HomeMy WebLinkAbout1915-04-05city council minutes515 Council Chamber, City of Caldwell, Idaho, April 5th., 1915. Council meet in regular session with,Mayor C. H. Turner presiding, Councilmen Ackley, Adams, Boone and Parker present, S. Ben Dunlap, Clerk, when the following business was transacted: Messrs Loveland and Brown, aesigmeesof the garbage contract between the City and w. E. Hustead, appeared and asked to be released from the contract, stating that as it was impossible for them to secura the exclusive right to obtain and haul garbage within the City limits that they could not operate under the contract except at a loss. It was voted upon motion of Ackley that the release be granted and that the contract be cencelled as requested. The minutes of the sessions held during the month of March, 1915, were read. It was voted upon motion of Parker that the same be approved. The following bills were read and it was voted upon motion of Adams that the same be allowed and warrants be ordered drawn on the various funds in payment of the same as follows: GENERAL FUND S. It was voted un motion of Ackley that the same be disallowed. Mr. John C. Rice appeared, representing a local photographer, and asked to have the ordinance with reference to Photographers and Sulicitore repealed on the ground that it discrimanated against the local people engaged in that business. Action in the matter was deferred until the next meeting. The reports of the following officers for the month of March, 1915, were read. Superintendent of Water Works, Superintendent of Streets, Sexton, City Librarian, Police Judge, City Engineer, City Treasurer and City Clerk. It was voted upon motion of Parker that the same be approved and ordered placed on file. I I� The Mayor stated that he would issue a proclamation, fixing Monday, April 12th., 1915, as the annual clean up day. Bill No. 22 by Adams, entitled, "An ordinance vacating and discontinuing the 518 Y sidewalk in front Of the lots numbered from seven to twelve inclusive of the Block ninety three of the City of Caldwell, Idaho, and giving permission to the Caldwell Milling and Evevator Company to erect such structure or structures thereon as it may desire to build ", sea read for the first time. Bill No. 23, by Parker, entitled, "An ordinance defining and regulating second hand dealers, prohibiting them from purchasing goods of minors under the age of eighteen years, and requiring them to keep a record of every item of goods purchased; providing a penalty fur the violation of this ordinance ", was read for the first time. The following letter was read= Caldwell, Idaho, March 11th., 1915. Mr. John Staunenberg, Caldwell, Idaho. Dear Sire r i L� e , The Civic Committee of the Forward Club passed the following motions, which were also endorsed by the Club. First - That we advise the Cemetery Committee of the City Council to put in a board floor in the Chapel House at the Cemetery. Secund - That we recommend that any new additions, to the Cemetery, put on the market for Bale, include in the price permanent care. Third - That we recommend work on the new road to the Cemetery be continued and put in proper shape for travel. (Signed) Clare Cleaver, Sec and Treas, Civic Com. 4� I It was voted upon motion of Boone that the communication be referred to the Cemetery Committee. The Superintendent of Water Works presented a letter from the H. Mueller Company of Decatur, Ills., under date of March 30th., 1915, stating that in compliance with an order received from the City in October of 1913, they had shipped a regulator valve, but had substituted a larger and more expensive valve than was ordered because from the specifications submitted the smaller valve would not do the work required. They stated that the difference in the price was $151.25 and they asked payment in thieq amount. It was voted upon motion of Boone that the claim be allowed in the sum of $75.60 in full payment of the same. It was voted upon motion of Ackley that the Superintendent of Water Works be instructed to adjust the March water bill of W. E. Le Master on the basis charged him for the month previous. It was voted upon motion of Adame that the Street Commissioner be instructed to clean the City ditches in the north part of the City. 519 It was voted upon motion of Parker that the City Clerk be instructed and authorized to purchase a new desk fur his office and to return to its owner the desk go was now usuiag after having the same repaired and painted. The matter of taking over that part of the irrigation system situated within the City limits was again taken up and discussed. The Mayor suggested that the business men of this City be invited to to present and present their views on the matter at the next meeting. It was voted upon motion of Adams that the City Engineer be instructed to gather data on the proposition and to present the same to the City Council at the next meeting. It was voted upon motion of Adams that Council adjorn until Monday evening April 12th., 1915, at 7 :30 o'clock. Attests �2� ,�. Mayor. Cit y Clerk. Parker vacated the chair to Cuuncilmen 0. R. Ackley. Bill No. 22, by Adams, entitled, "An ordinance vacating, abandoning and dis- continuing the sidewalk along Albany Street where it abuts upon the lots numbered from seven to twelve inclusive of the block ninety three of the City of raldwell, Idaho, and giving permission to the Caldwell Milling and Evevator Company to erect such building or buildings thereon as it may desire to build ", was read for the second time. Bill No. 23, by Parker, entitled, "An ordinance defining and regulating second hand dealers, prohibiting them from purchasing goods from minors under the age of eighteen years, and requiring them to keep a record of every item of goods purchased; providing a penalty for the violation of thid ordinance ", was read fur the second time. A motion was made by Parker that the rules be suspended and that the reading on three separate days be dispensed with and that Bill No. 23 be read the third time in full and placed on its final passage. The roll being called on the motion the vote resulted: r— Ayes- Ackley, Adams, Harrington, Parker, Steunenberg -5 Nayes -None Absent - Boone -1. 80 the motion prevailed.
