SPECIAL.MEETING
April 9, 1975
4:00 P. M.
The meeting was called to order by Mayor Pasley.

The roll of the Council was called with the following Council
members present: Gamboa, Carter, McCluskey, and Williams.
Absent: Dalkan and Banks.
(AUTHORIZATION - BIDS FOR CONSTRUCTION OF NEW AIRPORT)
The Mayor stated that the purpose of this meeting was to
take action on authorizing Alpha Engineers to call for bids
for the construction of the new airport. The Mayor introduced
Mr. Frank Benson from F.A.A. who will be in charge of the
construction of the new airport who by coincidence was in
Caldwell today. The Mayor then read a letter from James Cox
giving F.A.A. instructions as to the next steps to be taken
concerning the airport.
MOVED by Gamboa, SECONDED by McCluskey to authorize Alpha
Engineers to proceed with invations to bid on the first phase
of the construction of the new airport.
MOTION CARRIED
The Mayor said that he would notify Mr. Mecham that the City
plans to go ahead with invitations to bid on construction of
the new airport and asked Mr. Benson if he would advise F.A.A.
in Seattle.
(VARIANCE - K.ELLER)
The Mayor said that Mr. Keller`s request for a variance for
a second mobile home on Ithaca Street was discussed at the
last meeting, but that the City Engineer had made a mistake
on the date involved. It should be April 10th, instead of
June 10th. Mr. Keller had sold his home and was wanting to
move into a mobile home on the property to be platted. The
mobile home was there, but he was unable to get a permit to
go ahead with the wiring or connection to the sewer until the
area was platted. If this variance were to be granted, it
would be with the stipulation that there would be an agreement
signed by Mr. Keller stating that he would proceed with the
platting as planned.
MOVED by Carter, SECONDED by McCluskey that this variance
be granted providing that Mr. Keller sign an agreement stating
that this area would be platted as planned.
Councilman Gamboa opposed this motion as he felt it was
against all of the procedures followed previously.
After some discussion concerning the fact that there was
an advantage to the City in having this area improved and
also due to the fact that his house was sold as of April 10th,
instead of June 10th, so the time factor was of major importance,
Councilman Gamboa withdrew his opposition and the motion was
carried.

(SAFE FIREWORKS - ACE FIREWORKS)

The Mayor stated that at the last meeting, there was an
application from Ace Fireworks to sell safe fireworks. There
was no insurance certificate attached to the request so no
action was taken. The insurance was actually in the vault,
but due to the fact that the City Clerk failed to inform any-
one of this, the Mayor and Council were unaware of its existence.
A MOTION was then made by McCluskey, SECONDED by Williams that
the Ace Fireworks Company be issued a permit to sell safe fireworks.
MOTION CARRIED
(A.I.C. CONVENTION IN IDAHO FALLS)
The Mayor asked the Council if they wanted to authorize
anyone to go to this Convention. After some discussion, it
was decided that this Convention was not as informative as some
of the others. The Council felt that the Clerk and the Treasurer
should attend the meeting at McCall in September and that the
Fire and Police Chief attend the meetings designated for just
them.
MOVED by Carter, SECONDED by Williams that Councilman McCluskey
be the City's voting delegate to this Convention, but that no
others be sent to this meeting.
MOTION CARRIED
There being no further business, the meeting was adjourned
at 4:35.
