Watkins & Son, Boise Idaho, for the construction of a sewage treatment plant for the City of Caldwell A 508,672.00 Intermountain Co., Boise, Idaho for the construction of interceptors sewers for the City of Caldwell 207,923.91 and, WHEREAS, it appears to the best interest of the City of Caldwell to accept these bids. NOW, THEREFORE BE TI RESOLVED that the Mayor and City Attorney, on behalf of the City of Caldwell,,; be authorized to execute contracts with C. W. Watkins & Son a` - Intermountain Co., for the construction of a sewage disposal plant and interceptor sewers. Upon Roll Call those voting in the affirmative were: Blomquist, Cleveland, Shorb, Eldredge and Bettis. Negative: None. Absent and not voting: Burrell. Thereupon the Mayor declared the motion carried and the Resolution adopted. An Agreement executed by the Caldwell Cooperative Gas Assiciation, Inc., pursuant to Ordinance No 879, was submitted to the Mayor and C ouncil. I Thereupon it was mobed by Councilman Bettis, seconded by Councilman Blomquist the accept the agreement as exeeured by the Caldwell Cooperative Gas Association, Inc. Upon Roll Call those voting in the affirmative were: Blomquist, Cleveland, Shorb, Eldredge and Bettis. Negative: None. Absent and not voting: Burrell. . Thereupon the Mayor declared the motion carried. Councilman Bettis informed the Council it was #greeable with the Business Mens Association for the - City to accept and maintain over head cross lights in the business district. ! There being no further business to come before the Council it was moved by Councilman Cleveland, seconded by Councilman Eldredge that Council adjourn. Motion carried. Mayor. City Clerk. COUNCIL CHA14BERS APRIL 2nd, 1956 8 :00 P. M. The Regular Monthly Meeting of the City Council met in the Council Room of the City Hall. Upon Roll Call the following C ouncilmen answered present: Fran Blomquist, L. E, Burrell,. George Cleveland, Emile Shorb, L. P. Eldredge and J. M. Bettis. Absent: Mayor Jason C. Smith. Due to the absence of the Mayor, Fran Blom President of the Council presided as Acting Mayor. The following letter of resignation was read f rom Donna Hill: March 15, 1956 The Honorable Mayor and Council Caldwell, Idaho Gentlemen: I hereby submit my resignation as Secretary — Matron, effective March 15, 1956o I have thoroughly enjoyed the two years I have spent as a member of the Caldwell Police Department. I have enjoyed working for my superior officers and with the Patrolmen as well. Thereupon the Acting Mayor announced the following appointments to the Police Department: - Elsie L. Embree as Secretary– Matron Pauline Roberts as Desk Clerk Gail Uehlin as Patrolman Henry G. Davis as Patrolman Moved by Councilman Cleveland, seconded by Councilman Bettis that these appointments be confirmed. u Upon Roll Call it appeared the motion was unanimously carried. The following letter was read from Caldwell Memorial Hospital: March 12, 1956. Mayor Jason Smith V Smith Motor Company Caldwell, Idaho I Dear Mr. Smith: Recent actions by the Board of Directors of this Hospital have been taken regarding hospital discounts. As of January 1, 1956, the Hospital will not be in a position to offer discounts to any organizations as we have in the past. As you know, we have been doing food handlers x –rays for a fee of $ 3.00 on which the hospital was assuming considerable loss. All X –Rays taken for this purpose will be billed at the full charge of 112.50. It is, therefore, suggested that your plan be setup in a fashion that these people can have their X –Rays done by the Mobile Unit or by the State Health.Department, bcth.of which I understand will be free to the person. The Board felt that since all other agencies were paying the full fee, it was not right to give a discount to just one group. The Hospital wnats to cooperate in everyway possible with the programs of the City, but due to our ver finances, we are limited in this type of service. Hoff Hoff Building Supply Caldwell, Idaho Dear Mr. Hoff- The City of Caldwell will accept Willow St. and Washington Ave. as platted in the Resub– division of Tract 13 of Mountain View Subdivision No. 2 providing that you agree to do the followings 1. Install the curb and gutter on the east side of Ydashingt -.n use. between 14nden St. and Willow St, and on the North side of Willow St. frgm V7ashington Ave. to Montana Ave. 2. That the curb and gutter installed is to have the following specifications: height 13 ", reveal 6 ", top 5 ", gutter 30 thickness 6 and base 36 ". I 1 3. To surface at your expense the east half of 'Washington Ave. from Linden St. to Willow