Counoi;. met in adjourned session pursuant to adjournment of March 31, 1930,
with Mayor McConnel presiding, and Councilmen, Bollman, Dickens, Gordon, Johns,
Leighty and, Sandmeyer, present. Absent, none.
owing to the absence of the City Clerk, the Mayor appointed Mr. W. C. Dyer
Acting Clerk and announced that the Council was in session for the consideration of
any business which might lawfully oome before it.
Mr. H. R. Cleaver, representing the Home Lumber & Poal Company, appeared
before tbs Council and requested that the location of the new eleotric light pole
being installed as a part of the improvement in Local Street Improvement District
No. 10, on Kimball Avenue at the Southwesterly corner of Block 89, of Caldwell,
Idaho, be moved back so as not to interfere with the use of the platform scales in
the street belonging to Home Lumber & Coal Company. After discussing the matter it
,was moved by Dickens and seconded by Leighty that the request of Mr. Cleaver be,
taken under advisement. Motion carried.
The Council next took up for consideration the matter of the Local
Improvement Guarantee Fund law as found in Chapter 134, Laws of 1929, of the State
of Idaho. Thereupon Councilman Bollmen introduced Bill No. 12, by Committee on
Streets, entitled;

BY COMMITTEE ON STREETS.
AN ORDINANCE CREATING A FUND TO BE DESIGNATED AS "LOCAL IMPROVEMENT
GUARANTEE FUND NO. 1" FOR THE PORPOSE OF GUARANTEEING TO THE -E %TENT OF SUCH FUND THE
PAYMENT OF BONDS OR WARRANTS, AND INTEREST THEREON, ISSUED CIV OR SUBSEQUENT To MARCH
26, 1930, AGAINST ANY LOCAL IMPROVEMENT DISTRICT IN THE CITY OF CALDWELL, FOR THE
PAYMENT OF LOCAL IMPROVEMENTS THEREIN, PROVIDING SOURCES OF REVEMU FOR SUCH FUND AND
PROVIDING FOR THE ISSUANCE OF WARRANTS AGAINST SAID FUND.
which was read for the first timt, and the Council proceeded to a consideration of
Bill No. 12.
It was moved by Sandmeyer and seconded by Bollman that all rules requiring
the reading of a bill on three separate days be suspended and that Bill No. 12 be
read the second time by title and the third time in full and placed on its final
passage, The Mayor caused the Clerk to call the roll on the motion with the follow-
ing results: Those voting in the affirmative: Bollman, Dickens, Gordon, Johns,
Leighty and Sandmeyer. Those voting in the negative; None. Absent and not voting:
None. The whole number of Councilmen having voted in the affirmative'and in favor
of said motion the Mayor declared the motion had passed by the necessary three_four-
ths'majority and directed the Clerk to read Bill No. 12, the seoond time by title Sod
the third time iii full, section by section. The Clerk read the bill as directed..
The question being "Shsll Bill No. 12, pass?" the Mayor directed the Clerk to oall
the roll which resulted as follows: Those voting in the affirmative: Bollman,
Dickens, Gordon, Johns, Leighty and Sandmeyer. Those voting in the negative: none.
Absent and not voting: none. Thereupon the Mayor declared Bill No. 12, passed
and thereupon the Mayor in open session of the Council duly signed and approved said
bill and the Clerk duly attested the same, which became ordinance No. 479. The
Mayor directed the Clerk to make proper entry of the same and to cause ordinance
No. 479 to be published in the Caldwell News - Tribune, the official newspaper of the
city. I '
Thereupon it was moved by Bollman and Seconded by sandmayer, that the
Council adjourn to reconvene on March 31, 1930, at 8 :00 o'clock p.m. Motion
carried. Thereupon the Council adjourned pursuant to the foregoing motion.

Council met in adjourned session purmu4t to adjournment an March 25,
1930, with Mayor- MoConnel presiding, and Councilman, Bollmnn, Dickens, Gordon, Johns,
Laighty and Sandmeyer, present. Absent, None.
Owing to the absence of the City Clark, the mayor appointed Mr. W. C.
Dyer Acting Clerk and announced that the Council was in session for the consideration
of any business which might lawfully come before it.
This being the date set for opening of all bids called for in Local
Improvement District No. 11, the Clark presented to the Council the Affidavit
of Publication of the Notice of Receiving Bids in Loovi Improvement District No.
11, which affidavit was and is in words and figures as follows, tc -wit:

CALDWELL PUBLISHING COMPANY, publisher of The Caldwell News - Tribune, a semi - weekly
newspaper published at Caldwell, Idaho; that the said paper is in general
circulation in the County aforesaid, and has been for a period of 78 weeks
preceding first publication of this advertisement, a copy of which is attach ®d
hereto, and was published in the regular edition of said The Caldwell News -
Tribune, three consecutive issues beginning with the issue of March 20, 1930
and ending with the issue of March 27, 1930.

Motion carried. it was moved by Gordon and seconded by Bollman that_the Clerk
proceed to open the bide for furnishing the materials and doing the work and
labor for the construction of a drainage system in Local improvement District No.

Thereupon it was moved by Laighty and seconded by Dickens that all

bide for the furnishing of material and labor for the construction of a drainage
eyetam in Local improvement District No. 11, be taken under advisement by the
council and that the same be made a special order of business before the Council
at the regular meeting to be held April 7 1930, at 8:00 o'clock p.m. Motion
carried.
