Council Chamber, City of Caldwell, Idaho, April 2, 1917.
Council meet in regular sessionwith Mayor Fred C. Boyer presiding, Councilmen
present, Dement, Forbes, Hayman, Sanberg and Tard, 3. Ben Dunlap, City Clerk, when the
following business was transacted:

Mr. William Idareh appeared, complaining of charge on city water for month of
March, 1917. He stated that his meter registered a charge of $6.90, that the excess was
caused by a leak and he asked for an adjustment. 0m motion of Dement the matter was
referred to the water committee with power to act.
Mr. A. Chenoworth appeared and asked the council to take necessary steps to
have the street crossings on Third and Aven streets put in proper shape. He stated that the
railroad right of way should be planked. The matter was referred to the Street Committee.
Mr. C. P. Grimes appeared and asked the Council to refund him the sum of jt5.00
expended for thawing city pipes connecting his property. The matter was referred to the
water Committee.
Messrs Al. Hayfield and Arch Tolf appeared requesting that the water mains be
extended from the D. Martin residence on Indianna Avenue about 1050 south. They agreed to
do all the work if the City would furnish the material. It was stated that the estimated
cost to the City would be about .,100.00.
It was voted on motion of Ward that the Superintendent of Water Torks be and
hereby is instructed to proceed with the extension as per the offer made and in conformity
to the ordinance.
Mr. A. E. Gipson presented the petition of A. E. Gipson, et -al requesting the
Council to provide a municipal rest room for the particular aeoomodation of women and
children of the country tributary to Caldwell. Mr. Gipson suggested that the Mayor appoint
a Committee of the Council to confer with a committee from the Commercial Club which had
been appointed to devise ways and means to secure a rest room. The matter was discussed
by the Council and it was decided to call a special meeting for further consideration of
the same.
Mr. J. W. Sheppard appeared and requested that the Council grant the riverside
Irrigation District a franchise to construct ditches in the north side of town as per
map filed with the City Clerk. The matter was referred to the laity Attorney.
The minutes of the meeting held larch 5th., 1917, were read and on motion of
Dement were approved.
The following claims against the City were read. It was voted on motion of
Ward that the same be allowed and that the Clerk be and hereby is instructed to draw
warrants on the various funds in payment of the same as follows:

The City Clerk presented the water department report, prepared by him for
the Public Utilities Commission for the term ending December 31st., 1916. On motion of
1 Sanberg the report was accepted and the Clork instructed to forward a copy of the same
to the Commission.
The reports of the following officers for the month of March, 1911, were
read. Superintendent of Streets, Superintend of water corks, Sexton, City Clerk,
Librarian and Police Judge. It was voted on motion of Sanberg that the reports be
approved and ordered placed on file.
The matter of procuring an extra man for the Fire Department was discussed.
I Mr. Dell Royce of the Fire Derartment being present was called upon and he
i recommended that the City employ an extra man.
It was voted on motion of Forbes that Mr. Sovereign, Superintendent of
Apparatus be authorized to employ a man for this purpose at a salary of not to exceed
060.00 per month.
The street crossing at Sixteenth and Everett was reported as being too
short to permit the Fire apparatus to connect to the hydrant at that place.
The Mayor suggested that the city take steps to secure the placing of the
Steunenberg monument which had been provided for by the last legislature on some
location in this city. He suggested that the old Steunenberg homesite would be a
desirable location and that if the same were offered it might be the means of securing
the monument for this City.
It was voted on motion of Forbes that the Mayor appoint a committee and that
they be authorized to work with the Steunenberg Memorial Committee to the and that the
monument be located in this City.
The Mayor appointed Councilman Hayman, Sanberg and 'Nara.
A motion was made by Ward, seconded Dement that the resolution submitted to
the Council under date of February 9th., 1917, relative the oil tanks located on Aven
Street near its intersection with Cleveland Boulevard, be adopted. The resolution was
read in full. The roll being called on the motion, the vote resulted:
Ayes - Dement, Forbes, Hayman, Sanberg, ward -5.
Naves -None.
Absent - Ackley -1.
More than a majority of the Council having voted in favor of the motion,
the Mayor declared the same carried and the resolution adopted.
City Engineer Guy C, McGee stated that the County contemplated the construct-
ion of a road to run north from where the ®tats highway crosses the Riverside canal to
the Cemetery, and that the estimated cost was x,,650.00. Of this sum the County's share
would be about $450.00, the balance of the expense being on the City. He stated further
that the County had authorized its Road Commissioner for this district to begin
construction of the road, provided the City would do its share.
The matter was referred to the Street committee.
City Engineer McGee stated that the Shank Auto Company had caused the sewer
in the alley between Arthur and Blain streets to become stopped, by reason of permitting
dirt and Sam& washed from automobiles to waste into same. He stated that the cost of

cleaning the same would be about X100.00.
It was voted on motion of Forbes that the Shank Auto Company be presented a

bill to cover the cost of cleaning the sewer and that they be notified in writing to
discontinue the use of the same for the aforesaid purpose.
Councilman Hayman suggested that the Traffic Ordinance be amended so as to
permit enforcement of the same.
It was voted on motion of Councilman Forbes that Council ad,jorn until 8
o'clock p.m. Tuesday April 3rd., 1917.

Warranty deed conveying to the City of Caldwell a strip of land on Canyon
Hill for road purposes, and executed by F. E. Hunt, Adella A. Hunt, VJ. B. Allison and
011ie W. Allison, reciting a consideration of 4200.00 was presented.
It was voted on motion of Forbes, seconded Dement, that the deed be accepted
and that the Clerk be and hereby is instructed to have the same made of record.
Bill No. 23, by Hayman, entitled, "An Ordinance regulating the speed of

vehicles upon the streets of the City of Caldwell, Canyon Coilnty, Idaho, by amending

Section six immediately following section five thereof and sections seven and eight of
Ordinance No. 255, entitled, 'An Ordinance providing for the regulation of traffic on
the streets, avenues, alleys and public places of the City of Caldwell, Canyon County,
Idaho; providing penalties for the violation thereof; and repealing Ordinances No. 124,
196, and 198 and all ordinances and parts of ordinances in conflict herewith," was read
the first time.
A motion was made by Ackley, seconded Sanberg, that the rules be suspended
and the reading on three separate days be dispensed with, and that Bill No. 23 be read the
second time by title and the third time in full and placed on its final passage. The roll
being called on the motion, the vote resulted:
Ayes - Ackley, Dement, Forbes, Hayman, Sanberg, Ward -6.
Noyes and absent -Nona.
