146 Councilman Ward arrived at this time. Upon motion of Councilman Sanberg, Mine Joe Steunenberg was appointed as Deputy Registrar of the First Ward. Upon motion of Councilman Ackley lire. Kathryn Starks was appointed as Deputy Registrar of the Third 'Ward. Upon motion of Councilman Hayman Mrs. Salons Plemmons was appointed as Deputy Registrar of the Second Ward. It was voted on motion of Councilman Forbes that the City Clerk be and hereby is authorized to employ help for the purpose of assisting in tabulating the voters for City i1leetion, making poll lists, etc. It was voted upon motion of Councilman Hayman that Council adjorn. yor ox the city Of aldwel , Idaho. Attest: City Council Chamber, 'Jity of Caldwell, Idaho, April 25th., 1917. Council meet in regular session, pursuant to adjornment with Mayor Fred C. Boyes, presiding, preesnt, Councilmen Ackley, Dement, Hayman, Sanberg and Xerd, City Clark S. Ben Dunlap and T. S. Jackson, City Attorney. The following business was transacted: Returns from the election officials appointed for regular municipal election held April 24th., 1917, were presented. Attorney Thomas E. Buckner appeared and presented his views as to the proper method for the Council to pursue in canvassing the election returns. T. S. Jackson, City Attorney, upon request, informed the council as to their duties as a canvassing board, stating that in his opinion the canvassing board had a right to consider the tally shoats and official returns which had been presented to said board, for the purpose of enabling them to perform their duty in order that they might render a correct decision as to the results. Attorney J. J. Plowhead also appeared and presented his views as to the proper method for the Council to follow. Attorney N. A. Stone also presented his views as to the duty of the Council in the matter. Hon. Walter Griffiths, ex -mayor of the City of Caldwell, upon request of Mayor Boyes as to the method followed by his administration in canvassing election returns and for his opinion of the law governing the matter, presented his views. � 'I J d It was voted on motion of Dement, seconded Sanberg, that the Council examine 147 the returns presented and if any irregularities were found in same that they be returned to the proper election officials for correction. 4 =, It was voted on motion of layman, seconded Dement, that the official re- turns as certified by the judges of the First :'lard be returned to said judges for proper signing, that official returns as certified by judges of Second Ward be returned to said judges for proper signing and that official returns as certified by Judges of Third lard be returned with instructions to the effect that certificates be properly made out. The City Attorney advised that the Chief of Police be instructed to present returns to election officials for correction., The Chief was so instructed. i It was voted on motion of Dement that Council adjorn until Thurs. evening April 26th., 1917, at © o'clock P. It was voted on motion of Hayman, seconded Ackley, that the Olerk be instructed to note in the minutes that the election returns were properly sealed. It was announced by Councilman Dement that the returns from the First and Second wards were incorrect, that in each of the said first and second wards one ballot was unaccounted for. City Attorney Jackson advised that the election returns from the first and second wards be returned to the first and second ward election officials for correction. I r It was voted on motion of Ackley, seconded Dement, that the said election returns be returned to the judges izi the first and second wards to ascertain what had become of the missing ballots.
