Miller that Council adjourn to most WedneNay, April $3 ATTEST: /J Mayor. di.�y C3er . REGULAR ADJOURNED MEETING OF THE CITY COUNCIL, COUNCIL CHAMBER, CALDWELL, IDAHO, APRIL 23rd. Mayor F. L. Lilly presiding. Councilmen present - Joseph Dickens, A. J. Miller, F. R. Miller, Fred Mitchell, Charles Bamberg, and W. Grant Ward. Mayor appointed Mrs. L. W. Botkin to fill the vacancy on the Library Board made vacant by the resignation of Mr. W. E. Parker. On motion by Bamberg, seconded by Mitchell the appointment was confirmed. The lease of Crandall & DeLong for the unused portion of the cemetery lying under Canyon Hill to be used as a fur farm was presented, and on motion F. R. Miller seconded by Mitchell the lease agreement was accepted end Mayor authorized to execute the same. The matter of lighting Indiana Avenue was referred to Street Committee and Councilmen F. R. Miller with power to act. On motion by Mitchell, seconded by A. J. Miller, Street Committee was authorized to confer with County Commissioners In regard to requiring Railroad Company to fill in approach to bridge over Indian Creek on south line of City limits. Moved by F. R. Miller, seconded by Mitchell the City Attorney was instructed to draft resolutions preparatory to starting continuation proceedings for Bight -of -way of street crossing on third street. Bill No. 3b by Ward was read for the first time. On motion by Mitchell, seconded by Bamberg, the rules were suspended re- quiring the reading of the Ordinances in full on three separate meetings. And Ordinance was, reed second time by title, third time in full and placed on its final passage. On motion the vote "Ayes" - Josepa Dickens, A. J. Miller, F. R. Miller, Fred Mitchell,_ Charles Bamberg and W. Grant Ward. Bill No. 35 was then read the second time by title and the third time in full and placed on its final passage. On the question: "Shall Bill No. 35 pass ?" the vote was: Those voting "Yaw" , Joseph Dickens, A. J. Miller, F. R. Miller, Fred Mitchell, Charles Bamberg and W. Grant Ward. Those voting "No" - none. Thereupon the Mayor declared Bill No. 35 passed and so became Ordinance No. 315. On motion Bamberg, seconded by Ward, the City Clerk was instructed to notify Bond Company that they had been relieved of any liability regarding the bonds of Harry L. Smith and Martin Ingebretsen. Bill No. 29 by Mitchell entitled "Vacation Ordinance" was presented and on motion by Mitchell seconded by F. R. Miller articles 2 and 3 were omitted and Bill as amended was read the third time c.nd placed on its final passage. On the question "Shall Bill No. 29 pass ?" the vote was as follows; Those voting "Yes" - Joseph Dickens, A. J. Miller, F. R. Miller, Fred Mitchell, Charles Bamberg and W. Grant Ward. Those voting "No" - none. And so Hill No. 29 became Ordinance No. 316. Bill No. 34 by A. J. Miller was read the second time. On motion by Mitchell, seconded by Bamberg, the rules were suspended requiring the reading of an ordinance 837 in full on three separate meetings. And Ordinance was read the second time by title, third time in full and placed on its final passage. On motion the vote was as follows "Apes" - Joseph Dickens, A. J. Miller, F. it. Miller,- , Charles Sanberg, and W. Grant Ward. Those voting "No" - Hitohell.Bill No. 34 was then read the second time by title and the third time in full and - ,placed on its final passage. On the question "Shall Bill No. 34 pass ?" the vote was as follows: Thosa voting "Yee" - Joseph Dickens, A. J. Miller, Chatlest3anberg. Those voting "Nola - Fred Mitchell, F. R. Miller, W. Grant Ward, And Bill No. 34 having failed to receive the required two - thirds ma4ority failed to pass. Bill No. 33 by Mitchell, amended Fire Ordinance was read the third time and placed on its final passage. On motion "Shall Bill No. 33 pass ?" the vote was as follows: Those voting "Yes" - J. Diokens, A. J. Miller, F. R. Miller, Charles Senberg, and W. Grant Ward. Those voting "No" - none. And so Bill No. 33 be- came Ordinance No. 317. On motion Councilman F. R. Miller the Mayor was authorised to sell at the best possible price the pumps and engines at the old City pump house. Council met in Council Chambers in "racial meeting called by the Mayor for the purpose of canvassing the Vote of City Election held April 22nd. 1919. present: Mayor Fred L Lilly, Councilmen A J Miller. F R Miller, Fred Mitchell and Chas Sanberg. On motion Mitchell seconded by Sanberg the Council noted that the returns were properly sealed and vote was canvassed as follows: For Mayor W Grant Ward, let.
