WORKSHOP FOR THE PURPOSE OF PRESENTING RESULTS AND FINDINGS FROM THE
LAST YEAR'S WORTH OF WORK THAT HAS TAKEN PLACE BY BOTH THE CORE AREA
STEERING COMMITTEE AND THE MASTER FRAMEWORK PLAN SUBCOMMITTEE.
The Roll of the City Council was called by the Council President with the following members present:
Blacker, Hopper, Callsen, and Sobba. Those absent: Mayor Nancolas, Oates, and Dakan.
Randy Million, Chairman of the Core Steering Committee, presented information concerning the
committee's work on the Master Framework Plan.
Representatives from CSHQA presented a PowerPoint presentation concerning the design elements of the
Master Framework Plan.
Rem Fox, Master Framework Plan Subcommittee Member, presented a report concerning future
recommendations to implement the Master Framework Plan and voiced concerns he has heard from the
community regarding their perception of the downtown area. He noted that Council Members will be
receiving a hard copy and CD of the plan for their review in the near future.

REGULAR SESSION
MARCH 15, 2010
7:05 P.M.
The Council President reported that a City Council Workshop was conducted at 6:00 p.m. for the purpose
of presenting information from the Core Area Committee and the Master Framework Plan Subcommittee.
No decisions were made or action taken.
The Council President asked that everyone stand for the invocation lead by Pastor Dick Shaw of the
Caldwell First Baptist Church and remain standing for the Pledge of Allegiance to the Flag.
The Roll of the City Council was called with the following members present: Council President Blacker,
Hopper, Callsen and Sobba. Those absent: Mayor Nancolas, Dakan, and Oates.
The Council President explained that Mayor Nancolas and Councilman Oates were attending the National
League of Cities Conference in Washington, D.C. along with several members of the Mayor's Youth
Advisory Council.
SPECIAL PRESENTATIONS
The Council President acknowledged Javier Guzman as Employee of the Month for January 2010. Mr.
Guzman was awarded a plaque and gift certificate.
Ken Baker, 749 North Pierce Park, Boise, representing the Association of Idaho Cities presented
information regarding the 2009 International Energy Conservation Code in relation to Governor
Otter's certification of 90% compliance and the value of HVAC enforcement.
Brenda Cameron, 16756 Deer Flat Road, Executive Director of Advocate's Against Family Violence
and Director of Hope's Door, expressed her appreciation to Council for the opportunity to present
information about the organization. Ms. Cameron introduced Andy Meacham, Board President, and
Stephanie Larson, Development Coordinator for the corporation. Ms. Cameron outlined the progress
of numerous programs associated with Advocate's Against Family Violence using a PowerPoint
presentation. She noted that the construction of the transitional housing facility, Hope Plaza, will
begin around the first week of April 2010. This facility is approximately a seven (7) million dollar
project and funding has been secured from IHFA in the amount of $5.9 along with a construction loan
for the balance. The facility will include a daycare center, a supervised visitation center, meeting
rooms, classrooms, and a fitness room. She revealed plans for the Hope Family Shelter noting that the
current Hope's Door Shelter has been at near capacity since its opening. The Hope Crisis Nursery
Center will be modeled after the Vanessa Behan Crisis Nursery located in Spokane, Washington. She
requested support from the City of Caldwell regarding ongoing projects with Advocates Against
Family Violence.
Councilman Hopper expressed his appreciation for Brenda Cameron's leadership and the significant
affect that Advocate's Against Family Violence has had within the community.
Snake River Scenic Byway Grant:
Brian Billingsley gave a brief presentation concerning the Snake River Scenic Byway Grant
Opportunity. He reported that a recent determination from Idaho Transportation Department would
allow for the ITD grant to be matched by in -kind services conducted by local government staff or

those volunteering with the project. Due to this ruling, he noted that the "kiosk" could possibly be
constructed without additional funds being appropriated from the City towards this project.
Private entities such as CEDC, the Wine Commission, and the Chamber of Commerce have pledged
their support in seeing this project take place. In response to questions from Councilman Callsen, Mr.
Billingsley reported that the kiosk panels could be changed from time to time. Mr. Billingsley stated
that he will continue to pursue the application process.
ADDITIONS OR DELETIONS TO THE AGENDA
MOVED by Hopper, SECONDED by Callsen to add Item 4(a) under New Business to read:
"Consider Resolution authorizing the execution of the `Document Imaging System Responsibility
Agreement' between the City of Caldwell and United Micro Data, Inc. for implementation of the
LaserFiche electronic document management solutions system." Councilman Hopper noted that the
reason for the amendment request is based on the fact that the contract is a time - sensitive document
expiring on February 16, 2010.
Those voting yes: unanimous.

