The Meeting was called to order by Mayor McCluskey.
-he Mayor requested that everyone stand and give the ?1ed90 of
Allegiance to the he Flaq.
The Roll of the City Council was called with the followinq
members present- Fayn,.ond, L. Carter, j. Carter, Mallea, and
Cowles. Absent: Betts.
(AUDIENCE PARTICIPATION)
The Mayor asked if there was anyone from the audience who cared
to bring anything before the City Council that was not on the
prepared Agenda. Since there was no one, the P'ayor declared that
the meeting would continue as outlined.
OLD BUSINESS
The Mayor informed the City Council that there was no items to be
discussed under Old Business, so they would continue with the lNew
Business at this time.
NEW BUSI\
(BID OPENING FOR PIPE AND FITTINGS FOR DrPARTMJ;,NT)
The Mayor called on the City Engineer, Ron Redmond, to oven the
bids for the pipe fittings for the Water Department.
N7r. Pledmond explained that the City asked for two base bins; one
for the water line for the section going out to elappy Day Ford
and the other for a section of line that would have to be
replaced on Raise Avenue. The bids were as follows:

The mayor stated that indications were the Municipal Pipeline was
the low bid, but he would recommend that the bids he turned over
to the Bid Committee and the City Engineer to qo over the bids to
be sure that they met specifications.
Councilman Retts entered the Council Chambers and was counted
present.
MOVED by Mallea, SECONDED by Cowles that the bids for the pi-pe
and fittings for the dilater Department be turned over to the Bid
Committee and the City Engineer to review and bri.rq back to City
Council their recommendation for accerDtance of a bid.

(RESOLUTION NO. 6-83 - ADOPT BUILDING P.E'RMIT FEES)

The P-iavor stated that he would read Resolution No. h - ^3 which was
a. Resolution to adopt a petition to establish building permit.
fees for Manufactured Housing Units and T -Hans Examination for
Commercial_ Projects. This petition was prepared by Dennis Davis
of the Building Department. The Resolution was as follows:
BE' IT RESOLVED That the fees and regulations set forth
in the Petition attached hereto and made a part hereof as
though set forth in full are hereby adopted by the City
Council,, City of Caldwell.
Per. Davis explained the fees to the City Council and stated that
he felt the fees were Nair.
MOVED by L. Carter, SECONDED by J. Carter that Resolution No.
6 -83 be passed establishing the fees as presented in the
Petition.
Roll call vote. Those voting yes: L. Carter, J. Carter, Mallea,
Betts, Cowles, and Raymond. Those voting_, no: none. Absent and
not voting- none.
MOTION CARRIED
(APPOINTMENTS TO APPEALS EozARD )
The Mayor explained that in order to adopt the Uniform Code for
Aba.tement of Dangerous T3u.ildings, it was necessary to establish a
Board of Appeals. He further stated that he had received
recommendations from Dennis Davis of the Building Department and
Bill Duchta, Assistant Fire Chief, to serve on this Board. Those
recommended were as follows:

Duane Leibv, Intermountain Gas Co.
Ron Cornwall, Idaho Power Co.
Bill Keys, Commercial Contractor
Bob liibbard, .Residential Contractor
MOVED by Raymond, SPCOI�fDED by J. Carter that approval be given to
appoint these people to the Appeals Board as recommended by the
Mayor.

(LPTTER TO HONORABLE CHAIRMAN LITTLE)
The Mayor called the City Council's attention - to a letter he had.
written to Chairman Walter. F. Little, State Affairs Committee of
the Idaho State Legislature. This letter was with reference to
the Resolution that was presented 'to this Committee with regard .
to the City of Caldwell's Centenn.al. and the Mayor wrote to them
thanking them for their support.
(LETTER FROM GGRA.VES- HOLDEN)
The Mayor read the following letter addressed to Rom Purns, fire
Chief, from Ray Wolfe of Graves- Holden, Inc..
On February 25, 1983, I witnessed you and a number of men
from your department working with a. heart attack victim. I
was very impressed with the speed, confidence, and
I.. professionalism I witnessed., I remember when the City of
Caldwell at one time thought of discontinuing the Fire
Department response to such scenes. heaven help us all
should they ever do that!L
If I were the victim o:E such an attack I would hope and pray
our Fire Department would respond. It is my understanding
your department was there prior to the arrival of the
paramedics. I. am not trying to take any credit away from
the paramedics. They also do an outstanding job.

Tom, please inform your department personnel that I for one
appreciate and respect them, and let's all hope and pray
that o ur Fire Department will. always bne allowed to respond
to sucii emergencies.
The Mayor further said that be wrote a letter back to Nr. Wolfe
and also a letter to the Fire Depa.rtment with reference to this
item.
(ALBERT LEERIGHT LETTER)
The Mayor simply called the Council's attention to this letter he
received which he stated he would put in their boxes.
(APPOINTMENTS TO AIRPORT CO',�'VjISSION)
The Mayor read the following letter received from Pack
Kreizenbech:
1 have noticed that my term has expired" as an Airport
Commissioner. i wish to resign my position as chairman of
the ConAssion and continue as a Commissioner effective at
the time we have the new lease signed with the new Airport
Operator. It has been a great honor to serve as Chairman of
this Commission for the past two and a half years, but due
to circumstances beyond my control, I will not be able to
devote the time that is required of a Chairman.
The Mayor stated that be would recommend the reappointment of
Mack Kreizenbeck to the Airport Commission. The new Chairman of
the Commission was selected at the last ilieetinq and was to be 4
Shreve.
MOVED by J. Carter, SECONDED by Betts that Mack Nreizenbeck be
reappointed to the Airport CoMnAssion.
MOTION CARRIED
The Mayor further stated that he woulldd recommend the reappointment
of Bob Ni&wles to the Airport Commission as his term was expired as
well.
MOVED by J. Carter, SECONDED by 'Mallea that Bob Nicnoles be
reappointed to the Airport Commission.

