Council met in regular session pursuant to adjournment with Mayor Gowen presiding and Counoilmen C1ark,.Farrar, Gartin, Harris, Paynter, present; Shorb, Clerk. Resolution No. 43 by Clark, "providing for the construction of a curb along certain streets and avenues and in front of certain lots and blocks in the. city of Caldwell, Idaho, and providing for the payment of such construction by an assessment laried'and assessed against the property fronting and abutting on said curb ", was read. The roll being called on the passage. of the resolution, the vote resulteds Ayes -- Clark, Farrar, Gartin, Harris, Paynter - -5. Nays - -0. Absent =- Aavers. . 90 the resolution passed. Resolution No.44, by Clark, "providing for the construction of a curb along certain streets and avenues and in front of certain lots and blocks in the City of Baldwell, Idaho, and providing'for the payment of such construction by an assessment levied and assessed against the property fronting abd abutting on said curb ", was read. The roll being called on the passage of the resolution, the vote resulted= Ayes -- Clark, Farrar, Gartini Barrie, Paynter--5. Nays - -C. Absent-- Devers. 90 the resolution passed. A motion was made by Farrar that the Kimball Avenue bridge be extended be placing the new span on the south aide of the span, The roll being called on the motion the vote resultedi Ayes -- Farrar, Harris, Paynter - -3. Nays - -Clark and Curtin. Absent- -Devers. So the motion was lost. Voted, on motion of Farrar that the bridge be extended along the south side and that a row of piling be driven from the south corner of the bridge angling easterly tp the curb on Blaine Steeet and along the curb line, a sufficient distance to protect the bridge. O'Conner addressed the Council relative to the matter of issuing General Expense Wasrants to his corip:ny, the James Kennedy Construction Co. in lieu of Sewer Warrants now held by them, amounting to 418,000.00 The matter of considering parks was made a special order Bor Monday, March 81, 1910. Voted, on motion of Clark, that the City Treasurer be and gereby is Instructed to call Paving Warrants to the extent of 5 per cent of money in the Pavingr.Fund. I m 114 NOTICE IS HEREBY GIVEN by the Mayoe and City Council of the City of Caldwell I daho, that the said Mayor and Council intend to issue, negotiate and sell negotiabl'a oupon bonds of said city to the amount of $50,000.00 for the purpose of extending and improaing the water works system of said. • Said bonds are to be issued in denominations of $1000.00 each, and will bear interest at the rate of five per cent per annum, said interest to be paid on the first days of January- and July of each year, at the office of the City Treasurer of the City of Caldwell, Idaho, or at the Chase National Bank of New York City, State of New York, at the option of the holder of the interest coupons. The principal of said bonds is to be paid at the. office of the City Treasurer odt *•l^ Caldwell, Idaho. Said bonds shall be payable twenty (tears from date, redeemable in their numerical order, at the option of the City at any time after the expiration of ten years from date. Both principal and interest of said bonds will be payable in united States gold coin. The bids for the purchase of said bonds must be scaled and addressed to the Mayor and.Couneil of Caldwell, Idaho, and filed with.the City Clerk. Bide will be feceived until 12 o'clock, noon, of Monday, April, 18, 1910. Said bide.will be opened by the Mayor and Council of said city on April 16, 1810, at 8 o'clock p. m, at the City Hall, Caldwell, Idaho. Said bonds drill not be sold for lees than face and accrued interest at the time of delivery, and no bid will be condidered.which specifies a higher rate of interest than five per cent per annum. Each bid must be accompanied by a certified check to the amount of five per cent of the amount bid, payable to the City of Caldwell, Idaho. Said bEds may be for the whole amount of the bonds to be issued or fur a portion thereof at the option of the bidder, and the City reserves the right to reject any or all bids and to make allotments of the bonds that shall be deemed for the beet interests of the City. The issue of bonds herein specified is authorized by the laws of the State of Idaho, and the ordinances and resolutions of said city. Sealed bide for labor and material for the improvement and extension of the water works system for the City of Caldwell, Idaho, will be received at the office of the City Clerk on Tuesday, April 19, 1910, up to six o'clock p. m. and publicly opened at 8 o'clock p. m. Plans and specifications are now on file at the office of the City (`lerkhpOaldwell, Idaho, and can be procured from the City Engineer, Caldwell, Idaho, by a deposit of $15.00 to insure their return. Workrineludediin this contract consists of the driving of two deep wells erection of pump house, furnishing and inatallidg of pumps, erection of 500000 gallon standpipe, furnishing and laying of wood and steel pipe and fittings. Total estimate $650,000.00. Each bid for labor to be performed and material to be furnished must be accompanied by a certified check on some bank in the City of Caldwell for five per cent of the amount of the bid, payable to the City of Caldwell as a guarantee for entering into a contract with the City for the wotk to be done or the material to be furnished by them. Contractors for work to be performed in Caldwell will be required to furnish a satisfactory bond Ill the sum of 304 of the amount of their bia as a guarantee for the completion of the 0 III f': 6� 191! contract. The Sul The Street Committee was instructed to investigate tha matter of the Citys p owning and operating a the factory. Voted, on motion of that the following transfer of Funds be madee That the 1 sidewalk fund be abolished and the money in that fund be transferred to the General Fund; that the Nuisance Fund be abolished and that the money in that fund be transferred to the Road Fund; that $473.85 be taken from the Warrant Redemption Fund and placed into a fund to be styled the Funding Bond Sinking Find; and that $1420.55 be taken from the Warraat Redemption Fund and that the same be placed in a fund to be styled Paving Bond Sinking Fund and that the remainder of the moneys in said fund be equally divided between the General and Road Funds. Voted, on motion of Paynter tliat the Finance Committee check up the Assessor. 01111 r The Mayor appointed Mrs. Florence Philpot and Dr. W. C. Stalker members of the library committee for terms of three years. Voted, on motion of Clark, that the appointments be confirmed. The Mayor as special committee to investigate the condition of the city ,jail reported the same in an unsanitary condition and redommended that the same be torn down. As some doubt was expressed as to the manner of heating the City Hall without using the furnace room under the City ,jail the matter wan, on motion of Farrar referred to the City Engineer. The Mayor reported that he had not been able to determine on satisfactory fire escapee for the CiPy Ilall, Voted, on motion of Clark that the Council adjourn until Tuesday afternoon at 5 o'clock, March 15, 1910. i
