The meeting was called to order by Mayor Pasley.
The roll of the Council was called with the following
Council members present: Gamboa, Dakan, Carter, McCluskey
Williams, and Banks. Absent: none.
(DISCUSSION REGARDING CONDEMNATION PROCEDURES FOR NEW AIRPORT)
The Mayor introduced Mr. Jay Stout and Mr. Bob Smith from
Boise who were members of the group doing the appraising,
relocation, and negotiation for the new airport. Mr. Smith
told the Council that they felt that their ability to
negotiate was not very strong at this point. They would
like an 'absolute commitment from the Council that they will
buy the property and also that there would be a threat of
condemnation if the people would not sell.
After much discussion, the Council assured Mr. Smith that
the signing of the deeds, and.the money put in escrow would
all be done simultaneously with no time span.
MOVED by Dakan, SECONDED by Gamboa that the City Council
authorize R. W. Smith and Associates to make an unconditional
offer for the airport property and hereby invoke the power
of condemnation if necessary.
All members of the Council voted yes with the exception of
Councilman Carter who voted no. Councilman Carter explained
that he was not against the airport, but felt that as long
as there was an element of risk involved, he couldn't feel
that it was right to obligate the taxpayer's money.
MOTION CARRIED
(DOYLE MECHAM - CONSTRUCTION COSTS OF NEW AIRPORT)
Mr. Mecham stated that he would like to inform the Council
that he had talked with Mr. Frank Benson, the Coordinator
for construction of the new airport, and Mr. Benson had told
him that he was in the process of requesting $115,000 in
additional funds for construction costs. This would cover
one hundred percent the F.A.A. share of the construction.
Mr. Mecham felt this was good nears as did the Council..
(MR. DYAS - COMBINING CALDWELL AND NAMPA AIRPORT EFFORTS)'.
The Mayor recognized Mr. Dyas who suggested to the City
Council that there be a valley airport and that Nampa and
Caldwell combine their monies towards this airport at
the site already decided upon by Caldwell. The Mayor and
the City Council told Mr. Dyas that Caldwell would be happy
to cooperate in a venture combining the monies as he
.suggested if approached by the City of Nampa.
(TOP THEATER - WHETHER TO PURSUE FURTHER IN COURTS)
The City Attorney, Bob Tunnicliff, requested that the Mayor

and City Council instruct him as to whether they wished
to continue litigation concerning the Top Theater. After
much discussion, the Council's unanimous decision was to
proceed no further due to the financial burden as well as
the fact that it was such a controversial issue.
There being no further business, the meeting was adjourned
at 5:40.
