We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, do each
hereby acknowledge notice of a special meeting of the said City Council to be held at the Council Chambers,
in the City Hall in the City of Caldwell, Idaho at the hour of 7:30 o'clock P. 74. on the 7th day of May,
1958 for the transaction of all b,siness in connection with the following object: Study of the 1958 -1959

Upon Roll Call the following Councilmen answered present: Fran Blomquist, Max Luby, Emile Shorb,
L. �. Eldredge and Lelanc Finley. Absent; Emery Vassar.
The Mayor informed the Council the meeting was called to discuss 1956 -1959 Budget.
Mr. Rob -rt Jackson was present.
Budgets were presented by the Police Department, Fire Department, Road department, Swimming Pool
and Library. These budgets were studied by the Mayor and Council and Mr. Jackson.
Several apartment ho.!se owners were present.
Councilman Shorb gave a report on the Meeting of the Sanitation Committee, and moved the report
be accepted and spread on the Minutes this motion was seconded by Councilman Eldredge.
Upon Roll Call it a neared the motion was unanimously carried.

Gentlemen:
On May 5th at the regular meeting of the Caldwell City Council, a large
delegation of apartment house owners presented their problems to the Council.
After the delegation left, the Council voted to send the multiple - dwelling phase
of our charge schedule back to the Sanitation Committee for re- study.
Our Committee and the Council, as a whole, have always welcomed delegations
or individuals to present their problems to the Council as we feet that it is
the best way to promote better civic government.
We, the Committee, would like to present a little background to our study
and work in connection with Caldwell Sanitation Ordinance:
We have made "on- the - ground" inspection of three cities and have studied a
fourth by correspondence and printed material provided us. These cities were I�
not picked to give the sanitation program an advantage by comparison. These �!
cities were recommended to us by the Idaho Municipal League as cities having the
most experience with compulsory collection, and all of them have outstanding
collection operations. This ordinance has the approval of the State Leuartment
of Health and is being recommended to six other cities, hio are interested in I�
compulsory garbage collection, as a model.

With our new schedule of charges, some multiple dwelling units will have a reduction
in charges and many will have an increase. Caldwell's schedule of charges provides a charge
of $1.25 for the first unit, and 75 cents for each additional dwelling unit, which maintains
a kitchen or usual kitchen facilities. The spread between the single unit and the multiple
unit is 50 cents. On this basis, we feel our charge is in line with other cities.
We, the Committee, feel that the rates established by the Ordinance are fair and equit-
able. As provided by the Ordinance, any owner of a multiple dwelling may appear before the
Council individually and present his individual problem. The first of these meetings is set
for May pith. Any adjustment made will be based upon facts and figures of the individual
case, and not upon emotions and pressure.

Up until the present shhedule of charges were set uo, there has been no uniformity
pertaining to multiple unit dwellings. This situation has resulted in many inequitable
charges, all bsed on charges ineuistence twenty years ago. Inestablishing these rated,
the Commission has taken into consideration the fact that multiple unit dwellings are a.
form of commercial operation, and tbe'ratOs should be applied as such.
We, the committee, have Epent many, many hours in meetings and discussions trying to
provide an Ordinance that will work. We have listened to every group or individual and have
spent many hours in "on- the -spot i.nsoection and study or other cities' experience and are
very proud of our efforts.