(CATERING PER,"':ITS)
The City Clerk presented three Catering Permits for approval.
The Corral was to cater all three of theme one for the hoise
State Rodeo on the Rth and 9th of April, and also one for their
dance to be held at the College of Idaho Student Union Building
on the evening of the 9th. The third one was for the Owyhee
Motorcyle Races to be held at the Fair building on the 12th of
March. The City Clerk further said that all the fees were paid
and the Chief of Police submitted his approval.
MOVED by L. Carter, SECONDED by Raymond that approval be given
for the Catering Permits as presented.

(COMMITTEE REPORTS)
Councilwoman Mallea wished Pauline Pell a happy Birthday and also
wished the Mayor and his wife best wishes on their Anniversary.
Councilwoman Mallea also passed around for the Council's purusal

. new suggestion for a Logo.

Councilwoman Mallea also informed the City Council that she had a
bill for $49.aR to the Centennial Committee for the article in
the newspaper and also a bill for $96.09 which was an adcUtion to
the cost for the banner. The - total. was $145.97 and the Finance
Committee recommended approval of these two bills.
MOVED by L. Carter, SECONDED by Mallea that approval be given for
these two bills as presented.

Council_c ;`Mallea further said that she would like to comment with
regard to the Green Thumb person that was called to clean up two
places on Canyon Hill. These places were not only sightly, but also
dangerous. She would like to publicly commend Dennis Davis and his
Green Thumb employee for doing a good job. Also reported by
Councilwoman Mallea was a meeting helx9 by the Crime Stoppers which she
felt was the best meeting they hav(-z� had.
Councilman J. Carter reported that the Airport Commission met last
week and finalized the leas= agreement with the new F.B.O. Several of
them were meeting the next evening to put it into a rough form to
present to the City Council for their input and it would then be sent
on to the City Attorney. The Mayor inquired. as to what time would be
the best for a meeting to discuss the agricultural. lease. Wednesday,
the 9th of March was selected for the meeting.
Councilman L. Carter informed the City Council that he attended the
Historical Commission meeting. The same officers were re-elected and
the Commission was looking :Wto the possibility of having a Centennial
Yearbook.
Councilman Cowles added that the finance report turned in from the
HAstorical Commission was not satisfactory and they asked for a more
direct report. Councilman Cowles also reminded the City Council of
several events coming up.
There was no reports from Councilman Betts or Raymond.
(MAYOR'S COMMI:NTS
The Mayor informed the City Council that Details turned the City
clown on the parking discussed previously.
The Mayor also stated that the month of April would be designated
as Cleanup Month. Browning-Ferris was willing to - haul the trash
for the City, but as of the Ist of April the charge will. be
$22.00 a load for the landfill. They will assign one truck just
for the special cleanup for the City, but B.F.I. estimates that
it will take fifteen loads to the landfill. This cost would be
$335.00, The Mayor further explained that the County via.-;
responsible for this charge and he had written a letter to the
County Commissioners asking them to waive this charge for the
cleanup month. This waiver, if granted, would in no way effect
the charge for the regular hauls of trash from the Ist of April.
on. The City Council discussed this charge at some length.
It was then MOVED by Raymond, SECONDED by Cowles that April be
officially designated as Cleanup Month for City of Caldwell.

The Mayor also informed - the City Council that TATD TV has a big
drive on this weekend and have asked all the Mayors in the area
to be a part of this program. They called that afternoon and
were in need of people to answer the telephone and he would ask
anyone who would care to do this on Saturday night to please let
him know.
Jan Doles cal. .led the Mayor and informed him that indications were
that the Justin Boone Photo Collection will be funded to - transfer
over to regular slides through the State Historical Museum.

The 1 also informed the City Council. and those present at the
meeting that he would like the to be aware of the Army
Commendation Medal that was given to Councilman jack Raymond by
the Department of the Army last Saturday. This was one of the
highest awards presented and an extreme honor. The Mayor then
read the Comnendation which stated; "That it was awarded for
exceptionally meritorious service while assigned as Battalion
Retention Noncommissioned Officer for the 321.st Fngineer
Battalion, Boise, Idaho during the period I March 1978 to 6
December 1982. His professional knowledc7e, exi75ertise and
leadership have been instrumental in improving overall readiness
in the 321st Engineer Battalion. His efforts have resulted in a
dramatic seven year low in personnel tern -over During his
assignment, the Battlion's strength increased from fifty-four
percent to eighty-four percent. Master Sergeant Raymond's
personal dedication and attitude significantly aided this command
to maintain high unit morale and continued strength improvemenL
and retention. Fis excellence in performance of his duties has
brought great credit to himself, his unit, and the United State.
Army Reserve.''
There being no further business, the Meeting was adjourned at
