The Council met pursuant to Call and acknowledgment of notice in the following forms CALL AND ACKHCWLEDGMENT OF NOTICE We, the undersigned Mayor and Members of the City Council of the City of C Idaho, do each hereby acknowledgenotice of a special meeting of the said City Council to be held at the Council Chambers in the City Hall in the City of Caldwell, Idaho, at the hour of 5 o'clock P. M. on the 9th,dsy of May, 1961, for the transaction of all business in connection with the following object: Receiving and opening bids for a police car, which object was presented to each of the undersigned in writing. Vassar, President of the Council presided. Upon Roll Call the following Councilmen answered presents E. L. Vassar, N. E. "Coley" Smith, Max Luby, Emile Shorb and Alvin K. Bates. Absentr L.P. Eldredge. The Acting Mayor informed the Council the meeting was called to receive and open bids on a car for the Police Department. The following bids were opened and readi Garber Motor Cc $1674.00 Lodge Motor Cc 1683.52 Burns Chev Co 1779.00 Moved by Councilman Smith, seconded by Councilman Shorb the low bid of Garber Motor Cc, be ac- cepted. Upon Roll Call it aooeared the motion was unanimously carried. Therebeing no further business to come before the Council it was moved by Councilman Smith, seconded by Councilman Lusby that Council adjourn. Motion carried. City c lerk. Mayor. COUNCIL CHAMBERS MAY 15, 1961 5:00 P. M. SALE BY THE CITY OF CALDIML AT PUBLIC AUCTION ONE PARCEL OF LAND. Sale of third oiece of Knight property. This being the time set by notice for sale at public auction, by the City of Caldwell, one parcel of land in accordance with Idaho Code 50 -1314 - 50 -1008. Mayor Simmerman offered the following part l of land to the highest bidder: Lot 13 of Block 4 of the Original Townsite of Caldwell as the same is shown on the official plat thereof on file and of record in the office of the Recorder of Caron County, Idaho. City Treasurer, Alta Williams bid 50.24 Grover Knight, on behalf of Mary Knight bid 75.Oo Mayor Simmerman announced the 6 ity would accept the high bid of Grover Knight. F Mayor. Upon Roll Call the following Councilmen answered present: E. L. Vassar, N. E. "Coley" Smith, Max Luby, Emile Shorb, L. P. Eldredge and Alvin K. bates. Highland Park Addition (caving two blocks requested) Bill Keys requested two blocks of Highland Park Addition be paved, payment to be made as the area is developed. City Attorney advised the Council paving could not be handled in this manner* Council man Smith stated the City should not undertake these small jobs. Trailer house 600 block on Denver Mr. Overlin requested a permit to olace a Lrailer house on the 500 block, Denver Street for a year or until he could construct a house on this property. Mayor Sims,erman advised Mr. Overlin to circulate a petition showing no objection to the trailer house at this location. - Councilman Vassar stated if the ordinance is complied ith and the property owners do not object I see no objection,,. Bill No.l (Airport Zoning first reading) Thereupon Councilman Smith introduced Bill No 1, entitled: AN ORDINANCE PROVIDING FOR THE ZONING OF AREAS ADJACENT TO THE CALDWE11 MUNICIPAL AIRPORT, RE- QUIREMENTS FpR HEIGHT LIMITATIONS, LIMITATIONS ON USE OF LAND, HEIGHT LIMITATIONS AND HAZARD PROTECTION FOR SAID AIRPORT, PROVIDING DEFINITIONS, REFERENC;S, ELEVATION POINTS, PROCEDURE FOR ISSUANCE OF PERMITS, PRO - 1 VIDING FOR GRANTING OF VIOLATIONS AND EXCEPTIONS, AND PENALTIES FOR VIOLATIONS. which was read for the first time and the Council proceeded to the consideration of Bill No. 1. Mr. Roy Roark and his attorney Mr. Claude Marcus were present and discussed with the Mayor and Council the proposed zoning of the airport. Mr. Marcus stated if the ordinance was passed he would take it to court to - -test the legality of such an, ordinance. Wet Garbage contract Moved by Councilman Smith, seconded by Councilman Eldredge the Mayor and Clerk be authorized to execute a contract between the City of Caldwell and W. W. McDowell for the hauling of wet garbage. Upon Roll Call it appea-*d the motionvas unanimously carried.
