SPECIAL MEETING
March 12, 1980
7:30 p.m.
The Special Meeting was called to order by Mayor Pasley.
The Roll of the City Council was called with the following members
present: McCluskey, Hopper, and Carter. Absent: Betts, Williams,
and Raymond.
(PUBLIC HEARING AS REQUESTED BY THE DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT)
The Mayor stated that this meeting was called at the request of
the Department of Housing and Urban Development. The City had a
letter from H.U.D. dated January 7, 1980, in which one paragraph
said that it was noted that the City's participation meetings were
not held at a time when employed low income persons could attend.
Citizens need to be given this opportunity at a time convenient for
these persons. The law says that ten day's prior notice of these
public hearing meetings will be given by publication in easily
readable type in the nonlegal section of the News Tribune. Such
notices shall indicate the date, time, and place of the hearings
and the procedure and topics to be considered. This notice was
run twice which the Mayor read as follows: "Two Public Hearings
will be held March 11th and 12th at the Caldwell City Hall for the
City of Caldwell for the purpose of obtaining input from the
community on a proposed application to the Department of Housing
and Urban Development for partial funding on a'sewer line extension
along Cleveland Boulevard. The Meeting will be at 7:30 p.m. in
the Council Chambers in City Hall at 704 Blaine. Interested persons
are encouraged to attend." This was also duplicated in Spanish.
The Mayor further stated that the purpose of the grant was to have
a gravity flow sewer ]'_ine originating at Belmont and Boise Avenue,
extending up Belmont to Thirteenth, across Thirteenth to the
the railroad -right of Fray, out the railroad to Georgia, Southwest
on Georgia to Cleveland Boulevard, Southeast to Ustick Road,
Northeast to the railroad, and Southeast to Laster Lane. In
addition, there would be a proposed extension of water line from
Ustick Road up Cleveland Boulevard almost to Laster Lane where
there was proposed that a new well would be dug to City's
specifications financed over a seven year period. The proposed
project will provide sewage for 2,500 acres which is presently
not sewered. It will not displace anyone; it will provide sewer
services to an existing very few residences, very few commercial
enterprises, but will open up a tremendous amount of vacant
property for Commercial and Industrial development. This project
has wholehearted support of the City Council and the Administration .
of the City of Caldwell and of the Chamber of Commerce of the City
of Caldwell. It was presently being worked on by three members of
the Ida -Ore Regional Planning Association, by the Idaho first
National Bank and by Mr. Duane Wolfe as a developer of the Happy
Day Center.
The City has submitted a formal application to the Economic
Development Agency for $540,000.00 to help defray the expenses of
this project, the City was formally applying to the Department of
Housing and Urban Development for an outright grant of $700,000.00
and the City will be responsible for $360,000.00, either from
revenues from the Water and Sewer Department or Revenue Sharing.
The Mayor further said. that the City expects happy Day Ford
Development Company to come up with a development commitment of
five million dollars or more and the City expects a letter from
the Idaho first National Bank commiting them to underwrite a five
million development both of which were definite requirements of
H.U.D. before they will consider the grant.
Helen McKinney was recognized and stated that she was representing
the Caldwell Chamber of Commerce which represents three hundred and
twenty -five members. Most of these members consisted of small
businesses and medium size businesses and it was a very progressive
Chamber of Commerce. The Chamber felt that without this sewer
extension the industrial development of the Caldwell area was almost
impossible. The City has had many inquiries about industrial

development and when cannot come up with adequate sewer system,
they have to go on to other areas. Should this project come about,
and they certainly hope that it will, the Chamber could see a
great many people will be given jobs and it certainly would increase
the income in the City of Caldwell.
The Mayor also stated that although the Idaho Migrant Council was
notified, of the meeting last night and the one tonight, they have
not appeared to testify. This was basically because this project
does not affect minorities or low income families. The project was
directed towards the commercial and industrial development of the
community which in turn would create jobs for mionorities and low
income families in addition to skilled workers. A letter of support
was received from the Migrant Council.
Councilman Hopper wondered if the City might indicate that they
would like to use a large portion of these funds as a revolving
project to reinvest them as the property pays for the development.
Councilman McCluskey further stated that the City does not intend
to give these connections away, but were going to charge for the
connections.
The Mayor said that there would be a charge of $200.00 an acre
and this money would go back into the City. This would be the
way the City would recuperate the money that it would advance.
It will be done on an acre basis instead of by footage basis and
was a reasonable charge.
There being no one else who cared to testify, the Mayor declared
the Public Hearing closed at 8:45 p.m.
