The Council met pursuant to call and acknowledgement of notice in the following form:
We, the undersigned Mayor and Members of the City Council of the City Council of Caldwell, Idaho,
do hereby acknowledge notice of a special Meeting of the said City Council to be held in the Council Chamber
in the City Hall of Caldwell, Idaho, at the hour of 8;00 P.M. on the 15th day of March, 1972, for the trans-
action of all business in connection with the following object: Consideration of a Resolution e &lling .a - public meeting for the purpose of granting a public hearing before the appropriation bill shall be passed by
the Mayor and Council.
Upon Roll Call, the following Councilmen answered present: Alfred H. McCluskey, C. A. 12 rhet"
Davenport, Joe Camboa, James R. Dskan, Lester E. Carter and Charles C. Banks. Absent: None.
Presentation of Resolution setting hearing date
Mayor Carpenter stated the purpose of this Special Meeting was for the consideration of a Resolu-
tion estimating the probable amount of money necessary for all purposes for which an appropriation must be
made and containing a statement of the total revenue for the previous fiscal year. He pointed out that mat
erial had been placed before each of the Councilmen, consisting of budget comparison sheets which had been
reviewed by them on a previous evening and explained that those changes reommended by them at that time had
been made and were reflected in the copies presented for this meeting. Mayor Carpenter added in that this
budget did cobtain an amount of $380,000.00 for the proposed swimming pool construction and would miticipat
about $53,000.00 increase in taxes this year. The Mayor said tht he would try to answer ary of the questia
the Councilmen might have concerning the proposed budget. He further commented in that comparing this year
budget with last year's budget, he had found that the increases in many of the departments were not substan
tially more than for the previous year; however, there had been a larger amount in Accounts Receivable on
December 31, 1970 than on December 31, 1971 which made quite a difference in the amount of money available
for this year's appropriation. Councilman Dakan inquired concerning an increase in salaries as reflected ii
the budget for the Mayor and Council, which he said was approximately $621.00.
Mayor Carpenter answered in that the only thing involved here was a 5 -112% raise forhis secretary
as had been approved for other City employees, excepting Fireman whose salaries would be provided for tinder
separate agreement; plus the additional contribution for the fringe benefits. This was discussed, and it
was agreed that the amount would be re- examined.
Councilman Dakan then referred to the $13,000.00 cut on the ommbined Swimming Pool and Recreation
budget. He stated that out of $25,000.00 budgeted the previous year, leaving $11,000.00 in the present bud
get and adding another approximate amount of $2,500.00 to get a program going for senion citizens, adults
and children for nine months of the year, was not an unreasonable request. He said that he didn't think
the Council should eliminate that program when the people involved had worked so hard, and he felt a lot of
consideration was put into the request to cut it down from $15,000.00 a year for a full -time director and
supplies to a $2,500.00 reauest. Councilman Dakan also mentioned that the Recreation Board was going to

administrate the program and Mr. Derrell Deide was going to handle most of the details.
Mayor Carpenter stated that he had no objections to leaving this amount in the budget; although he
thought the Council had agreed that this was an area where this amount of money could be eliminated in arriv
Log at a balance for the budget. Councilman Dakan pointed out that this was nine months worth of work, and
is didn't think the City would ever hire anybody for less than that; and also stated that he was sorry he
wadn't been aware of this at the previous meeting. After some further discussion, it was agreed that this
amount of money should be placed back into the proposed appropriation.
Councilman Gamboa inquired concerning the salaries for the airport, and Mayor Carpenter explained
that this amount had been provided to take care of any salary expenses incurred by the Street Department, by
the Sanitation Department, or other City Departments, in any work that they might perform during the year at
the airport.

