The Regular Monthly 1*eeting of the City Co�mcil met in the Council Room of the
City Ball, with t*o Mayor, 'N.R. Follingsworth, presiding.
On Roll Call the following Councilmen answered present: Ed.Ocr L. Oakes, F.D.
Mumford, PI.E.Babcock, G. M. Fenrich, Norvil T. Finds. Absent; W. H. Odle.
The Minutes of previous meetinEs were read and a p ^roved as read.
Mr. Odle entered and was marked present.
The Bills for I' were read and on motion b-; Hinds, seconded by Babcodf that
these Bills be allowed and I"arrants be ordered drawn for the various amounts all of winch
had been approved by the Chairman of the Finance Cormiittee. Motion carried. _

icipal Bond Election, held in the City of Caldwell on the 28th,, day of March, 1939, came
on for consideration. The City Clerk read the Affidavit of Publication by the Foreman of
the Caldwell Publishing Co., of the P + of Notice of I-he time and place of holding
and the affidavit of t he Cite Clerk of posting laid notices in three public places in e aeh
of the three wards of the City of Caldwell and presented to the ?�ayor and Council selected
election returns rom each of thothree wards of said City. Theo eals on the said election

PdFr7AS, in the 1st lard of the said City there were 120 votes cast and of the
120 votes test there were 62 votes cast, in said 1st +, 7aard, in favor of issuing bonds in
the amount of 120,000.00, 'or the purpose stated in Ordinance No 561, -
That in the Second ward of the said City there were 322 votes cast end of the
322 votes there were 213 votes cast in said Second ?lard, in favor of issuing bonds in the
amount of ;20,000,00, for the purpose stated in Ordinance No. 561,
That in the Third Tard of the said City there were 142''votes cast and of the 142
votes c„st there were 98 votes cast ^ in aaid Second Prard, in favor of issuing bonds in the
a mount of "20,000.00, for the purpose stated in Ordinance PYo. 561.
That, at said Spealhl 7unicipal F. ^lection, in the City of Caldr =ell, held
Nrprch 28th., 1939, pursuant to the Municipal 7 Law of the State of Idaho (Chapter 24 of
Title 49 Idaho Code Annotated and Ordinance No. 561 of the City of Caldwell, Idaho), there
was a total of 799 votes cast in all three wards; That in favor of issuing bonds in the
amount of ?,,20,000,00, for the purpose stated in Ordinance No 561, 373 votes were cast, and
there was a. total of 426 votes cyst ageiynst iss-Liing bonds in the amount of 120,000.00 for
the purpose stated in said Ordinance No 561.
NOW, TTT=FFORE EE IT EESOLIM, u the layor and Council of the City of Caldwell
that at the said Special Municipol r' Election, held on the 26th., day of March, 1939, as
provided in Chapter 24, of Title 40 of Idaho Cade Annotated 1932, and by Ordinance No 561,
of the City oc Caldroiell, Canyon County, Tdaho, a I'unicipnl Corporation, less thin two -thirc
of the qualified electors who are taxpayers votlny, at said election assent to the issuing
of said bonds and the incurring of Indebtedness in the sum of k20,000.00, then -by created
for the purpose stated in said Ordinance No. 561, and moved the adoption 6T the preamble
and resolution which notion was seconded by Coime -Ilmnn ;enrich.
A Yea and Nay vote was has thereon with the following results:
Yea: Oakes, Tumford, Babcock, Odle, renrioh and binds.
Nay: Rone.
Absent and not voting: None,

Local Street improvement District Number 12, of Caldwell, have been t'ansfersd to Local
Improvement District Cuarantee Fund of Cald°^ll, Idaho and that there has a ^cumulated in
Local Street Improvement District Number 12, delinquent assessments, interest and penaltie,
In the sum of 0 387,71.
T Br IT RESOLVED that the City Treasurer be and he is hereby instruci
ad to transfer t 387.71, from Local Street Improvement District D ?umber 12, to Local Im-
provement District Guarantee Pund and any other funds horeafter accumulated in said Local

indebtedness that should have been paid b;: said Local Street Improvement District has been
taken care of and that thereafter penalty and interest only be transfered to Local Improve-
ment District Quarantee Fund and that a c ertified copy of this Resolution be delivered to t e

City Treasurer by the City Clerk .which shall be his' authority to make such transfer.

A Special Meeting of the City Council met in the Council Room with the Mayor,
Y.R. R ;Ilingsworth, presiding,
On Roll Call the following Councilmen answered present: Edgar L. Oakes, W.E.
Babcock, W, H. Odle, G. M. Fenrich and Norvil T. Hinds, Absent: F.D. Mumford,
The Mayor informed the Council that the meeting vase alled to take up the matter
of leasing the Air - port.to F.v. John B. Vickers.
Aftsr fully considering the matter the following preamble and resolution was
presented to the Mayor and Council by Councilman Oakes who moved the adoption thereof, whi:
notion was duly seconded by Councilman Hinds.
RESOLUTION.
WHEREAS, the City Attorney as directed by the Mayor and Council prepared a,suit-
able contract between the Cjty of Caldwell and John B. Vickers permiting - him to use ohs

Air -port for certain purposes, a copy of said contract is attached to these Minutes and
madea part thereof.
NOW, THEREFORE it appears to the Mayor and Council that It is to the best advant•
age of the City of Caldwell that the contract be entered into, and
BE IT RESOLVED, that upon the approval of said contract by the Air -port Committei
of the City of Caldwell the Mayor and the City Clerk of the City of C be authorized
and directed to execute said contract on behalf of the said City of Caldwell.
A Yea and Nay vaxe -.,was had thereon.with the following result;
Yea: Oakes, Babcock, Odle, Fenrich and Hinds,
Nay: None.
Absent and not voting: Mumford.
Thereupon the Mayor declared the motion c arried and the preamble andivaeolttion
duly adopted.
Mr. X.F.Stringfield, representing the Soft Ball ClRb appeared before the Mayor
and Council and asked the City fo set aside a portion of the Rodeo Park for a Soft Ball
field.
