The Regular Monthly Meeting of the City Council met in the Council Room of the City Hall, with

President of the Council E. L. Vassar pre siding.
Upon Roll Call the following Councilmen answered pssent: E. L. Vassar, Fran Blomquist, Max Luby,
Emile Shorb and Leland Finley.
E. L. Vassar President of the Council presided in the absence of Mayor Si:mnerman.
i Mr. Charles Wolfe, representing Wolfe Tracking Co., requested permission to park lumber trucks
u
on a lot at 3,117 North Illinois until a permit could be granted.
�II Moved by Blomquist, seconded by Shorb a temporary permit be granted for sixty days.
Upon Roll Call it appeared the motion was unanimously carried.
This being the time set for the third reading of Bill No. 14. The Acting Mayor directed the
Clerk to read Bill No. 14 the third time in full section by section. The Clerk read the Bill as directed.

The nuestion being "Shall Bill No 14 pass ?" The /Mayor directed the Clerk to call the Roll on the above
question which resulted as follows: Those voting in the affirmative were: Vassar, Blomquist, Luby, Shorb,

Eldredge and Finley. Negative: None. Absent and not voting: None. 'f

Thereupon the/MAyor declared Bill No 14, had passed and the Acting Mayor in open session of the
�i Council duly signed and approved the bill, and the Clerk duly signed and attested the same which became

it Ordinance No. 919. The Acting Mayor directed the Clerk to male proper entry of the same and to'cause Ord -
�i inance No. 919, to be, published in the News - Tribune the official newspaper of the City of Caldwell, Idaho.
This being the time set for the second reading of Bill No. 15. It was moved by Councilman Finley
y seconded by Councilman Blomquist that the rules requiring the reading of a Bill on three separate days be

suspended and that Bill No. 15, be read the second time by title and the third time in lull section by

I� section and placed on the final paasage. The /Mayor directed the Clerk to call the Roll on the above motion
with the following results Those voting in the affirmative were: Vassar, Blomquist, Luby, Shorb, Eldredge I,

and Finley. Negative: None. Absent and not voting: None. The/Mayor declared the motion had passed by
the necessary three - fourths majority and directed the Clerk to read Bill No. 15, the second time by title
and the third time in full section by section. The Clerk read the Bill as directed. The question being
"Shall Bill No 15 pass ?" The Acting Mayor directed the Clerk to call the roll on theabove question which E

Finley. Negative: None. Absent and not voting: None.
Thereupon the Acting Ma.vor declared Bill No 15, had passed and the Acting Mayor open session

of the Council duly sinned and approved the bill, and the Clerk duly signed and attested the same which
1 1 became Ordinance No. 920. The Acting. Mayor directed the Clerk to make proper entry of the same and to cause

Councilman Vassar informed the Council A. L. Brueck was storing building materials on a vacant
lot.
The Building Inspector recommended that all contrattua refrain from storing materials on vacant lots -
I I I This was taken under advisement. -
Councilman Vassar dismissed renting of houses to negroes. The City Attorney stated the City had
! no jurisdiction in this matter.
Councilman Blomquist asked if provision had been made for families who had garbage disposal units,
a i l also persons who do not have garbage. _...J
Councilman Vassar stated a special meeting of the "ouncil would be held to consider garbage pro-
blems.
�I C. R. Hammond, Senior Sanitarian of the State of Idaho recommended some provision be made for

the inspection of garbage trucks.
Councilman Eldredge informed Mr. Rammond the contractor's trucks would be inspected by the City
Inspector.
Therebeing no further business to come before the Council it was moved by Luby, seconded by Shorb
that Council adjourn, Motioncarried.

hereby acknowledge notice of a special meeting of the said City Council to be hold at the Council Chambers
in the City Hall in the City of Caldwell, Idaho, at the hour of 8:00 o'clock P. M. on the 16th, day of April,j
1958 for the transaction of all business in connection with the following object: Hearing of protests on
Local Improvement District No. 45, which object was presented to each of the undersigned in w riting.

The Clerk presented to the Mayor and Council the Affidavit of Publication of the Notice of the

passage of a Resolution declaring the intention of the City of Caldwell, Idaho to create and establish Local i
Improvement District No. 45,
The Clerk presented to the Majror and Council the Affidavit of [jailing said Notice of the passage
of a Resolution declaring the intention of the City of Cal, well, Idaho to create and establish Local Improve -p
ment District No, 45, showing the same to have been mailed to all of the owners of property within the I
oundaries of said Local Improvement District No. 45,
There were seven protests filed.

The Mayor and Council proceeded to consider the prote -ts and found there were not enough protests
filed to abandon the proposed Local Improvement District No, 45.
Thereupon Coy - Finley, introduced Bill No 16, entitled:
