Council Chambers, City of Caldwell, Monday evening, April 7, 1913.
Council met in regular session with Mayor Griffiths, presiding, and Councilmen E. H. Adam,
C. 0. Adams, John L. Bardeley, Hohn 8teunenberg, and H. J. Zeh present; C. J. Sborb, clerk
when the following business was transactedt
The minutes of the regular meetings held in arch were read, and ap•pooved.
The report o° the city treasurer was read an-1, on motion of Zeh approved and
ordered filed.
The report of the.cit clerk wan read, m d on motion of Bardeley approved std
ordered filed.
The report of the police judge was read and, on motion of Adams, approved and
ordered filed.
The report of tLe city engineer was read, and on n=otion o f Zeh approved, and
ordered Hled.
The report of the Sup't of the water works was read and on motion of Adam,
approved and ordered riled.
The retort of the street commissioner was read, and on motion of Bardeley,
approved and ordered Piled.
The report of the sexton was read, an] on motion of Adams, approved, and
ordered filed.
The reports of the Librarian for February so d March was read and, on motion
of Adams, approved and ordered filed.
- The report of S. H. Vassar on the work done on tie several parks was read
and, on motion of Zeh, approved, and the same referred to the park committee.
Voted, on motion of Zeh, that 143,000 of the Paving Bonds purchased by the
city by tl.e Water Works Sinking Fund, be taken up.
The contract between tLe city and the rdal.o Railway, Light & Power Company
covering all lighting and power for the city, 0 ntract extending for five years, was
read. A motion visa made by Zeh, that the F.4ayor and Clerk be instructed to sign the
same on behalf of tie city.
The roll being called on the motion, the vote resulted'
Ayes- Adam, Adams, Bardeley, Steunenberg, 7eh -5.
Nays- None. Absent Harrington.
So the motion prevailed.
Elmer A. Clark, reprreanting tle Idaho Railway Light & Power Company, on
behalf of that company extended an invitation to the officers of the city and the Mayor
and city council to attend their opening reception, Saturday evening, April 12, 1913,
and, on motion of Adams, the same was aocepted with thanks.
A L. Murphy surrendered tle original of Road Warrants No 286 issued Jangary
3, 1911, m d for which a duplicate was issued on DAay 6, 1912, and asked that he be re-
lieved from his bond indemnifying the cit.. for any libility that it might incur by
reason of issueing said durlicate, On motion of Adams the said Murphy was released
from his bond and Road Warrant No. 286 ordered cancelled.

The claims of 0. V. Badley and W. M. Cupp for excess water were disallowed
by report of finance committee.
The claim: of Dr. J. S. Meyer in the sum of$122.00 for reporting vital statis
ties to the state was allowed on the general fund.
Voted, on motion of Zeh, that the claims of Psve Shewey,813.50, Jack Looney,
119,50, and T. E. Fox, 410.50 for labor on streets, were allowed on the road fund.

The claims of 0. V. Badley and W. M. Cupp for excess water were disallowed

Voted, on motion of Zeh, that the claim of the Caldwell Heating & Plumbing Co. in the
sum of $9.15 for fittings for viater department, was allowed on the water works fund, an
that of Willie B. Wilson in the sum of the $44.50 for services of registrar, was allowed
on the general find.
Claim of W. A. Stone in the sun of $$2960.00,
being an assignment of the
judgement and costs, with interest, of Jones vs. City of
raldwell, was read and, on
motion of Zeh referred to the city attorney for report.
Claim of Bellan Investment Co, in the sum of
486.13 for interest on special

The water committee reported that it had decided
to purchase a new pump
and motor from the Idaho Implement & Grain 90. for the su:p
of 0775.00 f.o.b. Caldwell
it being the lowest and beat bid, and on motion of Ad=n
, the report of the committee
was approved and adopted.
Bids for some 300 shade and ornamental trees
were received from the Cald-
woll Nursery, the Emmett Nursery, and V. D. Hannah, and
read, and on motion of Adams
referred to the park committee with full power to act.
The Caldwell Fire Department through its chief
made written request for
rubber suits and caps for the fire department and, on motion
of Zeh, the same was re-
ferred to the fire cummitt =_e for report.
The frum
returns the rogular biennial city election
being all received, it
was voted, on mutton of Adam, ItAt the Council proceed to
canvass the returns. The same

And it appearing from a canvas of the vote, that C. H. Turner for Mayor,
S. Ben Dunlap, for City Clerk and Ex- offico Police Judge, Ethelwyn A. Fortner for City
Treasurer, Frod H. McConnel for City Engineer, John Steunenberg and William F. Parker
for rouncilmen First ward; Clark Q. Adams, and Rrnest Boone Councilmen Second Ward,
and Fred N. Harrington and Orville R. Ackley Councilmen Third Ward, each received a
plurality of the votes cast.
A motion was made by Zah, that C. H. Turner be and hereby is declared elected
Mayor; S. Ben Dunlap, Clerk and Ex- officio police Judge, Ethelwyn A. Fortner, Treasurer;
Fred H. McConnel, Engineer; Join Steunenberg and Williarr. E. Parker, Councilmen first
ward; Clark 4. Adams and Ernest Boone, Councilmen second ward; Fred N. Harrington, and
Orville R. Ackley, councilmen third Bard, each and every for a term of two years and
that the city clerk be instructed to issue to each a certificate of election signed
by tLe Mayor and with the corporate seal attached. The roll being called on the
motion, the vote rasulteds
Ayes- Adam, Adams, Bardlsey, Steunenberg, Zeh -5.
Nays- None.
Absent- Harrington.
So the motion prevailed.
The fire committee reported a map showing the city was divided into seven fire
districts for convenience in making fire calls, and recommended that the same be ad-
opted.
Voted, on motion of Zeh, that same approved and adopted.
Councilman Steunenberg, representing the park committee reported a plan or
map showing proposed improvements in Curtis park, which plat on motion of Zeh, was
approved and adopted.
Voted, on motion of Zeh, that council adjourn until Tuesday, April 8, 1913
at 5 o'clock p.ir,.
