We, the undersigned Mayor and Members of the City Council of the m City of Caldi ell, Idaho, do each I
hereby acknowledge notice of a special meeting of the said City Council to be held at the Council Chambers
in the City Hall in the City of Caldwell, Idaho, at the hour of 8:00 o'clock P. M. on the 16th, day of April, :,
1958 for the transaction of all business in connection with the following objects Hearing of protests on
Local Improvement District No. L5, which object was presented to each of the undersigned in writing.

Upon Roll Call the following Councilmen answered present: E. L. Vassar, Fran.Blomquist, Emile Shorb, l
:land Leland Finley. Absent: Max Luby and L. P. Eldredge. I
The Clerk presented to the Mayor and Council the Affidavit of Publication of the Notice of the
passage of a Resolution declaring the intention of the City of Caldwell, Idaho to create and establish Local
Improvement District No. 45.

The Clerk presented to the Mayor and Council the Affidavit of Mailing said Notice of the passage
of a Resolution declaring the intention of the City of Cal - well, Idaho to create and establish Local Improve-1
meat District No. 45, showing the same to have been mailed to all of the owners of property within the
boundaries of said Local Improvement District No, 45.
There were seven protests tiled.
The Mayor and Council proceeded to o-:nsid-r the prote. -ts and found there were not enough protests
filed to abandon the proposed Local Improvement District No, 45. �
Thereupon Co_ncilman Finley, introduced Bill No 16, entitled:

AND POINTS BETW-�EH WHICH-SAID IMPROVEMENT IS TO BE I.10 ; AND PROVIDING FOR THE CONSTRUCTION )F CURBS, GUTTERS]

time in full section by section and placed on the final passage. The Mayor directed the Clerk to call the
j Roll on the above motion with the following result- Those voting in the affirmative were: Vassar, 'em"'],
and Eldredge.
Shorb, and Finley. Negative: None. Absent and not voting: Luby; The mayor decla -ed the motion had
passed by the necessary three- fourths majority and directed the Clerk to read Bill No. 16, the second time

I, being 'Shall Bill 16 pass ?" The Mayor directed the Clerk to call the Roll on the above question which j
resulted a follows: Those voting in the affirmative weie: Vassar, Blomquist, Shorb and Finley. Negative: III
None. Absent and not voting: Luby and Eldredge.
III Them upon the Mayor declared Hill No. 16, hari passed and the Mayor in open session of the
Council duly signed andaporoued the Bill, and the Clerk duly signed and atte-ted the same which became I

Ordinance No.921. The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance
No. 921, to be, nublished in the News - Tribune the official newspaper of the City of Caldwell, Idaho.
Councilman Luby entered and was marked present.
The Mayor announced the re- appointment of Coley Smith as a member of the Housing Authority.
Moved by Vassar, seconded by Blomquist t� -at this appointment be confirmed.
Upon Roll Call it appeared the motion was unanimously carried.
The Mayor announced the appointment of Dr. Willis L, Hubier as a member of the Mental Health
l i Board.
Moved by Vassar, seconded by Shorb that this appointment be confirmed.
Upon Roll Call it appeared the motion was unanimously carried.
A group of citizens were present to discuss the proposed Local Improvement District on Canyon
I
� Hill Mr. Gustalfson was spokesman for the group.
II The Mayor informed the group before a district could be farmed there would have to be some
assurance the bonds could be sold.
Robert Landauer, Sr, Herbert Landauer and Robert Landauer, Jr, met with the Council regarding
the garbage contract.
The Mayor informed the gentlemen the contract for garbage pickup had been let to I, R. Nicol.
Motion of April 3rd, resulting in a tie the Mayor cast his vote in the affirmative.
Theraunon the Mayor declared the motion carried and Jackson & Cc be instructed to proceed with
the audit of City books.
There being no further business to come before the Council it was moved by Councilman Shorb,
seconded by Councilman Finley that Council adjourn. Motion carried. l
