Page 95 The roll of the Council was called with the following Council members present: Gamboa, Dakan, Carter, McCloskey, Williams, and Banks. (PUBLIC HEARING ON THE SHORT AND LONG TERM NEEDS OF CALDWELL) The Mayor opened the meeting by reading the legal notice that was printed in the local paper designating April 21st and April 28th at 4:00 P.M. as the time set for public hearings to receive input from the community on needs of the City. Opinions were to be solicited for all needs of the community as well as the need for a Senior Citizen's Center and the need for low cost housing. This notice was printed April 5th, 12th, and 19th, 1975. The Mayor read the short term needs of the City up to three years as follows: 1. Senior Citizen's Center. 2. Low cost housing. 3. Subsidized housing for Senior Citizens. 4. Widen North Illinois up Canyon Hill. 5. Curb, gutter and pave north Indiana. 6. Pave Laurel Avenue. 7, New Library. 8. New Airport. 9. Annex property along Cleveland, South Tenth, and South Kimball. 10. Bicycle paths. The long term needs of the City; three years and over were then read by the Mayor as follows: 1. Annexing more area to increase tax base and better control urban sprawl. 2. Park redevelopment and addition of more parks. 3. Extension of water and sewer lines. 4. Creation of more LID'S for street and sidewalk development. 5. Enlarge City Hall. 6. Continuing need for more low cost housing and subsidized housing for Senior Citizens. 7. Redo downtown streets. The Mayor invited members of the audience to make suggestions or comments concerning these needs as listed or to add other needs that they might feel should be included. The Mayor stated that he would be very interested to have for the record a vote from the audience as to whether they felt that the number one need for the City was the Senior Citizen's Center. The vote was unanimous for the Senior Citizen's Center. The Mayor then explained to the members of the audience that these public hearings are a necessary part of the Grant application to the Department of Housing and Urban Development. The City of Caldwell's application was being prepared by the Ore -Ida Development Council. The Mayor then introduced Mr. Bob Taisey representing that Council and stated that Mr. Taisey would be glad to answer any questions that the audience might have. Book 16 Page 96 Mr. Taisey then explained the procedures that were to be followed in requesting the Grant and answered questions from both the audience and the Council. Mr. Ron Myers was then introduced by the Mayor. Mr.. Myers was the architect from Alpha Engineers who was drawing up the preliminary sketches for the Senior Citizen's Center. Mr. Myers then held the sketches up for the,audience to see and explained them to all interested in the audience. There being no.further business, the meeting was adjourned at 4:20.
