Council mast in regular session, with ilayor I:. H. Plowhead presiding, present,
Councilmen Joseph L. Dickens, Amos J. Miller, Fritz R. Miller, Fred Mitchell, Charles G.
Sanberg and W. Grant Ward, City Clerk, S. Ban Dunlap.
The Clerk reported that the following had fillet' official oaths of office, to -wit
E. H. Plowhead, Mayor
S. Ben Dunlap, .7ity Clerk and ex- officio Police Judge
Joseph L. Dickens, councilman, Second Jard
Amos J. Culler, : ouncilman, Third :lard
Fritz R. Idiller, Councilman, Second Ward
Fred :_itchell, Councilman, Piz-at iard

Mayor E• c. Plowhead made a few remarks, appropriately expressing appreciation
for service rendered City by Mayor Boyes, his Council, officers and employees.
The Mayor announced the appointment of standing committees, as follows, to -wit:
1 - Finance -- -Fritz R. Miller
2 - Streets -- -Amos J, Miller
3 - ;7orks - - -17. Grant Hard
4 -Fire and Buildings -- -Fred Mitchell
5 - Park - -- Joseph L. Dickens
6 - Cemetery - -- Charles G. Sanberg.
It was voted on motion of councilman "Card, that the appointments as a whole be
confirmed.
The Iciayor announced the selection of a .President of the Council to be in order.
Councilman Mitchell placed in nomination the name of Councilman ;. Grant Ward.
No other nominations aprearing, it was voted on motio'a of Councilman Fritz R.
1 that the nominations be closed and that the Clerk be and hereby is instructed to
cast the unanimous vote of the Council for Councilman 17. Grant Ward, for the office of
President of the Council of the City of Cal&well, Idaho, for the present term.
The Clerk cast the unanimous ballot of the Council for President of the
Council for W. Grant Ward.
The Mayor declared 7 ,7. Garnt 71ard elected to the office of President of the
Council for the present term.
Communication from Hon. H. H. Hayman, under date of May 7th., 1917, presenting
his resignation as member of the Library Board, was read.
Upon motion of Councilman Mitchell, action on the same was deferred until the
next meeting.
The surety bond of S. Ben Dunlap as City Clerk and ex- officio Police Judge in
the sum of tip3000.00 in the United States Fidelity and Guaranty Company, Fred Mitchell,
Agent, dated I&W 3rd., 1917, was presented and referred to the City Attorney.

The Fire and Buildings Committee was instructed to look after a supply of
coal for city purposes for use during the coming winter.

Communication from City of Payette, under date of i4lay 3rd., 1917, inquiring
whether City of Caldwell would sell sprinkling wagon, was read and referred to the
Street Committee.
� Mr. A. E. Gipson appeared and stated that he had recently presented a petition
to the Council, signed by business men of the Oity, requesting that action be taken to
provide a rest room in this :)ity for accomodation of women azid children. i,ir. Gipson
asked that the present oouncil give the matter prompt consideration, stating that he
had been made chairman of a committee appointed by the Jommercial Club for the purpose
of ascertaining the views of the City administration on the matter.
The petition was again read by the Olerk.
It was voted on motion of ;ounoilmsn iSitchell that the petition be referred to
the Mayor for recommendation to the Council.
Mr. nalph Johnson, manager Farmers ;iooeit of E
g y quity, appeared and requested
permission to install one set of wagon 'scales on Seventh Avenue, adjoining his place
of business.
The matter was referred to the street committee.
It was voted on motion of Councilman Sanberg that Council adjorn until
Monday evening May 14th., 1917, at 6 o'clock P. M,__

Council meet in regular adjorned session, pursuant to order of adjornment,
adopted May 7th., 1917, with l.ieyor E. h. llowhoad, presiding, present, Councilmen
Dickens, Amos J. Miller, Pritz 2. Liiller, Litchell, Sanberg and lard, ;ity Olerk, 5. Ben
Dunlap and Jity Attorney T. S. Jackson. The following business was transacted:

Councilman Mitchell, appointed to look after the matter of securing winter
coal for oity purposes reported that he had secured bids from five of the local dealers,
It was voted on motion of Fritz _.. iailler that the _'ire and Buildings
Committee bo empowered to malce the best contract possible for the amount of coal needed
by the Jity, having consideration for the quality at a price not to exceed 1 �8.00 per
ton f. o. b. care, or F.9.00 per ton delivered.

In the matter of request of laxtaers Equity Society for permission to install
scales on Seventh Avenue adjoining their place of business, .'Ouncilman Amos J. Miller,
Street Committee recorAmended, that the request be granted with the proviso that the
scales be placed between the outside walk line and the curb line.
