Mayor Pasley called the meeting to order. 38 The roll call of the Council was called with the following members present: Gamboa, Carter, McCluskey, Williams and Banks. Absent: Dakan. Mayor Pasley read the proposed budget. He stated that the pub- , lished account of the revenue for 1973 had been in error in that the $164,198.63 received from the federal frant for the swimming pool had been inadvertantly left out. He then asked for any comments from the audience. There were none. (BILL NO. 10 - ORDINANCE NO. 1321) Councilwoman Williams sponsored the following Bill No. 9: AN ORDINANCE TERMED THE ANNUAL APPROPRIATION BILL, APPROPRIATING MONEY IN SUCH SUM AND SUMS AS ARE DEEMED NECESSARY TO DEFRAY ALL PROPER EXPENSES AND LIABILITIES OF THE CITY OF CALDWELL, IDAHO, NOT OTHERWISE PROVIDED FOR, FOR THE FISCAL YEAR BEGINNING THE FIRST DAY OF JANUARY, 1974, PURSUANT TO THE PROVISIONS OF SECTION 50 -1003, IDAHO CODE. MOVED BY Williams, SECONDED BY McCluskey to suspend the rule re- quiring the reading of a bill three separate days and that Bill No. 9 be read the second time by title and the third time in full, section by section. The Mayor called for a roll call vote. Members of the Council voting Yes: Williams, Banks, Gamboa, Dakan, Carter and McCluskey. No: None. Absent and not voting: None. MOTION CARRIED MOVED BY Williams, SECONDED BY McCluskey that Bill No. 9 pass and be entitled Ordinance No. 1321. The Mayor called for a roll call vote. Members of the Council voting Yes: Williams, Banks, Gamboa, Dakan, Carter and McCluskey. No: None. Absent and not voting: None. MOTION CARRIED In response to question from Robert Lamb regarding the increase in sewer budgeting, Mayor Pasley stated that through EDA the City had received a $211,500.00 grant for sewer and water line extensions and the drilling of a new well. He explained that under the law the entire expense had to be budgeted, this being equal amounts for the city and federal government for a total of $423,000.00 (EDA PAYMENT - Allowed) MOVED BY McCluskey, SECONDED BY Banks to allow the payment of $622.52 to the Idaho Oregon Regional Planning & Development Assoc- iation for the 1974 -75 dues. MOTION CARRIED (NEW AIRPORT PROGRESS REPORT) Councilman McCluskey reported that the City had received site approval for the new airport and that the environmental statement had passed both locally and regionally and was in Washington D.C. for further action.
