunt that Earl Zeal receive a salary of $130.00 per month and T. D.Finn, Supt., of Parks receive. a salary of $90,00 per month, Motion carried. Pursuant to adjournment of Meyl2th „ the Council not in the Council Rooms of the City Hall with the Mayor, H.E. McCluskey, presiding. On Roll Call the following 'cuncilmen answered present; Thurlow Bryant, Wilbur Dakan, Fred E. Newman, Floyd Blunt, E.E.Frasher and C. 0. McDannel. The P^ayor called for the report of the Committee appointed to investigate the extension of City Water Lines on South Kimball. The City Engineer made this report. Thereupon tb was moved by Dakan, seconded by Blunt that the City sponsor this a5 G act. Motion carried. Councilman Blunt informed the Mayor and Council that if the City would improve 8trse� to the City Limits,Rural Route would be extended. The Mayor appointed She Road Oomhtttee with Power bb Act on this matter. Moved by Newman seconded by Fresher that the Spraying of Treds be under the , rvision of. Councilman Blunt. Motion carried. . The Mayor appointed MRS. RALPH SCATTERDAY to .s erve on the LIBRARY BOARD for a period of three years HEALTH PHYSICIAN, for a period of one year. Moved by Bryant, seconded by Fresher that these apppintments be confirmed. Motion carried. The City Attorney informed the M"yor and "ouncil that Chapter 169 of the 1941 Session Laws, c arrying an emergency clause, approved 14 arch 15, 1941, provided in effect as follows, to -wit: "That of the Councilmen elected in the 1961 Municipal Election from each ward, one shall hold office for two years; that the Councilman so elected from each ward shall,rafter their election, determine by lot among themselves which shall serve for four years and which shall serve for two years; that at the 1943 election, one councilman from each ward sh'611 be •elected to serve for four years and thereafter, at the 1945 election, one Council- man from each ward ehh11 be elected toserve for four years." According to Chapter 160 of the 1941 Session Laws the following Councilmen were selected to serve as follows, to -wit: FOR A PERIOD OF FOUR YEARS. FOR A PERIOD OF TWO YEARS. Councilman Fresher Councilman McDannel Councilman Newman Councilman Blunt Councilman Bryant Councilman Dakan. The Mayor instimcted the City Attorney to write for a copy of the City Water Contract between the UJ.R,R, and The City of Caldwell. Moved by Blunt, seconded by Fresher that the Maycr%and Council accept the bid of Middleton & McCartpy Co., for the City Audit. Motion carried. There being no further business tocome before the Mayor and Council, it was moved by Newman, seconded by Dakan that Council adjourn, motion carried. ayor. City Clerk. 17 h 19
