COUNC'JL: CRAMBERS,
MAY Sth., 1941,
8:00 P. M.
The Mayor and Council duly elected at the Municipal Election held Tuesday
April 22nd., 1941, met in Regular Session at the City Hall in Caldwell, the 5th., day of
May 1941, at the hour of 8:00 P.M., the regular time and place of meeting of said body.
Roll Call showed the following present: Honorable H. E. McCluskey, Mayor, E. E.
Fresher and C. 0. McDannel, First Ward Councilmen, Fred E. Newman and Floyd Blunt, Second
Ward Councilmen, Thurlow Bryant and vrilbur Dakan, Third Ward Councilmen.
The above named and each of them having taken and filed their oaths of office
they were declared duly qualified.
The Mayor announced the first order of business to be the making and confirmatiox
of appointments of various City Officers and Employees.
Whereupon it was moved by Councilman Bryant, seconded by Councilman Fresher that
the matter of appointments of the various City Officers and Employees be deferred for
thirty days and that during the interim the present Appointees and Officials hold over.
Upon Roll C the following voted in favor of the motion; to -wit: Brysnt,a -.
Dakan and Fresher, the following voted against the motion, to -wit: Newman, Blunt and Mc
Dannel.
The Mayor announced the vote to be a tie and stated that under Provision

44- -321, T.C.A. that when the Council was equally divided he had a casting vote and that
: this case he voted "No" and declared the motion lost.
Whereupon the Mayor announced the appointment of S. BEN DUNLAP, to be the
:TY ATTORNEY, for the City of ( aaldwell for a period of two years.
Whereupon Councilman McDannel moved that the appointment be confirmed; this
Lion was duly seconded by Councilman Blunt.
The Motion was put by the Mayor and the following Councilmen voted in favor
'e -the motion and to confirm the appointment, to -wit: Newman, Blunt and McDannel, the
lying Councilmen voted against the motion,to -wit: Bryant, Dakan and Fresher.
Whereupon the Mayor °announced the vote was a tie and stated that acting under
e provisions of the law in such case made and provided that he had a casting vote and
erefore voted "Yes" on the motion and in favor of confirming the appointment and declared
e motion carried and the appointment of S.Ben Dunlap, City Attorney of the City of Cald-
11, duly confirmed.
The Mayor then announced the appointment of L. N. PORTER, to be CITY ENGINEER
r a period of two years.
Whereupon Councilman Blgnt moved that the appointment be confirmed, this
Lion was seconded by Councilman McDannel; upon;Roll Call the following Councilmen in
ror of the motion, to -wit: Dakan, Newman, Blunt and McDannel; the following Oouncilmen
:ed against the motion, toi�wit:. Bryant and Fresher.
The Mayor declared the motion carried and the appointment of L. N. Porter as
sineer to be confirmed.
The Mayor then announced the appointment OV:C.D. CRANDALL, to be FOREMAN of
WATERWORKS DEPARTMENT,
Whereupon Councilman Newman moved that the appointment be confirmed, the
ion was seconded by Councilman McDannel; upon Roll Call the following voted in favor
the motion and the confirming of the appointment, to -wit: Dakan, Newman, Blunt and
annel; the following voted against the motion, to -wit: Bryant and Fresher.
Whereupon the Mayor declared the motion carried and the appointment of C.

