A motion was made by Kimbrough, seconded by Mumford, that the bill of JBZ4.86for back Power be allowed. The roll being called onnthe eame,the result was as follows: Ayes:Bollmsn,Kimprough, Mumford, & " estoott. Abaent: lowland. So the Mayor declared the motion had passed and the Clark was authorized to draw a "arrant on the Water Works Zund for the amount of $634.85. C.V eckham, presented a claim for $76.00 for damages done on 129 Rockers by the Citys Pip pe breaking before the pipe had reached the Meter in the Basemant of the Qaxton Prin*er Builds@ I t was 4 ted on motion of Bollman, seconded by Kimbrough, that the Claim of $76.00 be allowed. - Oakes reported thjkt the Pioneer Irrigation District had agreed to flake charge of the jV to the corner of 9th & Grant Ste. and furnish water to the City to the corner f Kimball & Grant, providing the Ciyt would put the S$phon under Kimball Ave. to put Water oi the Memorial Park. It was voted on motion of Bollman, eeoonded,by Kimbrough that the reportr a socepetd• - -qhi following Resolution was presented. In view of.-the fact that the law provides for a complete change of administration and, o ffi c ials for ^munioipalities at the end of each two year period, there necessarily occurs certain work and improvements in progress, which remains for incoming administartions and offioari to carry out and complete. Therefore, the outgoing administration beg to reepectfuljg submit lo the incoming adeministration certain suggestions concerning matters in the way of improverents, which have been under consideration but have not been finally concluded or carried to completion. REST I DOM. A public rest room has been established through the co- operation of different organizat- ions an the City, which has proved to be of great convenience and behefit to the City and its fri nda 'and petrone.Ths present oo- operative arrangement for maintaining the rest room termina es with the end of the term of the present administration, and, we, therefore,reap- eotfull suggest that the matter receive immediate attention and that a plan for the continuation of the maintenance of the rest room be provided. IRRIGATION. PARK AVENUE . A small park has been made in Seventh Avenue between the City Hall and the Boulevard. en thn' park was first constructed, it was thought the plah there laid, might in the future, be oar ied Olt `.. STATE HIGHWAYS TheState of Idaho, in co- operation with Canyon County, has oonstruoted three State High- ways leading into the City of Caldwell.These highways have been constructed according to•_a Lnifo= plan of highway construction, which is of a high character, and calculated to provide a pe analt highway of the first class. The administrationhad at different times signified its intents n of continuing this highway construction through the corporate limits upon the generalplan adop ed-,by the State and County.Work had been commenced and certain sections of the streets have been mprovel and it is respectfull suggested, that this 4provement be carried to its final completion. n this connection a certain plan of improvement off streets where curbs are, or are be meiote$ has been considered, and in order that the plan of improvement might receive better conside ationy- it has been thought that Cleveland Boulevard from the end of the pavement at Seventh Par. Aver nue to Avon Street, might be improved according to this plan.This plan as considered, con emplat es the construction of a concrete curb with a concrete irrigation ditch on the property,si a of tl the curb, and a concrete apron or gutter of proper width on the street side of the curb wit L the roadway of the street graded, gravelled and sanded to correspond. UNIFORM GRADES - In making street improvements a great deal of waste is ooassioned by the.ohanging f grad:' set or by the fail to hate established a uniform system of garde® thtoughout the City in order that wabbes of this kindin the future might be avoided, and that improvements along t is line might be facilitated, it is respectfully suggested that a uniform system of garden for the streets, sidewalks, andourbe might be established with.benoh marks placed at convenient and appropriate points aid made a matter of public record. W ATER WORKS SYS^EM It is beleived that u aldwell has the best water supply and one of the beat water worki Vs system that it is possible for a municipality to secure.The schedule of rates has been extr imely low and proper provision has nit been made for parrying on replacement work as the same is required.The present administration and the previous administrations have given considerabl thought and time to the subject, but a proper solution has not yet been arrived at.The syst im has reached a point in the replacement necessary, which requires that this question be solved it the future. - Therefore, it is respectfully suggested that the Water Works system receive the imme iste attention of the incoming administarion to. the and that an equitable Schedule of rates be established on a basis calculated to supply the users with water at cost and at the same tie pro• vide for replacement work, along with the other expenditures now provided for in a manner calculated to keep the System at the highest point of efficiency.
