The Yayor then announced the following appointments to the BOARD OF PLUMBING EXAMINERS, to —wit:

W. R. Gillen Building Inspector

motion was seconded by Councilman Harding.
Upon Roll Call the following Councilman voted in favor of the motions Claisyer, Burrell, Myers,

Blomquist, Fenrich and narding. Voting against the motions None. Absent and not voting: None.
The Mayor declared the motion carried and the.appointments confirmed.
The Mayor stated the Western Aircraft corporation desired to be considered when the new lease on
the Airport was considered.
This matter was thoroughly discussed by the Council.
Whereupon it vras moved by Councilman Myers, seconded by Comcilman Glaisyer that the Western
Aircraft Corporation should not be considered in view of their past operations.
A " Yea" ani °Nay" vote was had theraon with the following results "Ye Glaisyer, Burrell,
Myers, Fenrich, Blomquist, Fenrioh and Harding. "Nay ": None. Absent and not votings None.

CALL AND ACKNOWLEDGEMENT OF NOTICE
We, the undersigned Mayor and members of the City Council of the City of Caldwell, Idaho, do each
hereby acknowledge notice of a special meeting of said City Council to be held at the Council Chambers, in
the City Hall in the City of Caldwell, Idaho, at the hour of 8100 P. M. on the 16th, day of liay, 19L9, for
the trans #ction of all business in connection with the following objects Pursumt to Published Notice on
rent control and interviewing applicants for Airport Lease, which object was submitted to each of the under—
signed in writing.
WITNESS our signatures this 16th, day of May, 1949.
In the absence of Mayor Leo J, Mason, '9m Glaisyer, President of the Council presided.
On Roll Call the following Councilmen answered present: Wm Glaiser, L. E. Burrell, John Myers,
Fran Blomquist, Dale Fenrich and Bryan harding,
The President of the Council and Acting Mayor informed the Council this was the time set for hear—
ing protests on the termination of rent control in C

Thereupon Council. Burrell presented the following Resolution to the Mayor and Councils

A RESOLUTION ADOPTED UNDER AND BY VIRTUE OF THE PROVISIONS OF AN ACT OI' THE 81st CONGRESS OF THE
UNITED STATES OF AMERICA, SAID ACT BEING CITED AS THE HOUSING AND RENT ACT OF 1949: FINDING THAT THERE
NO LONGER EXISTS SUCH A SHORTAGE IN RENTAL HOUSING ACCOMODATIONS WITHIN THE CORPORATE LIMITS OF THE
CITY OF CALDVIELL AS TO REQUIRE RENT CONTROL WITHIN SAID CITY.
WHEREAS, on the 2nd day of May, 19491 a petition was filed with the Mayor and Council of the
City of Caldwell, Idaho, petitioning and requesting the Mayor and Council of said City to adopt a
resolution finding that there no longer exists such a shortage of rental housing accomodations within
the corporate limits of the City of Caldwell, as to require rent control within said city; and
17HEREAS, pursuant to order of the Council ten (10) days notice was given by the City of Caldwell 1,
by publication in the Caldwell News — Tribune, a newspaper published in the City of Caldwell, Idaho, in
the issues of May 7, May 11 and May 14, 1949, giving notice of the filing of said Petition and giving

notice of a public hearing to be held on said matter on the 16th day of May 1949; and by posting a
copy of said Notice on the bulletin board at the City Hall in the City of Caldwell, Idaho; and
WHEREAS after due notice given according to law and as provided by Section 204 Q) (3) of the
Housing and Rent Act of 1949 passed and adopted by.the 81st Congress of the United States of America,
a public hearing was held upon said Petition above mentioned and upon the question of whether or not
there now exists such a shortage in rental housing accomodations within the City of Caldwell, Idaho, as
to require rent control ntr 1 within said Cit qu i i y, and the Acting f:9ayor and Council of the City of Caldwell,
Idaho, having heard and considered all of the evidence introduced upon said questions
NOVI, THEREFORE, BE IT RESOLVED BY THE ACTING MAYOR AND COUNCIL OF THE CITY OF CALDWELL, IDAHO,
AS FOLL0VSs
Section 1. That as a result of the public hearing held on the 16th day of May, 1949, at the
hour of 8:00 o'clock P.M. at the Council Chambers in the City Hall of the City of Caldwell, Idaho,
which said public hearing was held after ten (10) days due and lawful notice, and which public hearing
was held under and b virtue of the provisions of Section 20

1949 passed and adopted by the 81st Congress of the United States of America, it is hereby found, and
this resolution does hereby make such finding, that there no longer exists within the corporate limits
of the City of Caldwell, Idaho such a shortage of rental housing accomodations as to require rent control
by the United States Government within the corporate limits of the City of Caldwell, Idaho.
Section 2. That this resolution be forwarded to the Governor of the State of Idaho for
approval and transmission to the Housing Expeditor as provided by the -Housing and Rent Act of 1949.
Moved by Councilman Burrell, seconded by Councilman Myers that the above resolution be

adopted.

Mr. Harry Clark of Nampa pr an application and recommendatio °>a to the Acting Mayor and
Council for the leasing of the Caldwell Municipal airport. Mr. Clark stated he could i=ediately take over
the field and would be. willing to pay a reasonaole rent.
Mr. Gordon C. Schmelzer of Nyssa, Oregon presented an application and recomrendatio.zs for the
leasing of the Caldwell Municipal Airport. Mr. Schmelzar also stated he could immediately take over the Il i
field.
A letter of application was read from Casey Jones for the leasing of the Caldwell Municipal
Airport. l
The Acting :,:ayor stated action on the leasing of the air; would be taken up on the r =turn of !,
Mayor Leo J. Mason.
19m Lairdg, representing the ,lectern Aircraft Corp., was present and requested the Western Aircraft
Corporation ee considered on the new lease of the airport.

The Acting Mayor informed Mr. Ladwig that the special meeting held May 13, 1949, was called to
take up the request of the Western Aircraft Corp., for leasing of the airport and that a motion was un—
animously passed denying the request. The Acting Mayor also informed Mr. Ladwig that if he wished further
information he would have to consult Mayor Leo J. Mason.
There being no further business to come before the Council it was moved by Councilmm Fenrich, 1
seconded by Councilman Harding. that Council adjourn. Motinn c tied.

the transaction of all business in connection with the following object: Opening of bids on the airport
lighting system, which object was submitted to each of the undersigned in writing.

The Vayor informed the Council this was the time set by notice for opening of bids for the in—
stallation of an airport lighting system.
The following bids were opened and read:
The American Electric Co., 9,330.20
The City Electric Co., 7,789.10
Mr. S. M. Barton informed t..e Mayor an Council the lowest bid was over the e:timated cost of
the lighting syetem and that an additional grant -f federal funds would have to be obtainad.
.'loved by Layers, seconded by Blomquist that the bid of the City Electric Co., of Boise, Idaho, be
accepted, provided, the Civil Aerona•atics Administration approves an increase in the grant of federal funds.[
Upon Roll Call it appeared the motion was unanimously carried.
The Mayor read a letterfi -om Dunlap & Dunlap stating that E. F. Hastriter desired to purchase part
of Lot 5, Section 10, Township L North, Range 3 W. B. M. owned by the City of Caldwell.
Moved by Blomquist, seconded by Myers that the City hold this property as a future road site.