St. and the north half of Willow St, from Washington Ave. to . Montana Ave. with road mix to the City specifications. L. Hendrickson for extension of water mains on South Kimball. Mr. Robert Welch requested the city of annex 9 acres of land lying just outside the city limits near the new high school. The Acting Mayor informed Mr. Welch it would be necessary to present a preliminary plat of this property to the Council for study. Harvey Hoff petitioned the Council to open Sixteenth Avenue between Chicago and Elgin. The Acting Mayor informed Mr. Hoff right —ofway deeds should be, obtained and presented to the Council. I. 0. Nichol discussed the matter of a garbage land fill near Lake Lowell. The City Engineer informed the Council this would have to be taken up with the Fish and Wildlife Service and the Graiing Department. Extension'of West Hazel Street was approved, orovided,Johnaon Street is opened either to Linden or Logan. Opening of West Elm to Sunset was approved. Councilman Bettis reported curb and gutter was completed on Palo Alto Street. The Clerk presented to the Mayor and c ouncil the Affidavit of Publication of the Notice of the passage of a Resolution declaring the intention of the City of Caldwell, Idaho to create and establish Local Improvement District Number 39. The Clerk presented to the Mayor and Council the Affidavit of Mailing said Notice of the passage of a Resolution declaring the intention of the City of Caldwell, Idaho to create and establish Local Improve,ent District Number 39, showing the same to have been mailed to all of the owners of property within the boundaries of said Local Improvement District Number 39. Thereupon.the Acting Mayor announced that this was the time set by notice for the consideration of protests against the creation of Local Improvement District Number 39. There were nine protests filed. The Mayor and Council proceeded to considerthe protests and found there were not enough protests filed to abandon the proposed Local Improvement District Number 39. That it is heraby declared to be the intention of the Mayor and Council of the City of Caldwell, Canyon County, Idaho, to create and establish within said city a local street improvement district to be known as and called "Local Improvement District No. 40^ for the City of Caldwell, Idaho. That said Local Improvement District No. 40 shall consist of and include all the lots and lands abutting, adjoining, contiguous, and adjacent to the following named street in said city between the points hereinafter named, to a distance back from such streets and avenues, if not platted to the distance of one hundred twenty —five feet, said street is designated as followsi Arlington Avenue from its intersection with Logan Street to its intersection with Elm Street; Pine Street from its intersection with Kimball Avenue to its intersection with Arlington Avenue and the East side of Kimball Avenue from its intersection with Pine Street to its intersection with Elm Street; Elm Street from it intersection with Kimball Avenue to its intersection with Fairview Avenue; Ellis Avenue from its intersection with Pine Street to its intersection with Elm Street. Section 1V. That the estimated cost of said improvements herein provided for is the sum of $29,500.00. Section V, rhat the cost and expense of said Local Improvement District 0o, 40, and the con— struction of said improvement shall be assessed upon the abutting, adjoining, contiguous and adjacent lots and lands, and upon the lots and lands benefited, and included in the improvement district formed, each parcel of land shall be separately assessed for the debt thereof in proportion to the number of square feet of such lots and lands abutting, adjoining, contiguous and adjacent thereto, or included in the im— provement district to the distance back from such streets and avenues, if platted in blocks to the center of the block, if platted in lots to the center of the lot, and if not platted to the distance of one hundred twenty five feet and in proportion to the benefits derived to such property by said improvement sufficient to cover the total cost and expense of the work. The cost and expense to be assessed as herein provided for shall include the contract price of the improvement, engineering and clerical service, advertising, interest upon warrants if issued, and all legal services for preparing proceedings and advertising in regard thereto• Section V1. The resident owners of property within such district subject to assessment, having requested by petition that the cost and expense of the improvement including intersections, be