The Council met pursuant to call and acknowledgment of notice in the following form:
- CALL AND ACKNOWLEDGMENT OF NOTICE
We, the undersigned Mayor and members of the City Council of the City of Caldwell, Idaho, do
each hereby acknowledge notice of a special meeting of said City Council to be held at the Council Chambers;
in the City Hall in the City of Caldwell, Idaho, at the hour of 8:00 P. M. on the 15th day of April, 1953
for the transaction of allbusiness in connection with the following object: Discussion on bond issue for
City Hall and Fire Department, which object was submitted to each of the undersigned in writing.

Upon Roll Call the following Councilmen answered presents Fran Blomquist, L. E. Burrell, John
E,rers, Ernest Weick, Dale Fenrich and J. M. Bettis.
The Mayor informed the Council the meeting was called to meet with Martin Olsen and discuss the
proposed bond issue for the construction of a City Hall and Fire Station.
This matter was thoroughly discussed b4 no action was taken.
Mr. I. R. Nicol was present and discussed with the Mayor and Council the renewal of his,contract
with the City for hauling garbage. No action was taken at this time.
There being no further business to come before the Council it was moved by Fenrich, seconded by
Blomquist that Council adjourn. Motion carried.

The Regular Monthly Meeting of the City Council met in the 6 ouncil Rooms of the City Hall, with
the Mayor Jason C.Smith presiding.
Upon Roll Call the following Councilmen answered present: Fran Blomquist, L. h.Burrell, John
Myers, Ernest Weick, Dale Fenrich and J. M. Bettis.
Application for Pool License was read from The Waldorf Cigar Store, the fee accompanying the ap—
plication.
Moved by Blomquist, seconded by Burrell that this License be granted.
• Upon Roll C it appeared the motion was unanimously carried.

Applications for Card Licenses were readfrom Wilson Beer & Lunch and Waldorf Cigar Store, the
fee accompanying each application.
Moved by Blomquist, seconded by Burrell that these Licenses be granted.
Upon Roll Call it appeared the motion was unanimously carried.
The Bills for April were read and on motion by Blomquist, seconded by Myers that these Bills
be allowed and warrants ordered drawn for the various amounts all of which had beenapproved by the Finance
Committee. Motion carried.

The matter of a water line from Paynter Avenue to the Rodeo ground for sprinkling purposes was
discussed by the Mayor and Council.

Whereupon it was moved by Bettis, seconded by Blomquist that the water department be authorised
to install this line.
Upon Roll Call it appeared the motion was unanimously carried.
Councilman Myers recommended that a preliminary survey be made for a sewage disposal plant.
Moved by Bettis seconded by Weick that the necessary money required to make this survey be in-
cluded in the 1953 -1954 budge.
Upon Roll Call it appeared the motion was unanimously carried.
Councilman Myers recommended that the City waive the airport rent'.for threetmonths beginning
May let 1953.
Moved by Burrell, seconded by Fenrich that the recommendation of Councilman Myers be accepted
and the airport rent be waived for three months.

The Committee appointed to investigate the alley from 19th Avenue to 20th Avenue between Everett
and Fillmore Street recommended that the alley be opened.
Moved by Weick, seconded by Bettis that the property owners be notified the alley would be opened

election returns of the General Municipal Election hold April 28th, 1953• The returns of the Precinct. of
the First, Second Third Wards of said City, the whole of said constituting three election precincts, cane
duly on for canvassing by the Board, and the said returns were duly and carefully examined by the Mayor
and Council as a canvassing board and found to be correct and legally made, a rd the results thereof to be

