The meeting was called to order by Mayor Pasley.
The roll of the Council was called with the following
Council members present: Gamboa, Carter, McCluskey,
Williams, and Banks. Councilman Dakan was not present at
the roll call, but did arrive in the Council Chambers as
the first order of business began.
(PUBLIC HEARING ON BUDGET)
The Mayor stated that this was the date set for the public
hearing on the budget for the year 1975. The notice was
duly published an three different Saturdays in legal form
and the Mayor opened the meeting for any questions concerning
the budget that was proposed for the City of Caldwell. There
being no questions or comments, the Mayor then asked the
Chairman of the Finance Committee, Councilwoman Williams,
to read the proposed Ordinance as follows:
AN ORDINANCE TERMED THE ANNUAL APPROPRIATION BILL,
APPROPRIATING MONEY IN SUCH SUM AND SUMS AS ARE DEEMED
NECESSARY TO DEFRAY ALL PROPER EXPENSES AND LIABILITIES
OF THE CITY OF CALDWELL, IDAHO, NOT OTHERWISE PROVIDED
FOR, FOR THE FISCAL YEAR BEGINNING THE FIRST DAY OF
JANUARY, 1975, PURSUANT TO THE PROVISIONS OF SECTION
50 -1003, IDAHO CODE.
Be it ordained by the Mayor and Council of the City of
Caldwell, Idaho:
Section 1. That there is appropriated out of any
money in the City Treasury, for the purpose of defraying
the necessary expenses and liabilities of the city of
Caldwell, Idaho, for the fiscal year beginning the first
day of January, 1975, the sum and sums of money so much
thereof as may be necessary for the following amounts, to -wit:

Section 2. This ordinance shall be in force and effect
from and after its passage, approval and publication.
It was.then MOVED by Williams, SECONDED by McCluskey to
suspend the rule requiring the reading of a bill three separate
days and that Bill No. 6 be read the second time by title and
the third time in full, section by section.
The Mayor called for .a roll call vote. Those voting yes:
Williams, Banks, Gamboa, Dakan, Carter, and McCluskey. Those
voting no: none. MOTION CARRIED
The Mayor directed the Clerk to read the Bill the second time
by title and the third time in full.
MOVED by Williams, SECONDED by McCluskey that Bill No. 6 be

passed and entitled Ordinance No. 1354.
The Mayor called for a roll call vote. Those voting yes:
Williams, Banks, Gamboa, Dakan, Carter, and McCluskey. Those
voting no: none.
MOTION CARRIED
(BID OPENING ON EQUIPMENT FOR CITY WELL)
The Mayor said that the next order of business was the
opening of bids for equipment for the City Well by the
Fire Station. Mel Lewis, the City Engineer, opened the
bids as follows:
1. Layne Pumps Div - Singer Co. of Nampa, Idaho
$6,670.00 with bid bond enclosed
2. Mayne Pump Co. of Boise, Idaho
There was no bid bond enclosed so the bid did not
qualify.
MOVED by Carter, SECONDED by Banks thatthe bid from Layne
Pump Company of Nampa, be accepted subject to meeting
spe'ci fications.
MOTION CARRIED
(MINUTES APPROVED)
Councilman Carter brought to the Mayor and Council's
attention that the minutes of the March 4th, 1975, meeting
should be approved.
It was then MOVED by Carter, SECONDED by Williams to dispense
with the reading of the minutes of the Regular Meeting of
March 4th, 1975, and approve them as written.

(BERT EKART - TO PUT IN CAR CRUSHER)
The Mayor stated that Bert Ekart, of United Iron Works, on
Fourth. Street and Railroad, would like to put in a car crusher.
The Mayor said that there was nothing in the City Code that
would prevent him from doing this. There would be no noise
and no burning. Mr. Ekart was asking the Council's permission
out of courtesy as there was no legal reason for him not to
have this car crusher.
(GEORGE HAMMAR - SELL CARPET TO CITY)
The Mayor stated that George Hammar had moved out of the
house he has rented from the City for many years. He has
left the carpet in the house and was requesting that the City
buy this carpet for $150.00. The carpet was only four years
old and the original price was $450.00.
Councilman Dakan stated that he felt the carpet would
certainly help to rent the house and felt the City should -"
purchase it.
MOVED by Carter, SECONDED by McCluskey, that the City purchase
the carpet at $150.00 out of the regular cemetery fund.
MOTION CARRIED
Councilman McCluskey made the suggestion that when the house
was rented again, that the City request a deposit from the

renters to help maintain the good condition of the house.
(PRESENTATION BY OFFICIALS OF THE UNION PACIFIC RAILROAD)
The Mayor welcomed the officials from the Union Pacific
Railroad and stated that he was pleased to have them at the
Council Meeting. The Mayor introduced Mr. Hardin who in
turn introduced Mr. Rockwell, Public Relations Representative
from Salt Lake City, who presented a short film on grade
crossing safety.
After the film presentation, Mr. Hardin stated that the Union
Pacific was interested in negotiating with the City of
Caldwell concerning the installation of flashing lights and
gates at certain crossings in the City. The Union Pacific
has for the year 1975 appropriated the money for these lights
and gates. In return for installing these lights and gates
at no cost to the City of Caldwell, the Union Pacific would
ask the Council to allow the speed of the trains to be
increased from 20 miles an hour to 50 miles an hour.
Mr. Shoemaker presented a brief study on information from
national reports and other information pertinent to signal
installations.
After much discussion and questions, the Mayor and Council
assured the Union Pacific Railroad that they would consider
the request at a future meeting and would communicate with
them further.
There being no further business, the meeting was adjourned
at 8:45.
