Tuesday afternoon, 5 o'clock, March 1n, 1910. Council met in regular sesicn
pursuant to adjournment to adjourmment with President of the Council Clark presiding
and Councilmen Farrar, Gartin, Harris, Payhter, present. Shorb, Clerk.
- Bill No. 39; entitled, "An Ordinance declaring it unlawful for any person,
persona or association of persona to run any portable ob stationary stand on any of
the streets or alleys of the City of Caldwell, Idaho, within the boundaries of
Local Improvement District No.l in said city from which lunches, peanuts, popcorn,
candies etc, are sold, providing a panalty for the violation thf.thfs ordinance,
and repealing all ordinances in conflict with this ordinance ", was read the first time.
A motion was made by Gartin that the rules be suspended and that the readings
on three separate days be dispended with and that Bill No. 39 be read the sechnd
time by title and the third time in full and placed on its final passage. The roll
being called on the resolution, the vote resultede
Ayes -- Clark, Farrar, Gartin, Harrie, Paynter - -5.
Nays - -0. Abaent-- Devera. So the motion prevailed.

Bill No. 39 read third time in full and placed on its final passage. On
the question, Shall Bill Yo. 39 pass? the roll being called, the vote resultedo
Ayes -- Clark, Farrar, Gartin, Harris, Paynter - -5.
Nays - -0. Absent-- Devers. So Bill No. 39 passed becoming Ordinance No. 156.
Voted, on motion of Gartin that Council adjourn until Monday evening at B o
o'clock, March 21, 1910.

Monday, March 21, 1910. Council rpet in regular session pursuant to adjourn-
ment with Mayor Gowen presiding, and Councilmen Clark, Farrar, Gartin, Harris, Poynter,
present; Shorb, Clerk.
Mrs. Stone addressed the Council relative to city parka and sanitation.
Voted, on motion of Clark that the Sanitary 9ommittee in connection with the
City Attorney, prepare a garbage ordinance and present the same at the next meeting.
Voted, on motion of Clark that the matter of parking and improving the
City Hall grounds be referred to a committee consisting of the Mayor and City
Engineer.

Voted, on motion of Farrar, that the City Engineer prepare the plane and
estimates and the City Attorney prepare the necessary ordinances and resolutions to
organize a sewer district in the first ward north of Denver Street and east of Twelfth
Avenue.

Letter from J. E. Riddle with respect to sidewalk grades and grading and im-
proving streets on Washington Heights was Pead.
Partial "repoft of the committee named at mass meeting to investigate con-
ditions pertaining to recent flood in this city caused by the overflowing of Indian
Creek" was read.
Voters, on motion of Farrar, that the report of the committee be filed,

survey and plat of the proper channel of Indian Creek, and present the same to the
City CounCil as early as possib
A motion was made by Farrar that the City Engineer be authorized to put in a
flush tank at Indian Creek on the alley on Fl"venth Avenue between Plain and Arthur
9treete, for flushing the sewer in Sewer District No. 1. The roll beong called on
the motion the vote redultedt

Voted, on motion of Harris, that the City Engineer be instructed to notify
the Boise & Interurban Company that they are expected to construct and keep up their
share of ti bridge used by them on Tenth Avenue.
Voted, on motion of Farrar, that the City Mayor be Authorised to employ
an additional night watch.

Walter Griffiths appeared before the Council asking that a gutter be added
to the curbing where curbing has been ordered in that both may be put in at the same
time, and that a resolution_be adppted to the end that the streets may be graded and
improved.
