Partial "report of the committee named at mass meeting to investigate con-
ditions pertaining to recent flood in this city caused by the overflowing of Indian
Creek" was read.
Voted, on motion of Farrar, that the report of the 6ommitt;ea be filed.
Voted, on motion of Gartin „ thtit the City Engineer be instructed to make a
survey and plat of the proper channel of Indian Creek, and present the same to the
City Council as early as poesib
A motion was made by Farrar that the City Engineer be authorized to put in a
flush tank at Indian Creek on the alley on Eleventh Avenue between ?4ain and Arthur
Streets, for flushing the sewer in Sewer District No. 1. The roll beong called on
the motion the vote redultedn
Ayes -- Clark, Farrar, Gartin, Harries, Paynter - -5.
Nays - -0. Absent -- Revers. So the motion prevailed.
Voted, on motion of Barrie, that the City Engineer be instructed to notify
the Boise & Interurban Company that they are expected to construct and keep up their
share of the bridge used by them on Tenth Avenue.
Voted, on motion of Farrar, that the City Mayor be Authorized to emplqy
an additional night uatch.

Monday, March 28, 1810. Council met in regular session pursuant to adjourn-
ment with Mayor Gowen presiding and Councilmen Clark, Farrar, Gartin, Paynter, present;

Walter Griffiths appeared before the Council asking that a gutter be added
to the curbing where curbing has been ordered in that both may be put in at the same
time, and that a resolution, be adppted to the end that the streets may be graded and
improved.
The following resolution was introduced by.Clarks
Whereas a uniform system for improving and beautifying the streets, street -
parkings, and sidewalks of the City of Caldwell, has been provided by the City Council,
and property owners are desirous of improving and beautifying their property in
conformity therewith:
NOW, TFAFEFORF, Be it resolved by the Mayor and City Council of the City of
Caldwell.; That in any case where the residents and property owners of any Block in
the City of Caldwell desire to improve theirr property, and will undertake and will ofer
in writing, to grade, seed to grass, set to trees, and improve the street parkings

d eurbinga, in front and along all of the property in sucn nloox in conioruuty
with Ordinance No. 145, approved October 29, 1909, and will haul and deposit on such
street gravel sufficient to gravel the read -way of the same: The City will locate
and designate the lines and grades for the sidewalks, trees, curbs, and parkinga, and
will grade such street and distribute the gravel thereon,

To the Honorable Mayor and Conneil of the City of Caldwell, Idaho
VPs, the undersigned, hereby submit, for your consideration, the following
proposition, to -wits We agree to give the City of Caldwell two acres of land adjoin-
ing that now ownod by the City on Canyon Hill to be used for park purposes only, we
further agree to erect an atarr tower on the said trio acres of not less than
fifty feet in height, and will sell the City five additional acres at a reasonable p
price, The foregoing offer id conditioned that the City of Caldwell will give
the undersigned a right of way for a car line(electric of gas) on the streets and
alloys leading to Canyon Hill that may be dasignated by the undersigned.
Judge Smith on request of the City Council gives his views on the validity
of the paving Bond preceedines, statin& that they were all right and recommended that
the Company which purchased the bonds bd spade to comply with the terms of its bid

at once. Voted, on motion of Farrar that the City Clerk wire S. A. Kean .4 Co.,
that it must comply with its agreement with the City within forty -eight hours or
its check will be presented for collection, and in case the Company failed to comply
that the bonds be readvertised.
Voted, on motion of Farrar, that the City Clerk notify the anion ?eater Peter
Co, that its recent shipment of meters is refused; the reason being that the meterg
were not ordered.
The City Attorney was instructed to draft a building ordinance,

A motion was made by Farrar that hereafter five foot cement crossings shall
be put in to connect cement, walks, crossings to be rounding, The roll being called
on the motion, the vote resulted:
Ayes -- Clark, Farrar., Gartin, Paynter --•4.
Nays--O. Absent-- Devers, Barrie - -2. So the motion prevailed.
Voted, on motion of Farrar that the wood water pipe that is being taken up in
the paving district be sold by the Plater Committee at the best advantage.
The matter of draining the First Ward was referred to the City Engineer to
formulate a plan to drain the same and to present the same to the City Council at
his earliest convenience.
The time having^, passed for the hearing of protests against the creation of Late&
Sewerage, District No.l, the affidavit of publication having been filed, There were
no protests.
Communication from M. M. Robertson relative to curbing his property on
Cleveland Boulevard was read.
Voted, on motion of Farrar, that the Mayor call for bids on the laying of ce-
ment sidewalk before property included in Resolutions No. 27 to 40 inclusive, bids to
be opened Wpril 11, 1910, at 8 p. m.
Report of Assessor read,and action deferred until next meeting.

Communication from Andrew Carnegie relative to flublic Libeary Building asking
that the City pledge a certain amount to the support,of the public library. It was
decided that the City pledge a 2 mill levy.
The Council then adjourned.