CALWLL, I11AHO FOR THE PURPOSE OF GRANTING A PUBLIC HEARING PURSUANT TO SECTION 50 -1002, IDAHO COIlE, BEFORE
THE APPROPRIATION BILLFRCVIDED FOR IN SAID SECTION SHALL HE PASSED BY THE MAYOR AND COUNCIL OF THE CITY OF
CALDWELL, IDAHO: A COPY OF THE ESTIMATE OF THE PROPOSED APPROPRIATION BILL BEING FULLY SET FORTH AT LENGTH
UPON THE MINUTES OF A MEETING OF THE MAYOR AND COUNCIL OF THE CITY OF CALDWELL, IDAHO HELD ON MARCH 15, 1972
WHEREAS, at a meeting of the Mayor and City Council of the City of Caldwell, Idaho, held on the
15th day of March, 1972, an estimate of probable amount of money necessary for all purposes to be raised in
the City of Caldwell, Idaho, during the fiscal year beginning January 1, 1972, and ending December 312 1972;
itemizing and classifying the different objects and branches of expenditures as near as may be with the stat
ment of the entire revenue of said City for the previous fiscal year, was submitted to the said Mayor and Ci
Council by the Finance Committee and which said estimate was entered at length upon the minutes of said meet
ing of the Mayor and City Council; and
I-MERFAS, said Mayor and City Council desire that proper resolution be drawn granting and fixing
the time for a public meeting for hearing protests against said proposed appropriation bill and give due
notice thereof;
NOW, THEREFORE, BE IT RESOLVED By the Mayor and City Council of the City of Caldwell, Idaho:
Section 1. That the Mayor and City Council of the City of Caldwell, Idaho, have prepared a budget,
estimating the probable amount necessary for all purposes for which an appropriation is to be made, inoludir4
interest and principal due on the bonded debt and sinking fund, for the fiscal year beginning January 1, 1973
and ending December 31, 1972; itemizing and classifying the proposed expenditures by department, fund or ser-
vice, as nearly as may be practicable, and as more fully shown by the estimate of expenditures of the City
of Caldwell, Idaho.
Section 2. That before the passage of said appropriation bill and before levy is made, public
hearing be granted, and that said public hearing upon said estimate and proposed appropriation bill is here-
by called and ordered to be held at the City Hall of: said City at the hour of 8:00 o'clock P.M. on the 28th
of March, 1972.
Section 3. That notice of said meeting and public hearing shall be given by at least too publica-
tions in the News- Tribune, a daily newspaper published in the City of Caldwell, Idaho, which said notice steal
be printed in the Saturday issues thereof on March 18, and March 25, 1972; which said notice shall be subatan
tially in the following form:

mate of probable amount of money necessary for all purposes to be raised in the City of Caldwell, Idaho, dur-
ing the fiscal year beginning January 1, 1972, at a meeting duly and regularly called and held in the City of
Caldwell, Idaho, on the 15th day of March, 1972; itemizing and classifying the different objects and V
of expenditures as near as may be, and as fully set -out in the estimate of expenditures of the City of

Caldwell, Idaho, for the fiscal year beginning January 1, 1972, duly adopted, passed and so
proved by the
Mayor and Council at said meeting of March 15th, 1972, and appearing in the minutes of said meeting, held on
said date; and it being desired by said Mayor and Council of the City of Caldwell, Idaho, that a public meet
T ing for hearing to be held in accordance with Section 50 -1002 Idaho Code.
NOTICE IS HEREBY GIVEN: That a public meeting and hearing Is hereby granted on said appropriation
bill to be held at the City Hall in the City of Caldwell, Canyon County, Idaho, at the hour of 8;00 o'clock
P.M. on the 28th day of March, 1972.

Section 4. That said Notice shall be the same as hereby ordered and that the City Clerk of the
City of Caldwell, Idaho, is hereby ordered, authorized and directed to cause said notice to be published as
hereinbefore mentioned and procure proof of said publication.
The motion for passage was seconded by Councilman Hanks. A roll call vote was called for when the
follovinr Councilmen voted in the affirmative: Davenport, Gamboa, Dakan, Carter, Banks and McCluskey. Neg-
ative votes: None. Absent, and not voting: None. Mayor Carpenter declared that Resolution No. 11 had
passed.

Discussion of proposed appropriation and revenues relative to 1973
With reference to the budgeting process a year from now, Councilman Gamboa spoke with respect to
some consideration for establishing a procedure to allow longevity pay for City Employees, and referred to
the problems encountered in the General Fund and Fire Fund this year. He then inquired of the City Clerk
and Finance Director if this situation would be the same next year.
John Fnglehart answered in that the Council must keep in mind that the revenues for this Fiscal
year were estimates and said that the financial situation at the close of this year would greatly depend on
how accurate those estimates were by Fund and would depend on whether or not the appropriations for each
Flmd (when approved) were actually expended in total during the year; that, if the estimates of revenue were
accurate, if the funds appropriated were expended, and if the budget requests reflected approximately the
same increases another year, then the City was again going to be faced with a similar situation in financin

unless there was some other source of revenue, or, some steps taken this year to increase existing revenues
from the present sources.
Mayor Carpenter told the Council that he had noticed where the City of Lewiston had set up a
license fee for businesses based upon the number of persons employed by each business, and he said they wo
surprised that the City of Caldwell didn't have this.
After some further discussion, it appeared that the Council was in agreement that the charges
presently being made by the City should be revised.

Some further discussion followed with respect to the assessments being considered for the propose
Local Improvement District in the downtown area, and the City property next to the Fire Station present ],y
leased to Mr. Dobbs wa also discussed. No further action was taken at this time.
There being no further business to come before the Council at this meeting, it was moved by
Councilman Carter, seconded by Councilman Gamboa, that the meeting adjourn. A vote was taken, and the
motion carried. The meeting adjoured at 9:10 P.M.