AUDIENCE PARTICIPATION
Fernando Juarez, 995 North Palo Alto Place, Orange, CA asked for a Council Member to visit Faith
Landing to view his concerns regarding this development. Councilman Hopper volunteered to meet
Mr. Juarez on site and tour his complex.
Dr. Richard Roberge of 2021 Farmway Road presented a petition for construction of a roundabout at
the intersection of Centennial Boulevard /Simplot Boulevard/Cleveland Boulevard/Blaine Street. Mr.
Orton noted that this issue has been discussed with Idaho Transport Department (ITD) in the past since
Simplot Boulevard's ownership is with the State of Idaho. Mr. Orton will forward to petition to the
appropriate source at ITD.
CONSENT CALENDAR:
The Council President presented the following items on the Consent Calendar for approval by
Members of the City Council:
1. Approve acceptance of the minutes from the Special City Council Meeting held on February 25,
2010; the Regular City Council Meeting held on March 1, 2010; the Caldwell Historic Preservation
Commission Meeting held on January 25, 2010; the Caldwell Planning and Zoning Commission
Meeting held on February 9, 2010; and the Caldwell City Traffic Commission Meeting held on
February 22, 2010;
2. Approve Order of Decision for Case No. SUB- 122(E) -05 (Cirrus Pointe time extension);
3. Approve Resolution No. 35 -10 authorizing the waiver of annexation fees in the amount of $1,372.05
for annexation of Tax Parcel No. R35861;
4. Approve Resolution No. 36 -10 accepting a Deferral Agreement for Public Improvement
Construction from Gene Dillon for the purpose of temporarily deferring public improvements at
2601 Hillcrest Lane;
5. Approve Resolution No. 37 -10 approving the Award of Bid to Kimley -Horn Consulting Engineers
for Administrative Services for AIP 22 at the Caldwell Industrial Airport in the amount of $12,105;
6. Approve Resolution No. 38 -10 authorizing the execution of a contract with J.B. Roofing in the
amount of $22,733 as the lowest bidder for services to re -roof Caldwell Fire Station #1;
7. Accept the resignation letter from Betty Tollman resigning as a Caldwell Planning and Zoning
Commissioner effective immediately;
8. Approve appointment of Ed Doty - Pomoransky as a regular member of the Caldwell Planning and
Zoning Commissioner, rather than an alternate, to complete the remainder of Betty Tollman's term
ending 12 -31 -2010;
9. Approve findings concerning the PAL Center located at 315 North 5 Avenue, set an opening bid
amount for the property, set the public hearing date for April 12, 2010, and set the public auction
date for May 3, 2010.

SUPERSEDES AND REPLACES THE ZONING MAP ADOPTED BY CALDWELL CITY
COUNCIL ON MARCH 2, 2009)

The Council President asked the City Clerk to swear in those who would be giving public testimony.
Brian Billingsley, 621 Cleveland Blvd., presented the staff report and outlined the facts as written. He
noted that the City had one annexation, one de- annexation and four rezones within 2009. The
annexation involved one acre of land and the de- annexation eliminated an acre and one -half of land from
the City Limits. Due to this action, the City actually shrunk by one -half acre in size. The Planning &
Zoning recommended approval of the map as presented.
MOVED by Hopper, SECONDED by Callsen to close the public testimony portion of the hearing.
Those voting yes: unanimous.

(PRESENTATION BY JOHN CARVER AND JOHN LAMM CONCERNING THE STATE 457
DEFERRED COMPENSATION PLAN)
Monica Jones, Human Resources Director at 411 Blaine Street, gave a brief history of the City's desire
to provide an option to City employees to be involved in the 457 Plan as a voluntary /supplemental
retirement program. She noted that there is no administrative fee associated with the plan. Currently six
employees participate in the ING plan, which does have an administrative fee. The City will cease the
ING program and notify those employees accordingly to give them adequate time to stop direct deposits
to that fund and start participating in the 457 Plan.

John Carver and John Lam of the State of Idaho Deferred Compensation Plan located at 802 W.
Bannock, Suite 206, Boise, presented information concerning the 457 Plan. Mr. Lam stated that the
State of Idaho adopted this plan by State Code Section 95 -513 in 1977, which allows public employees
to set money aside for retirement on a pre -tax basis. In February 2009, the plan was expanded to allow
participation from all public entities as they adopt the State plan. The plan is a non - annuity program
with a 0.00% administrative fee with no commissions, no transaction fees, and no -sales loads. He noted
that Canyon County recently adopted the plan as well as other municipalities with the State. There is no
cost to the City to adopt the plan. Those who are involved in alternate programs may usually transfer
funds without a surrender penalty, depending on the type of investment program.
In response to questions from Councilman Hopper, Mr. Lam explained the investment vehicles under the
457 Plan. He noted that there are a variety of mutual fund options or a fixed account option (for those
who do not wish to participate in the mutual fund market). The third party administrator is Nationwide
Retirement Solutions. They are conservative Midwestem insurance company that has not taken TARP
money or govemment funds. Their capital position is very strong.
Ms. Jones confirmed that she will sit down with each employee currently involved in the ING program
and explain that the plan is changing. Employees can make arrangements with ING to invest without
doing a payroll deduction if they desire. Payroll contributions to the ING plan are scheduled to stop by
May 1, 2010.

COMPENSATION PLAN FOR FULL -TIME CITY OF CALDWELL EMPLOYEES AND SET
AN EFFECTIVE DATE OF MAY 1, 2010)
MOVED by Hopper, SECONDED by Callsen to approve Resolution No. 40 -10 adopting the State 457
Deferred Compensation Plan and setting an effective date of May 1, 2010.

THE LASERFICHE ELECTRONIC DOCUMENT MANAGEMENT SOLUTIONS SYSTEM)
Councilman Hopper noted that these type of items are typically placed on the Consent Calendar,
however, since this was an amended agenda item, it was placed under New Business to allow Council
Members time to review the document and discuss the item as needed.

execution of the Document Imaging System Responsibility Agreement with United Micro Data, Inc.

Councilman Callsen reported that the Finance Committee has reviewed current accounts payable in the
amount of $910,646.81 for the pay period ending March 10, 2010 and a net payroll in the amount of
$270,531.69 for the pay period ending February 27, 2010.
MOVED by Callsen, SECONDED by Hopper that accounts payable in the amount of $910,646.81
represented by check numbers 67066 through 67397 and the total payroll in the amount of $270,531.69
presented by check numbers 19252 through 19313 and direct deposits be accepted, payments
approved, and vouchers filed in the Office of the City Clerk.
