M. i The Council met pursuant to call and acknowledgment of notice in the following form: CALL AND ACBNOWLEEGMENT OF FDTICE We, the undersigned Mayor and Members of the City council of the City of Caldwell, Idaho, do each hereby acknowledge notice of a special meeting of the said City Council to be held at the Council Chambers in the City Hall in the City of Caldwell, Idaho at the hour of 5:00 o'clock P. M. on the 7th day of March, 1958, for the transaction of all business in connection with the following object: Pursuant to adjournment of March 3, stud of proposed Ordinance providing for the establishment of a Sanitary Service System, which object was presented to each of the undersigned inwriting. Upon Roll Call thefollowing Councilmen answered present: Fran Blomquist, Emile Shorb, L. P. Eldredge and Leland Finley. Absent: E. L. Vassar and Max Luby. Councilman Vassar entered and was marked present. Councilman Eldredge introduced Bill No 14. Councilman Eldredge read the proposed ordinance establishing a Sanitary Service System, for the first time. Each section was carefully studied. Councilman Luby entered and was marked present It was unanimously agreed by the Council to make changes in Section One, paragraph "D" and Section! Seven— The City Attorney was instructed to make these changes. All members of the Council were in favor of meeting with I. R. Nicol, illarch 11, at 5:00 o'clock !I I P. M. and discuss garbage collection. The Clerk was instructed to notify Mr. Nicol of this meeting. Councilman Finley reported the need of a tractor for the new gravel pit. Mr. Finley informed the Council army surplus tractors were available in Portland, Ore. i Moved by Luby, seconded by Blomquist Councilman Finley be authorized to go to Portland and check l the tractors with power to purchase if tractor meats with his approval, Councilman Luby read the following Recreation Board Minutes: Recreation Board March 4, 1 95 8 Motor Inn, Caldwell II I . L The Caldwell Recreation Board met with the following board members present: Chuck Banks, Max Luby, Fred Miller, Frank Crookham, Russ Fowles. Also present were Jim Guy and Rana Sullivan. Budget - May 1, 1958, May 1, 1959 Sumner Recreation $ 5500,00 Ice Skating Wo.00 Foot -ball & Basket Ball 1117.00 new suits $655.00 7317-00 Motion was made by Chuck Banks and seconded by Fred Miller that the yearly report of Rana Sullivan be accepted. Motion carried. A discussion was carried on in regard to the policy of the Council and the recreation board in what the duties of the recreation board is. Moved by Fred Miller, seconded by Chuck Banks the lighted football field be laid an the table and Max Luby be instructed to ascertain from the City Council theexact status of t:is board with respect to spending the 2 mill levy for re- creational purposes. Motion carried. Jim Guy gave a brief report on the program as he 1 1as it arranged for the coming season and some discussion was carried on in its behalf. It was moved by Miller, seconded by Banks that we the board sanction the swimming 33« program of the 1st four weeks of the program for Caldwell city children and rural children the last three weeks of the program. Motion carried. - Councilman Luby recommended le or 20 football suits be purdrhased each year. Councilman Finley recommended the present recreation program be continued a. not to sponsor a Driver's Training School. Moved by Vassar, seconded by Blomquist the recomnendaiions of Councilmen Luby and Finley be accel i Upon Roll Call it appeared the motion was unanimously carried. There being no further business to come 'cefore the Council it was moved by Councilman Vassar, seconded by Councilman Eldredge that Council adjourn. Motion carried. i City Clerk. The Council met pursuant to call and acknowledgment of notice in the following form: CALL AND ACKNOWLEDGMENT OF NO'TSCE We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, do each hereby acknowledge notice of a special meeting of the said City Council to be held at the Council Chambers j in the City Hall in the City of Caldwell, Idaho at the hour of 5:00 o'clock P. M. on the 11th day of March, 1 1958 for the transaction of all business in connection with the following object: Second reading of Bill Number 14, , which object was presented to each of the undersigned in writing. WITNESS our signatures this ll.th day of March, 1958. A m /. _,,Mayor. Upon Roll Call the following Councilmen answered presents E. L. Vassar, Emile Shorb, L. P. Eldredge and Leland Finley. Absent: Fran Blomquist and Max Luby. The Mayor informed the Council this was the time set for thesecond reading of Bill No. 14. The Bill was read by title. Council Vassar recommended the following be added to Section Six, paragraph "Ba: Nothing herein ;shall be construed to prohibit the use of outdoor fireplaces, barbecue pits, or grills in preparing food„ or for recreational purposes. This was unanimously approved by the "ouncil and the City Attorney was instructed to include this in Bill No 14. Mr. I. R. Nicol was present and discussed garbage and trash pickups. Mr. Nicol recommended the following: Large limbs and bulky items be tied in bundles not to exceed four of five feet and certain days .be set for trash pickups. Garbage not to be picked up the same day as trash. Pickup only materials that can be handled by fork or by hand. Number of pickups per week and price to be set at the beginning of each fiscal year. Set maximum weight of filled barrels in commercial area. Pickups outside of City limits should city be billed by contractor if they are not /water users. The following comments from the Mayor and Council: Mayor Simmerman: Mr, Nicol would you take the contract on a n 80% basis. Mr. Nicol: I would take the contract on an 80% basis but would like a five year contract. Councilman Luby entered and was marked present, J I � r
