The Regular Monthly Meeting of the City Council met in the Council Room of the City Hall, with
I the Mayor, Jason C. Smith presiding.-
Upon Roll Call the following Councilmen answered present. Fran Blomquist, L. E. Burrell, Gen
f Cleveland, Emile Shorb, L. P. Eldredge and J. M. Bettis.
Application for Beer License was read from Townsend and Evans, the feeaccompanying the application.:
Chief of Police Judd recommended this License begranted.
Moved by Blomquist, seconded by Burrell this License be granted.
Upon Roll Call it appeared the motion was unanimously carried.

a period of two weeks and recommended license be refunded.

Section III. That said Local Improvement District No. 43 Shall consist of and include all the lots

Section TV. That the estimated cost of said improvements herein provided for is the sum of
$36,009.00.
Section V. That the cost and expense of said Local Improvement District No. 43, and the construction
of said improvement shall be assessed upon the abutting, adjoining, contiguous and adjacent lots ani lands,
and upon the lots and lands benefited, and included in the improvement district formed, each parcel of land '
shall be separately assessed for the debt thereof in proportion to the number of square feet of such lots anJ
lands abutting, a djoining, contiguous and a djacent thereto, or included in the improvement district to the
distance back from such streets and avenues, if platted in blocks to thee enter of the block, if platted in li
lots to the center of the lot, and if not platted to the distance of one hundred twenty -five feet and in pro -
'portion to the benefits derived to such property by said improvement sufficient to cover the total cost and
expense of the work. The cost and expense to be assessed as herein provided for shall include the contract
price of the improvement, engineering and clerical service, advertising, interest upon warrants if issued, and
all legal services for preparing proceedings and advertising in regard thereto. j
Section VI. The resident owners of property w ithin such district subject to assessment, having re-
quested by petition that the cost and expense of the improvement including intersections, be assessed againstq!
all the property in the district in proportion to the benefits derived, it is hereby determined that sixty
per cent of the resident owners of the property vdthin such district, subject to assessments, have signed
said petition, the total cost and expense of all improvements within the intersections in Local Improvement
District No. 43, shall be assessed against all of the property insaid district in proportion to the benefits I 'I
derived from such improvements.
Section VII. The Mayor and Council of the Cityef Caldwell, shall assume and retain full and complete,i
Il l jurisdiction of all construction work necessary to construct said improvement and to do the same by contract
as provided by law. The Committee on Streets together with the City Engineer, shall under the direction of
the Mayor and Council supervise said construction work and see that the same is done in strict accordance
with the plans and specifications provided by the City Engineer and approved by the City Council, and such
contracts as may hereafter be entered into by said City and those to whom the contracts may be awarded after
due notice for bids has been published as required by law.
Section VIII. That all the property owners who may desire to protest against the making of said
'improvements and against the creation of said improvement district, may file such protests against the said

III Mabel Kammeyer, who lives at 1308 Savannah Street in Caldwell, and who ownes
the entire Block 38 in Mountain View Addition is under our Local Improvement
District No. 18.
I am sure that most of you will remember that she was assessed with the entire
block and they did not put theSewer Line through the center of her block but
only across the back .of her property.
This assessment went on the tax roll in 1950 but Mrs. Kammeyer did not make a
payment until December , 1954, as she was trying to reach an agreement with
Mr. Porter for a new assessment. This was reached in and since then she
has paid 3 years and I have charged her the full 10% penalty.
I have been crowding her ,just a little on these payments as she is now 3j
years delimquent and I told her we would not allow that many years delin-
quency.
She would like the 10% penalty released and since we have had no expenses
incurred on this collection, I would like to recommend that this be re-
leased, only up to the present year, so she can bring hertaxes up to date. j
it , This release would amount to approximately $80.00, which would almost pay
one years tax.
I feel this is partly our fault and since she has paid the penalty for the
three years tax, it seems only fair torelease it for three years to sort
of even things up.
I shall appreciate your giving this your consideration.

This letter is inregard to the parking situation that has developed around our business
location, the Flahiff Funeral Chapel located At 624 Cleveland Blvd., Caldwell.
We find that many people working in the downtown area are parking their cars outside
of the area covered by parking meters. We fully realize that this is absolutely necessary
as far as the people are concerned and to enable the meters to do the ,job they are intended
to do.
However, the full day -time parking directly in front of our Chapel creates a problem for
us in that it makes it difficult for people coming to our Chapel to find parking places
that are that are convenient.
We sincerely appreciate the privilege that is oursto reserve parking space on days that
we have a funeral service. Now we would like to be granted the privilege of reserving
at all times for oar chapel quests the parking space in frontof the chapel. ',de would
like to request permission to erect two signs on either end of the space alloted stating
as follows: Reserved for Chapel Guests.
We know that you fully understand that during the time that a family is making funeral
arrangements for a loved one they appreciate every courtesy and convenience that is ex-
tended to them.
We fully realize that special parking area cannot be reserved for every one that would
like to have it. However, we have checked with other Funeral Home operators that were
faced with the same situation andus find that they have been granted this special
privilege by their respective City.
We will appreciate the consideration you give this matter. We sincerely hope that you will

The following letter was read from the City Engineers
I would like to recommend that my departments, Water, Irrigation, Road, Engineering
and Treatment Plant, change to a 44 hour work week starting April 1, 1957. The

attached list of salary changes from an hourly basis to a monthly basis is necessary
to keep these men on ipprmdmately the same salary. A normal month on a 48 hour bases
has 208 hours which at $ 1.10 per hour is $228.80• I have recommended that these be
changed to $230.00 per month.
I talked with George Hammar in regard to changing his departments to a 44 hour basis.
He informs me that his men aracbsirous of this change, but that some way would have
to be worked out to take care of funeral on Saturday afternoons or to eliminate them
on Saturday afternoons. It is understanding from him that the Ordinance would have to
be changed to accomplish the latter.

I would want the Council to understand that the policy on overtime would be a a ithas
been in the past. Overtime would not be paid but would be taken in time off at periods
of time when the progress of the work would not be jeopardized. In the past, I have
left this up to each superintendent to give his time off.
It would be my recommendation that all extra labor be hired at the hourly rate of $1.10
an hour and that it not be changed to a monthly rate until he is ecasideied a permanent
emiloyee.
No action was taken on this recommendation.
