Page 168 Those present: McCluskey, Olesen, Williams, and Hopper. Absent: Raymond and Bauman. (PUBLIC HEARING REGARDING THE HOUSING AND URBAN DEVELOPMENT GRANT) The Mayor declared the Meeting open for a Public Hearing regarding the Housing and Urban Development Grant. The first comment that was made was by Councilwoman Williams who requested that Ithaca Street be paved. She was informed that this Street was included in the Grant. The 'Mayor then gave the following information regarding the Grant. The proposed budget for the three years was as follows: Year I Administrative $ 15,000 Housing Rehab 125,000 Sewer Const. 98,000 Street Const. 164,080 $402,080 Year II Administrative 20,000 Housing Rehab 230,000 Sewer Const. 98,000 Street Const. 152,000 $500,000 Year III Administrative 20,000 Housing Rehab 230,000 Street Const. 235,000 Sr. Cit Exp. 15,000 $500,000 Total Grant Requested $ 1,402,080 The Mayor :further ex plained that the Grant Application deadline was .June 4, 1979 and funding should be made by the middle of August, 1979. The Engineering Department will handle the specifications and preliminary work involved in the sewer and street construction. They have prioritized the streets to be done in each year and given Donna Rose the costs for each block. These costs were the basis for the budgeted amounts. They were also putting together an environmental statement to be submitted with the Grant. The Administrative figure was a very abstract figure. It was very likely that it will be much less than the projected. amount. If that was the case, the excess money could probably be funneled into another area of the Grant (this would have to be checked with HUD first before it was done.) When the Grant was originally written, the Administrative for Housing Rehabilitation was figured in this amount. Since the Idaho Housing Agency will be doing that program, this amount was probably high. The money for Senior Citizen Expansion was a sort of matching funds type figure. This will be put together with what they have in their building fund by that time to enable them to expand their Center. The Grant should be completed by May 29th and Donna Rose will have copies made for each member of the Council and the Mayor. There will also be a copy on file in Donna Rose's Office for anyone wishin€ to come in and read it. The major part of the work has been done anc until the City finds out whether they will be funded, nothing further can be done. This will. mean that 990 of the budgeting will be done before we get into the Grant. The Mayor asked if there was any questions which there was none at that time. Book 20 Page 169 The Mayor then requested that Donna Rose come forward and explain the map that was made describing the different projects that were to be accomplished through the Grant. Councilman McCluskey questioned as to how it was determined where the housing rehabilitation was to be started. Donna Rose answered that the Idaho Housing Authority will advertise as soon as the money becomes available letting the public know that there was low cost money available for housing rehabilitation. As soon as people hear about it, they were to go into any of the area banks and let the banks know their interest in the low cost housing rehabilitation loans and from there on the Idaho Housing Authority takes over. Another question posed was who was to select the builder. Donna Rose felt that the Housing Authority would do this, but the Mayor felt that the applicant would have to have his own builder. All of the street work will be done under contract and bid out. The -- interim financing was discussed and Donna Rose informed the Council that the City could get a letter of credit from HUD as soon as the City of Caldwell was approved, but she felt that this would not be necessary as there would not be a great amount of outlay before next Fall. The actual construction will not start until next Spring so no interim financing should be necessary. She further explained that the City will expend the monies and then it will be reimbursed to the City which would mean that the City will have to spend the money before it was received. Some discussion followed as to how the monies would be handled. The Mayor acknowledged representatives of the Chamber of Commerce that were present at the Hearing to support the City in this Grant and to hold the :Public Hearing and he stated his appreciation for their presence. T11e Mayor explained that it would be a one hundred percent Grant and the City would be reimbursed on all time spent on it.