IT IS THEREFORE, ORDERED, By the Mayor and council of the City of Caldwell, in the County of
Canyon, State of Idaho, that the following named persons are hereby declared elected to the following office
to serve for the ensuing biennium, or until the election and qualification of their successors, to -wite
Mayor, Jason C. Smith, Councilman from the First Ward (Four Year Term) Adolph Eggers, Councilman from the
Second Ward (Four Year Term) Lawrence E. Burrell, Councilman from the Third Ward (Four Year Term) Dale L.
Fenri ch.
The Clerk presented toothe Mayor and Council the Affidavit of Publication of the Notice of the
Passage of a Resolution declaring the intention of the "ity of Caldwell, Idaho to create and establish
Local Improvement District # 21.
The Clerk presented to the Mayor and Council the Affidavit of Mailing said Notice of the passage
of,a Resolution declaring the intention of the City of Caldwell, Idaho to create and establish Local Im-
provement District N 21, showing the same to have been mailed to all of the owners of propetty within the
boundaries of said Local Improvementi District Number 21.
Thereupon the Mayor announced that this was the time set by notice for the consideration of pro-
testa against the creation of Local Improvement District Number 21.
There were no protests filed.
Thereupon Councilman Myers introduced Bill No 33, entitled=
AN ORDINANCE CREATING AND ESTABLISHING A LOCAL IMPROVEMENT DISTRICT TO BE CALLED AND KNOWN AS
"LOCAL IMPROVEMk3dT DISTRICT NO. 21 FOR THE CITY OF CALDWELL, IDAHO ", DESIGNATING THE BOUNDARIES OF SAID
IMPROVEMENT DISTRICT; 1 FOR CONSTRUCTION OF SEWERS, DITCHES DRAINS, CONDUITS AND CHANNELS FOR
SANITARY AND DRAINAGE PURPOSES, EITHER OR BOTH THEREOF, WITH OUTLETS, CESSPOOLS, MANHOLES, CATCH BASINS,
FLUSH TANKS, SerPTIC TANKS, AND ALL OTHER SEWER APPURTENANCES NECESSARY FOR THE COMFORT, CONVENIENCE, HEALTH
AND WELL -BEING OF THE'MUNICIPALITY THEREIN; PROVIDING THAT THE COST AND EXPENSE OF SAID IMPROVEMENTS SHALL
BE TAYID AND ASSESSED'UPON ALL THE PROPERTY IN SAID IMPROVEMENT DISTRICT AGAINST THE ABUTTING, ADJOINING,
CONTIGUOUS AND ADJACENT LANDS ALONG AND UPON WHICH SAID IMPROVEMENTS ARE TO BE MIDE AND UPON THE LOTS AND
LANDS BENEFITED BY SUCH IMPROVEMENTS AND INCLUDED IN SAID IMPROVEMENT DISTRICT; PROVIDING THE METHOD OF
ASSESSMENT AND PAYMENT THEREOF; DIRECTING THE CITY CLERK TO ADVERTISE FOR AND RECEIVE BIDS FOR SUCH MATERIALS
AS MAY BE DESIGNATED B° THE COUNCIL FOR SUCH IMPROVENCr.NTS AND THE DOING OF THE WORK AND LABOR FOR THE CON-
STRUCTION OF THE SAME; REPEALING ALL °ORDINANCES, RESOLUTIONS, OR ORDERS OR PARTS THEREOF, IN CONFLICT HERMI
which was read for the first time and the Council proceeded to a consideration of Bill No 33. It was moved
by Councilman Fenrich; seconded by Bettis that the rules requiring that the reading of a Bill on three
separate days be suspended and Bill No 33, be read the second time by title and the third time in full
section by section and placed on the final passage. The Mayor directed the Clerk to call the Roll on the
above motion with the following result: Those voting in the affirmative were: Blomquist, Burrell, Myers,
Weick, Fenrich and Bettis. Negative: None. Absent and not voting: None. The Mayor declared the motion
had passed by the necessary three - fourths majority and directed the Clerk to read Bill No 33, the second
time by title and the third time in full, section by section, The Clerk read the Bill as directed, The
question being "Shall'Bill No 33 pass ?" The Mayor directed the Clerk to call the roll on the above
question which resulted as follows: Those voting in the affirmative were: Blomquist, Burrell, Myers,
Weick, Fenrich and Bettis. Negative. None. Absent and not voting: None.
Thereupon the Mayor declared Bill No 33, had passed and the Mayor in open session of the Council
duly signed and approved the Bill, and the Clerk duly signed and attested the same which became Ordinance
No 805; The Mayor directed the Clerk to make proper entry of the same and to cause Ckdinance No 805, to be,
published in the Caldwell News - Tribune the official newspaper of the City of Caldwell, Idaho.
The Mayor informed the Council Mr. M. D. Hiner had tendered nis resignatinn as a member of the
C Zoning Board.
Moved by Fenricb, seconded by Myers that this resignation be accepted.
Upon Roll Call it appeared the motion was unanimously carried.

I wish at this time to tender my resignation as Lt. of Police, of the
Caldwell Police Department, effective June 1, 1953.
Also at this time I wish to express my appreciation to all members of
the council and the mayor for the cooperation that I have received, as a .member
of this Department.
The reason for sty resignation, at this time, is I am going into
private business here in Caldwell.
It has been a pleasure to work for the City of Caldwell for'ihs last
six (6) years and also all members of the Caldwell Police Department.

Mr. Robert Alexanderson, representing Louis Brooks, was present and discussed with the Mayor and
Council the matter of the twenty foot set back lines on Galveston Street and Fifth. This matter was re-
(erred to the Zoning Board.
The Mayor and Council expressed regret on the retirement of Councilman Myers.
There being no further business to come before the Council it was moved by Councilman Fenrich,
seconded by Councilman Blomquist that Council adjourn. Motion carried.
