The Fire and Buildings Committee was instructed to look after a supply of
i
coal for city purposes for use during the coming winter.
Communication from City of Payette, under date of flay 3rd., 1917, inquiring
whether City of Caldwell would sell sprinkling wagon, was read and referred to the
Street Committee.
Mr. A. L. Gipson appeared and stated that he had recently presented a petition
to the Council, signed by business men of the City, requesting that action be talren to
provide a rest room in this City for accomodation of women and children. LIr. Gipson
asked that the present council give the matter prompt consideration, stating that he
had been made chairman of a committee appointed by the Commercial Club for the purpose
of ascertaining the views of the City administration on the matter.
The petition was again read by the Clerk.
It was voted on motion of councilman Mitchell that the petition be referred to
the Mayor for recommendation to the Council.
Mr. iialph Johnson, manager Farmers Soceity of Equity, appeared and requested
Permission to install one set of wagon 'scales on Seventh Avenue, adjoining his place
of business.
The matter was referred to the street committee.

It was voted on motion of Councilman Sanberg that Council adjorn until
Monday evening May 14th., 1917, at 8 o'clock P. M._

Council meet in regular adjorned session, pursuant to order of adjornment,
adopted Way 7th., 1:117, with 1dayor h. xlowhsad, presiding, present, Councilmen
Dickens, Amos J. "filler, I•'ritz K. iLiller, Litchell, Sanberg and 4ard, Jity J'`lerk, S. Ben
Dunlap and City Attorney T. 8. Jackson. The following business was transacted:
Jouncilman 1.1itchell, appointed to look after the matter of securing winter
coal for city purposes reported that he had secured bids from five of the local dealers.
It was voted on motion of Fritz killer that the _'ire and Buildings
Committee be empowered to make the beat contract possible for tLo amount of coal needed
by the =City, having consideration for the nuality at a price not to exceed X8.00 per
j ton f. o. b. cars, or ,` -8.00 per ton delivered.
In the matter of request of Farmers 4quity t;ociety for permission to install
scales on Seventh Avenue adjoining their place of business, ' ouncilman Amos J. I.Iiller,
Street Committee recommended, that the re:;uest be granted with the proviso that the
scales be placed between the outside wall- line and the curb line.

Upon motion of Councilman Sanberg the report was accepted and further p
action in the matter was left in the hands of the St Committee.
The City ::lerlr reported that the City Attorney had written his 0. ... on the
bond of the City Clerk, submitted to the Council at the last meeting and referred to the
City Attorney for approval.
Upon motion of eouncilman -,ard, the bond was accepted.
The following resolution was introduced by Councilman Fritz H. Miller:

said sinking fund moneys to the general expense funds of said City,

the resolution as presented be adopted. Tile roll being called on t;ie motion, the vote

resolution adopted.

The LLaycr suggested that the :oulcil give consideration to the matter of
having the City's boolrs audited by a certified accountant.
The Llayor announced the appointment of a Board of Health to consist of the
following named members of the Jity douncil. Joseph L. Lichens, Fred 1.11tchell and Charles
G. Sanberg.