asessed against all the property in the district in proportion to the benefits derived, it is hereby determined that sixty percent of the resident owners of the property within such district, subject to assessment, have signed petition, the total cost and expense of all improvements within the intersections in Local Improve— ment District No. 40, shall be assessed against all of the property in said district in proportion to the benefits derived from such improvements. Section Vll. The Mayor and Council of the City of Caldwell, shall assume and retain full and complete jurisdiction of all construction work necessary to construct said improvement and to do the same by contract as provided by lAff. The Committee on streets together with the City Engineer, shall under the direction of the Mayor and Council supervise said construction work and see that the same is done in strict accordance with the plans and specifications provided by the City Engineer and approved by the City Council, and such contracts as may hereafter be entered into by said City and those to whom the contracts may be - awarded after due notice for bide has been published as required by law. Section V111. That all the property owners who may desire to protest against the making of said improvements and against the creation of said improvement district, may file such protests a ^ainst the said the said improvements in the office of the .City Clerk of the City of Caldwell at any time before 5tCO o'clock P. M. on the 7th day of May, 1956, and that the City Council of said City will meet on the 7th day of May, 1956, at the hour of 6:00 o'clock P. That bonds shall be issued and sold to meet the payments of the costs and expenses of said improvements within the boundaries of Local Improvement District Nu. 44 which is chargeable to the abutting, adjoining, contiguous and tributary property and shall be paid for in ten equal annual in— stallments, the first installment to mature within one year from date and the last installment in not more than ten years from date, and shall be numbered from one (1) upwards, consecutively, and shall bear interest payable semi— annually and said bonds may be sold at not less than par value and the city, for the purpose of meeting the costs and expenses of such improvements as the same are installed prior to .;he sale of said bonds, will issue warrants against the improvement district, payable to the contractor or the proper person, upon estimates of the City Engineer bearing interest at the rate of not to exceed seven per cent per annum, which warrants together with the interest thereon at the date of the issue of said bonds shall be redeemed and retired from the proceeds of the sale of said bonds. Section B1. That the construction of said improvement is necessary for the immediate preservation of the public peace, health and safety and therefore an emergency exists and this resolution shall be in :ull force and effect from and after its passage and approval. Upon Roll Call those voting in the affirmative were: Blomquist, Burrell, Cleveland, Shorb, Eldredge and Bettis. Negative: None. Absent and not voting: None. Thereupon the Mayor declared the motion carried and the Resolution adopted. The City Engineer was authorized to engage a resident engineer on the Sewage Treatment Plant and Interceptor Project. Moved by Eldredge, seconded by Bettis the City Clerk be authorized to issue a warrant in the the City of Caldwellto amount of $100.40, payable to E. L. Keller for the permanent right t(/ connect to a private sewer which is located in Block 98, Golden Gate Addition to the City of Caldwell. Upon Roll Call it appeared the motion was unanimously carried. Leroy Clemons representing the Zoning Board was present and discussed removing She office of Bldg. Inspector from the Engineer Department and placed under a Council head. No action was taken at this time. Councilman Bettis reported requests had been made to make Sixteenth Avenue a through route. This was referred to the Chief of.Policee - There being no further business to come before the Council it was moved by Councilman Bettis, seconded by Councilman Eldredge that Council adjourn. Smith presiding. . Upon Boll Call the following Councilmen answered present: Fran Blomquist, L. E. Burrell, Haile Shorb, L. P. Eldredge and J. M. Bettis. Absent: George Cleveland. Application for Pool and Card License was read from Waldorf Cigar Store, the fee accompanying the appli cation. ' Moved by Burrell, seconded by Shorb that this license be granted. Upon Roll Call it appeared the motion was unanimously carried.
