Cash, in lawful money of the United States States of America; at least ten per cent of
the purchase price offered, shallaccompany the written bid or offer of purchase, the
balance of the offered purchase price to be paid upon delivery to the bidder whose
offer to purchase is accepted, of a policy of title insurance issued by a title in-
surance issued by a title insurance company qualified to do business in the State of
Idaho, insuring a merchantable title to said real property in the City of Caldwell,
Idaho, or an Abstract of Title exi .ended to the date of salek showing a merch
title to said real nroperty in the City of Caldwell, Idaho. The payment accompanying
an offer to purchase which is ii=jected by the Council of the City of Caldwell, Idaho,
shall be immediately returned to the bidder thereon.
The right to reject any or all bids is reserved by the City of Caldwell, Idaho.

The Mayor informed the Council the meeting was called in conjunction with the County Civil Defense

The alert was sounded at 9:25 o'clock A. M. and the Council was called to order at 935 o`clock

We, the undersigned Major and Members of the City Council of the City of Caldwell, Idaho do each
hereby acknowledge notice of a special meetinf of the said City Council to be held at the Council &ambers
in the City Hall in the Cit^ of Caldwell, Idaho, at the hour of 5:00 oIclock P. M. on the 20th day of
April, 1959, for the transaction of all business in connection with the following object: Opening and
receiving bids for Local Improvement District Number 47, chic object was presented to each of the under-
signed in writing.

The Mayor stated this was the time set by notice for receiving and opening bids for Local Im-

March 5th, 1959, had been notified by the Clerk of their appointment; and I II

The City Engineer reportec sack to the Council the extensions were in order.
Moved by Eldredge, seconded by Blomquist the low bid of J, 0, Young ?, Son be accepted.
Upon Roll Call it appeared the motion was unanimously carried,
F Councilman Luby resorted the Soropt!vdst `'lub donated 4500 to Lub^ Park.
The City Clerk was instructed to write a letter of appreciation to the Club,
Mrs. James Newport, 2505 Was?iim ✓ton, reported locked irrigation box making it impossible for her

to use the irrigation water.
City Engineer informed the Council there were three ditches taking off from the Pioneer Irrigation'
I II {System approximately three blocks from Mrs. Newnort's property.

Councilman �Idredge recommended a check be made of ditches within the City that are not included
it in the Caldwell Municipal Irrigation System. �I
City Engineer suggested a check be made of all irrigation lines within the City to ascertain what
steps would be necessary to include all irrigation ditches in the Caldwell Municipal Irrigation System.
Councilman Shorb recommended certain standards, for irrigation water, be adopted by the Council
for all new plats. i
Therebsing no further business to come before the Council it was moved by Councilman Blomquist,
I seconded by Councilman Finley that Council adjourn. Motion carried.

The Mayor and Council resolved itself into a Canvassing Board for the purpose of canvassing the

the First, Second and Third Wards of the Ci#r of Caldwell of the City of Ca'!daell the whole of said con-

stituting three election precincts, came duly on for canva =sing by the -oard, and the said returns were duly