The 11ayor announced appointments of City Officers as follows:
CITY TREASURE:R ,'Ethelwyn Fortner. A motion was made by Ward, seconded
Dickens, that the appointment be confirmed. The question being put, the 1•dayor declared
the motion carried and the appointment confirmed.
CITY ENGINEER J. W. Sheppard. A motion was made by Fritz R. hiller,
seconded Sanberg, that the appointment be confirmed. The question being put, the iJayor
declared the motion carried and the appointment confirmed.
SUPERETTEIMENT OF WATER WORKS Harry L. Smith. A motion was made by
Ward, seconded Dickens, that the appointment be confirmed, The question being put the
I -Layor declared the motion carried and the appointment confirmed.
CHIEF OF THE FIRE DEPARTIJENT Orel H. Sovereign. A motion was made by
Sanberg, seconded Fritz H. Miller, that the appointment be confirmed. The question
being put, the idayor declared the motion carried and the appointment confirmed.
The Mayor announced that the terms of the Police Officers, about to be
appointed were to become effective June let., 1917.
- CHIEF OF POLICE Wm. F. Schnabel. A motion was made by Fritz B. l:Tiller,
seconded Amos J. Miller, that the appointment be confirmed. Y'he nuestion being put,
the 1 4yor declared the motion carried and the appointment confirmed.
NIGHT POLICFJ"Y Wm. Riley. A motion was made by Fritz R. Miller,
seconded Dickens, that the appointment be confirmed. The nuestion being put, the Mayor
declared the motion carried and the appointment confirmed.
aITY ACTOPNEY Thomas E. Buckner. A motion was made by Fritz R. i.iiller,
seconded Dickens, that the roll be called on the appointment. The question being put
the Mayor declared the motion carried. The Mayor announced that those wishing to
,onfirm the appointment would vote aya, those wishing the contrary would vote nay.
The roll being called on the confirmation of the appointment of Thomas
Buckner as City Attorney, the vote resulted:
Ayes -Amos J. Miller -1.
Hayes- Dickens, Fritz R. Miller, LIitchell, Sanberg, : -5.
Absent -None. The Clerk announced the result of the roll call, and the
layor declared the appointment not confirmed.
Councilman Nord stated that the preceeding City Jouneil and by resolution,
appearing on page 14E32 of minute book ido. 4, appointed himsolf and Councilman Sanberg
as a committee to make the follcwing re.;ommendatione to the present City Jounoil:
First -That the Street Commisoioner be paid a salary of w125.00 per month.
second -That a Cit,, Health Officer be ref*ularly employed at a salary of
D40.00 per month.
Third -That it is the duty of the City to Put- the sidewalk abutting the
uston Frost property on South Kimball Avenue, near the top of the hill, on proper
ado, without expense to the property owner.
Upon motion of i'lard_the matter of the liouston Frost sidewalk wus referred to
Street Committee for investigation and report to the. Jouncil.
In the matter of request of City of Payette for prices on 7ity sprinkling
Councilman Amos J. filler recommended that the Jity do not sell either of its
inkling wagons at this time.

Councilman :lard made mention of the request of the Continental 011 Company,
that the City approve a location for the installation of oil tanks.
It was suggested that the Jity Clerk make a report as to the condition of
the current expense funds.
It was voted on motion of Ward, that Counc 1 a
Mayor of the City of Ual.twell, 'Idaho.

Council meet in regular session, vrith FIayor H. H. Plowhead presiding, present
Councilman Dickens, Fritz R. Miller, Mitchell and Sanberg, City Clerk S. Ben Dunlap, and
City Attorney, T. S. Jackson, when the following business was transacted:
The minutes of the sessions held Ltay 7th and 14th respectively, worc read and
approved.
Councilman Amos J. hiller arrived during tha reading of the minutes.
Dr. F. i:. ':ole and F. ii. Breshears representing the school boe.rd end
Commercial lub appeared and stated that they had been delegated by the Club to request
the City oancil to join with the School Board in employing a man to direct the boys and
girls of the City in garden work. They stated that the School Board had retained the
services of Director of Lariculture of the liigl: chool for a Period of two and one -half
or three months at & salary of w100.00 p =.r month and they requested that the Council bear
one -half of the expense of his salary. The matter was referred to the Park Committee.
Hon. `Palter Griffiths appeared and requested that the City take steps to drain
Joliet Street between Fifth Avenue and 11inth Avenue. Fie suggested a six inch tile drain,
and that the coot be divided equally between the City and the ovniers of the property
abutting the street to be drained. He volunteered to secure the agrcoment of the property
owners to this effect.
City :ngineer "hopperd. stated that he estimated the cost to be about 4350.00
for a six inch tile drain four feet deep.
It was voted on motion of Jouncilman 111toliell that the mutter be referred to
the Street Committee and City Engineer for investigation and report.
1,ir. i';Illiam Bills, representing the Continental oil Company appeared and
requested the Council to approve lots 8 to 13 inclusive of B1001z 1 :'Ppls Addition as
a location for gasoline and oil tanks.

Councilman Amos J. 1Jiller suggested that there WaS considerable objection to
the location of the tanks in this section and that another location could be choosen which
would meet with more i;eneral sat:is "action amoung the citizens.