The Mayor then announced the appointment of C. S. CLACSSEN, to be CHIEF OF THE
POLICE DEPARTMENT for two years.
Whereupon Councilman McDannel, moved the appointment be confirmed; the
motion was seconded by Councilmen Dakan.
Whereupon the Chair put the motion and the following Councilman voted in
favor of the motion and the confirming the appointment, to -wit: Newman, Blunt and Mc-
Dannel; the following Councilmen voted against the motion, to -wit: Councilman Dakan; the
following Councilmen announced that they would pass the vote and did not vote on the
motion, to -wit: Councilmen, Frasher e nd Bryant.
� f Whereupon the Mayor announced the motion duly carried and the appointment of
C.S.Claussed as Chief of the Police Departmeht of Caldwell for a period of two years con-
firmed.
The Mayor then announced the following appointmerite; to -wit:
ROAD FOREMAN: S. P. Glenn
` IRRIGATION FOREMAN: C. L. Bourland
` SEXTON OF CEMETERY: Geo Aammar
CHIEF OF THE FIRE DEPARTMENT: L.C. Krell
DOG CATCHER: E.G.Giddings
DMIP GROUND CARETAKER: E.C. Hickok
✓ PARK SUPERINTENDENT: T. D', Finn,
(In connection.: with the'appointment of Mr. Finn it
was announced he would receive a salary of 175.00
per month.)
BUILDING INSPECTOR: Bryan Harding.
(In connection with the appointment of Mr. Harding it
was announced he would receive a salary of $125.00
per month.)
Whereupon Councilman Bryant moved that the above and foregoing appointments be
confirmed; this motion was deaonded by Councilmen 1 °ewman.
The ChATIA put the motion and declared the same passed and declared the above
appointments confirmed.
Whereupon the Mayor announced the following appointments, to -wit:

POLICE DEPARTMENT: Ernie)Maaon, Jack Thomas, O.V. Glenn and John Dobson.
FIRE D EPARTMENT: Coy Collins, Pate Olesen, Forrest Millender, Waldo Paddock.
Upon motion by Councilman Dakan, seconded by Councilman Frasher and duly carried
the above appointments were duly confirmed and sodeclared by the Mayor.
The Mayor then announced the following Committee:!appointments,,to -wit:
FINANCE: Chairman, Bryant, Member, Dakan.
ROAD: Chairman, Frasher, Member, Blunt.
IRRIGATION: Chairman, McDannel, Member, Blunt.
WATER; Chairman, Dakan, Member, Bryant.
FIRE & CITY RAIL; Chairman, Newman, Member, Dakan.
CEMETERY: Chairman, McDannel, Member, Dakan
PARK & GOLF: Chairman, Newman, Member Frasher.
AIRPORT: Blunt.
LIBRARY: Dakan,
SWIMMING POOL: Newman.
The Mayor oleo announced the following appointments, to -wit:
GOLF PROFESSIONAL: R.E. Olson

PLUMBING BOARD: L. M. Porter, Bryan Harding, Paul Tracy, Journeyman, Harry
Coon, Master Plumber.
Upon motion by Councilman Dakan, seconded by Councilman_ Fresher and duly carried
the above appointments wereduly confirmed.
Councilman Fresher thereupon moved that WILBUR DAN be selected by the Council
as PRESIDENT OF THE COUNCIL) this motion was duly seconded.
It was put by the Chair unanimously carried and declared carried.
Mr. Hugh Marshall appeared and suggested that the Cemetery should be properly
fenced and locked when not in use. He explained his reasons therefore and was informed
by the Mayor that the matter would have the consideration of the Council at an early meet-
ing.
Mr. J. J.Gilgan appeared and called attention to the Ordinance calling for the
cansing of Bill Board advertisers and asked that the Ordinance be enforced. The Mayor
vised that the matter would be taken under consideration.
Mr. Olie Olsen asked that proper sanitary measures be taken in connection with
e upkeep of the City Dump Grounds. The Mayor advised that the matter would be investigat
and considered by the Council.
It was announced that Paul Featherstone would like bo lease certain ground ad-
ining the Cemetery and to fence the same during his lease and to pay an annual rental
010.00. The Clerk was instructed to advise Mr. Featherstone that his offer was accept -
and that he would have the right to the use of the pasture on ground to be agreed upon
Mr. Featherstone and the Sexton of the Cemetery, upon payment of #10.00, in advance for
season of 1941.
.It was unanimously voted upon motion by Newman, seconded by TRcDannel that the
lary of L. X. Porter as City Engineer be and the same is fixed at $900.00per month.

The above was read for the first time and Counci_1 proceeded to the consideration
said Bill and Ordinance.
It was moved by Bryant, seconded by Fresher that Council adjourn to reconvene
12th., 1941, at 8 :00 P.M. Motion carried.
