authorized to sign the petition on behalf of the City of Caldwell.
Uoon Roll Call it appeared the motion was unanimously carried.
The Mayor stated a no -host luncheon was to be held at the Saratoga May 28, to meet with Mr. ,E. V.
State Highway Engineer and discuss road problems.
Councilman Eldredge informed the Council the rat poisoning program was progressing satisfactorily.
There being no further business to come before the Council it was moved by Councilman Bettis,
seconded by Councilman Weick that Council adjourn. !Lotion carried.

We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, do each
hereby acknowledge notice of a special meeting of said City Council to be held at the Council Chambers in
the City Hall in the City of Caldwell, Idaho, at the hour of 8100 o'clock P. M. on the 17th, day of May,
1954 for the transaction of all business in connection with the following objects To hear and consider
objections to the Assessment Roll of Local Improvement District 1 1 22, which object was submitted to each of
the undersigned in writing.

There were no protests or objections. .
Thereupon the following order was made and entered by unanimous vote of the Council:
ORDEa
IN LOCAL IMPROVEMENT DISTRICT NO. 22.
AN ORDER CONFIRMING AND APPROVING THE ASSESSMENT ROLL IN LOCAL IMPROVEMENT DISTRICT NO. 22 OF
THE CITY OF CALDWELL, IDAHO.
The Committee an Sewers of the City of Caldwell, together with the City Engineer of said City of
Caldwell, have heretofore certified and submitted to the Mayor and Council, the Assessment Roll of Local
Improvement District No. 22, of the City of Caldwell, Idaho, and.it appearing that the assessment roll was
received in the office of the City Clerk of the City of Caldwell, at 5:00 o'clock P. M., on the 3rd day of
May, 1954; and that said Assessment Roll is now on file in said office;,:
And it further appearing that the Mayor and Council of the City of Caldwell, at a meeting of said
Mayor and Council, held in the City Hall of said City, an the 3rd day of May, 1954 passed a resolution
ordering said assessment roll to be placed on file in the Office of the City Clerk of the City of Caldwell,
and fixing the 17th day of May, 1954, at 8:00 o'clock P. M., in the Council Chambers in the City Hall of
said City of Caldwell, as the time and place for hearing and considering objections to said Assessment Roll
and directing the City Clerk of said City to give due and legal notice in compliance with the provisions
of law, of the filing of said Assessment Roll in his office, the date of filing the same and the time and
place at which the Council would hear and consider objections to said Assessment Roll by parties agrieved
by such assessments and the persons by whom and the time within which said objections should be filed, and
further directing that said notice be published in three successive issues of The Caldwell News Tribune, a
daily paper printed and published in the City of Caldwell, Idaho, and the official newspaper of the City of
Caldwell; all of which more fully appears in said resolution;
And it further appearing that the City Clerk of the said City gave notice of the receipt of said
Assessment Roll and of the time and place fixed for hearing protests thereto, directing the time, place and
manner of filing said objections; all of which more fully appears by said notice, dated the 3rd day of May,
1954, and now on file in the office of the City Clerk of the City of Caldwell; and it further appearing
that said notice was published as directed in the said resolution above mentioned, in the Caldwell News
Tribune, the official newspaper if sand City, in the issues of May 6, 1954 May 7, 1954, May B, 1954, as mar
fully appears by the affidavit of publication of said notice on file in the office of the City Clerk of
said City of Caldwell; and it further appearing that notice was duly and regularly given in all respects as
required by law and the orders of the Mayor and Council;
And it further appearing that the time for filing objections and protests having expired, and
the time fixed and appointed for hearing and considering such objections and protests having arrived and it
further appearing that no objections or protests whatsoever have been filed in said.matter; and said
Assessment Roll having come on regularly for hearing and consideration and the same having been fully and
duly considered by the Mayor and Council of the City of Caldwell, Idaho, and said Assessment Roll, together
with all proceedings in making such assessment having by said Mayor and Council been found regular, valid,
correct, equitable, fair, just, proper and in all respects legal and according to the laws of the State of
Idaho, and the ordinances of the City of Caldwell;
NOW, THEREFORE, IT IS HEREBY ORDERED By the Mayor and Council of the City of Caldwell, Idaho:
Section 1. That said Assessment Roll of Local Improvement District No, 22 of the City of Caldwell
Idaho, be and the same hereby is approved and confirmed.
Section 2. That the City Clerk shall immediately certify and file said Asseosment Roll with the
City Treasurer of the City of C for collection of said assessments according to law; and that due
notice of the time, place and manner of making these payments of assessments contained in said Assessment

Roll begiven by said Treasurer of the City of Caldwell, in the manner provided by the laws of the State of
Idaho, and the ordinance of the City of Caldwell.

Councilman Eldredge, Chairman of the Committee appointed to investigate Local Improvement District
No 21 Assessments &arged against properties owned by Bob Morford, W. W. Charity And Ray Huston, reported
consideration had been given these properties on the assessment roll.
Discussion was held regarding the grading of rest`urants.
Mayor Smith informed the Council he had discussed the forming of Improvement Districts, especialll;
those pertaining to street improvements, with Mayor Edlefsen of Boise.
There being no further business to come before the Council it was moved by Blomquist, seconded by
Burell that Council adjourn. Motion carried.

1954 for the transaction of all business in connection with the following object: Consideration of the
estimated budget for 1954 -1955 which object was submitted to each of the undersigned in writing.

Mayor Jason C. Smith presiding.
Upon Roll Call the following bouncilmen answered presents Fran Blomquist, L. E. Burrell, L. P.
Eldredge, Ernest Weick and J. M. Bettis. Absent: Adolph Eggers.
Mr. Martin Olsen was present and discussed the 1954 -1955 proposed budget. An estimate of ex-
penditures and receipts was prepared.
Thereupon the Mayor instructed the City Attorney to drawn the necessary papers for the 1954 -1955
estimated budget.
The matter of salary increases for department heads was discussed.
Whereupon Councilman Blomquist moved that department heads be given a 104 increase and the City
Attorney be instructed to prepare the necessary ordinances and resolution to make this effective as of
June 1, 1954, this motion was seconded by Councilman Burrell,
