YMEREAS, said offices are now appointed by the Mayor with the approval of the Council; now, there -l
fore,
BE IT RESOLVED by the Mayor and Council of the City of Caldwell, Idaho, that Section 1 of the
Resolution sponsored by Councilman Fenrich parsed by the Council on March 5, 1951, approved by the mayor
on the game day, pertaining to the municipal election of t'ne City of Caldwell on April 24, 1951 be amended
and the same is hereby amended to read as follows:
Section 1. That at the regular biennial municipal election to be held in and for the City of
Caldwell, Idaho, on the fourth Tuesday in April, 19$1, to -wit: the 24th day of April, 1951, at which time
there will be elected the elective officers of said City, namely, a mayor, one councilman from the first
ward to serve for a term of four years, and one councilman from the second ward to serve for n tern of four
years, and one councilman from the third ward to serve for a term of four years, or until the election and
qualification of their successors; the following are dcsi@nated as the polling places for such election:
FOR THE FITST 7.ARDt The County Court House, between 11th and 12th Avenues on Albany Street.
FOR THE SECOO'n WARD: The High School Club Rooms, between 11th and 12th Avenues on Everett
Street.
FOR THE TRIED WARDt The City Hall on 7th Avenue at Blaine Street.
Section 2, This resolution shall take effect immediately u?on its passage andapproval by the
Mayor

The Regular Monthly Meeting of the City Council met in the Council Rooms of the City Hall, with
the Mayor, Leo J. Mason, presiding.
Upon Roll Call the following Councilmen answered presents Wm Glaisyer, L, E. Burrell, John lgers,
Fran Blomquist, Dale Fenrich and J. M. Bettis.
The President of the Soft Ball Association was present and discussed with the Mayor and Council
the operation of the concessions at the Soft Ball Field.
It was moved by Blomquist, seconded by Myers that a Committee from the Soft Ball Association meet
with Councilman Burrell, Chairmen of the Park Department and work out a plan whereby the Association would
have control of all concessions at the Soft Ball Field.
Upon Roll Call it appeared the motion was unanimously carried.
A petition was presented to the Mayor and Council, signed by property owners, petitioning the
opening of Willow Street east of Indiana Avenue 500 feet.
Moved by Blomquist, seconded by Olaisyer that this petition be granted when the necessary right -
of -way deeds were filed with the City.
Upon Roll Cail it appeared the Motion was unanimously carried.
Judge Thomas E. Buckner petitioned the Mayor and Council for the cancellation of Weed Assesegents
levied against Lots 1 -2 Block 67, Revised Map of the City of Caldwell, filed July 29, 1891, for the years
1927, 1928, 1929 and 1930.
This petition was denied by the Council.

The bills for March were read and on motion by Glaisyer, seconded by Blomquist that these Bills
be allowed and Warrants ordered drawn for the various amounts, all of which had been approved by the
Finance Committee.

BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF CALDWELL AS FOLLOwSt
i WHEREAS, There is now before this body for action a form of street lighting contract with Idaho
Power Company, and said proposed contract has received the careful consideration of this body, and it is
believed that it is for the beet interests of this municipality that such contract be executed and entered

NOW, THEREFORE, the Mayor is hereby authorized and directed, in his official capacity, to execute
said contract in duplicate, and the Clerk is authorized and directed to affix the corporate seal of this
municipality to each of said duplicates of said contract and to attest and certify the same, and upon full
i execution thereof, to deliver one of said duplicates to the Idaho Power Company, and to retain the other as
j a part of the records of his office.

The Mayor informed the Council the Caldwell Bus Company had discontinued service and that Mr.
^ Jim Vermaas was present to discuss the operation of a bus line for the City of Caldwell.
Mr. Venmas stated he did not wish to enter into a franchise with the City until he had operated
on a temporary basis.
The Mayor informed Mr. Vermaas this request would be granted,provided, the same insurance be
carried that was required by the franchise with the Caldwell Bus Company, also, fares could be raised in
accordance with charges made by the Boise Bus Service.
Thereupon Councilman Myers introduced Bill No 22, entitled:

which was read for the first time and the Council proceeded to a consideration of Bill No 22. It was
moved by Councilman Bettis, seconded by Councilman Burrell that the rules requiring that the reading of a
Bill on three separate days be suspended and Bill No 22, be read the second time by title and the third
time in fullsectfon by section and placed on the final passage. The Mayor directed the Clerk to call the
roll on the above motion with the following resultt Those voting in the affirmative weret Olaisyer,
Burrell, Myers, Blomquist, Fenrich and Bettis. Negative- None. Absent and not voting- None. The Mayor
declared the motion had passed by the necessary three — fourths majority and directed the Clerk to read Bill
No 22, the second time by title and the third.time in full section by section. The Clerk read the Bill as
directed. The question being "Shall Bill No 22 paps?. The Mayor directed the Clerk to call the roll on
the above question which resulted as follows: Those voting in the affirmative were- Glaisyer, Burrell,
Myers, Blomquist,:Fenrich and Bettis. Negative- None. Absent and not voting- None.
Thereupon the Mayor declared Bill No 22, had passed and the Mayor in open session of the Council
duly signed and approved the Bill and the Clerk duly signed and attested the same which became Ordinance
No. 771. The Mayor directed the Clark to make proper entry of the same and to cause Ordinance No 771, to
be published in the Caldwell News— Tribune the official newspaper of the City of Caldwell, Idaho.

The following Resolution was presented to the Mayor and Council by Councilman Fenrich, who moved
the adoption thereof which motion was seconded by Councilman Myers.
RESOLUTION
By Councilman Fsnrich.
WHEREAS, the State of Idaho is re- routing U. S. Highway No 30, through the City of Caldwell on
a location that is approximately Hannibal Street, and
WHEREAS, at the crossing of Boise Avenue a certain drain ditch which by it$ nature and location
will need maintenance in respect to said Highway, and
WHEREAS, the State of Idaho is without necessary funds or equipment to maintain said drain ditch,
and
WHEREAS, it is to the best interests of the people of Caldwell that this certain drain ditch be
maintained by the City of Caldwell,
NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the City of Caldwell that a certain

drain ditch which U. S. Highway No 3G) Will cross at Boise Avenue shall be maintained by the City of Cald-
well for a distance of 450 feet west of said U. S. Highwa 3w, as ' long as said Highway ay g way is maintained
by the State of Idaho.

Thereupon the Mayor declared the motion carried and the Resolution adopted.
The following Resolution was presented to the Mayor and Council by Councilman Bettis, who moved

RESOLUTION
By Councilman Bettis,
WHVREAS, the City of Caldwell has accepted the Plat of Griffiths Park Subdibision to the City
of Caldwell, Idaho, wherein dedicated to said city were c ertain street; and
WHEREAS, the acceptance of this plat on the par t of the city was upon understanding that the city
would not open the streets or surface the same, and would not accept them for maintenance until they were
opened by the property owners, curbs and gutters installed, and properly surfaced with paving acceptable
to the city.

NOW THEREFORE, BE IT RESOL= THE AMYOR AND COUNCIL OF THE CITY OF CALUMLs
Section 1. That the streets in Griffiths Park Subdivision after having been opened, paved and
curbs and gutters installed at the expense of the owners of property within said subdivision, and said
paving having been to the City of Caldwell, the City will thereafter maintain the same.

Section 2. Said acceptance by the City shall be upon notice to the City Council and the City

Engineer that said streets have been properly opened, curbs and gutters installed and paved as required here-
in.

Thereupon the Mayor declared the motion carried and the Resolution adopted.
