Page 69 The Roll of the City Council was called with the following members present: McCluskey, Olesen, Williams, Raymond, Hopper, and Bauman. Absent: none. (REQUEST TO BID - WELL #11 PUMP HOUSE. - AIRPORT) Finance Director read the following memo `of. request to the City Council: The Finance Director respectfully requests permission to bid a pump house to be located at Well No. 11 at the Caldwell Industrial Airport. In asmuch as this project is fur.4ed by grant, or loan, through EDA, it is.not budgeted as a line item in the City of Caldwell budget. MOVED by Raymond, SECONDED by Bauman that permission be given to the Finance Director to bid a pump house to be located at Well No. 11 at the Caldwell Industrial Airport. Roll call vote. Those voting yes: Raymond, Hopper, Bauman, McCluskey, Olesen, and Williams. Those voting no: none. Absent and not voting: none. MOTION CARRIED (RESOLUTION NO. 19 -78 - G. J. SPRUTE) Mr. Horan explained that some time ago approval was given by Resolution to have G. J. Sprute to do the concept on Jefferson Junior High School. The contract had to be redone due to a feasibility statement that had to be included. The Resolution was ready by title only: RESOLUTION AUTHORIZING MAYOR AND CITY CLERK TO EXECUTE AGREEMENT WITH G. J. SPRUTE AND COMPANY FOR THE DESIGN OF JEFFERSON JUNIOR HIGH SCHOOL. MOVED by McCluskey, SECONDED by Bauman that Resolution No. 19 -78 be passed. Roll call vote. Those voting yes: McCluskey, Olesen, Williams, Raymond, Hopper, and Bauman. Those voting no: none. Absent and not voting: none. MOTION CARRIED (CLAIM DUE TO SPRAYING AT CITY PARK) Councilwoman Williams'explained that she had a complaint from a Lynda Harrison who worked at a Beauty Shop near the City Park. When the City crews were spraying, they unintentionally sprayed her car_ She was quite upset as it was a brand new car. Mrs. Harrison had contacted Rick from the Parks Department and he had told her to take the car to the Town and Country to be washed and waxed. Council- woman Williams was now inquiring as to whether the Parks Department had the authority to do this. She now had an appointment at the Town and Country for the next morning and they would not do the work until some word had been given from the City of Caldwell stating that they would pay the bill. Much discussion followed regarding the pros and cons of paying for this bill. Book 19 Page 70 MOVED by McCluskey, SECONDED by Olesen that approval be given for Lynda Harrison to have her car washed and waxed at the Town and Country and that the Mayor check with the City Attorney regarding any legal responsibilities of the City of Caldwell in the future. Roll call vote. Those voting yes: McCluskey, Olesen, Williams, Raymond, Hopper, and - Bauman. Those - voting no: none. Absent and not voting: none.' MOTION.. CARRIED The Mayor agreed.t'o Mrs. Harrison know of the Council's decision. (CLAIM LETTER - RAY LINK). The Mayor then read a letter received on March 13th from Ray Link of 3410 South Montana: On February 15, 1978, my wife, Barbara, caught her heel in a loose loop in the carpet in the City Library, fell and broke her hip.. Putting her back together again entailed the following costs so far: Bone surgeon's services $906.00 Assistant to surgeon 225.70 Hospital expense for 7 days 2,208.80 Total 3,340.50 Medicare will; of course, pay a 'goodly portion of this. We would appreciate it if the City's liability insurance took care of the balance. Would you please ask your insurance carrier to contact us for details. /s/ Ray Link MOVED by McCluskey', SECONDED by Bauman.to deny this claim and turn it over to the Insurance Carrier. MOTION CARRIED (LETTER REGARDING, MEETING TO DISCUSS PROPOSED HOUSING ON CANYON HILL) The Mayor also read a letter to-the City Council from Lynda Kreizenbeck informing them that the residents of Canyon Bill were planning to hold a meeting Wednesday, March 15, at 7:30 p.m. at 916 Teton. There was a rumor that Gary Lasher, the new owner of this plat, was planning to improve the property with homes that would appeal to lower income families. They were not in favor of this as there was already areas on Canyon, Hill developed in this manner. A letter was also sent to Mr. Lasher inviting him to the meeting and they were, also inviting members of the City Council. Mr., Lewis, City Engineer, pointed out that the City had no control over types of housing. -- There being no further business, the meeting was adjourned at 12:30P..
