The Regular Monthly Meeting of the City Council met in the Council Room of the City Hall, with
the Acting
Mayor, Leo J. Mason, presiding.
Upon Roll Call the following Councilmen answered presents Leo J, Mason,
Wm Glaisyer, L. E. Burrell:,
John
Myers, Dale Fenrich and Bryan Harding.
The Caldwell Plumbing Board was present and discussed with the Acting Mayor and Council the Cald-
-ell
Plumbing Code.
Thereupon the Kct ±ng Mayor appointed the following Committee to meet with the Plumbing Board and
discuss the advisability of amending the Caldwell Plumbing Code1 City Engineer, Councilmen Harding and
Glaisyer.
Moved by Harding, seconded by Fenrich that the City Attorney be instructed to prepare the
necessary papers to vacate Locust Street From College Avenue to Illinois Avenue.
Upon Roll Call it appeared the motion was unanimously carried.
Moved by Burrell, seconded by Harding that the City Attorney. be instructed to draw a lease between
the City
of Caldwell and Sweaney ?lrothere to the. following described propertyt Southwest Quarter of
Section 28, Township 5 North, Range 3 West of the Boise Meridian.
Upon Roll Call it appeared the motion was unanimously carried.

Mrs. F. L. Crews and H. B. Mamfard representing Native Daughters of Idaho were present and
requested
permission to move the Curtis Cabin, which was built in 1864, to Memorial Park.
The Acting Mayor informed the ladies the City would co-operate in every
way possible in this
undertaking.
Moved by Myers, seconded by Fenkich,effective March 1st, 1949 the salary of the Assistant Build-
ing Inspector will be $210.00 per month and the Domestic Water Secretary and Clerk
will be $ 185.00 par
month.

Upon Roll Call it appeared the motion was unanimously carried.

be allowed and Warrants ordered drawn for the various amiunts all of which had been
approved by the Finance

By Councilman Burrell.

Upon motion by Burrell, seconded b y Fenrich, the following Resolution was proposed:
A RESOLUTION DESIGNATING THE POLLING PLACES FOR THE REGULAR BIENNIAL MUNICIPAL ELECTION FOR THE
CITY OF CALDAELL, IDAHO, TO BE HELD ON APRIL 26, 1949, APPOINTING THE JUDOS, CLERKS AND CONSTABLES TO CONDUCT
SUCH ELECTION.
BE IT RESOLVED BY THE DLAYDR AND COUNCIL OF TPR CITY OF CAL:.ELL, IDAHO:
Section 1. That at the regular biennial municipal election to be held in and for the City of
Caldwell, Idaho, on the fourth Tuesday in April, 1949, "+ +its the 26th day of April, 1949, at which time ;I
there will me elected the elective officers of said City, namely, a mayor, one Councilman from the first
ward, to serve for a term of four years, one councilman from the second ward to serve for a term of four
years, one councilman from the third ward to serve for a term of four years, a city clerk and a city
treasurer, to serve for the ensuing biennium, or until the election sad qualification of their successors,
the following aaedasignated as the polling places for such election:
FOR THE FIRST 7ARD. The County Court House, between 11th and 12th Avenues on Albany StreetF
FOR THE SECOND ! "ARDs The High School Club Roams, between 11th and 12th Avenues on Everett Street:
FOR THE THIRD °7ARDs The City Hall on 7th Avenue at Blaine Street.
Section 2. That Ada Hartenbower, City Glerk, is hereby designated as Registrar, and With Church,'
Deputy City Clerk, as Deputy R
Section 3. That the following are hereby designated as Judges, Distributing Clerks and Constables'
for their respective wards:

That the clerk, for and on behalf of the Mayor and City Council, shall give public notice of the
j time and place of holding such municipal election by posting such notice not less than twenty days previous

to the date of election, in three public places in each wardof the City of Caldwell and by publishing
such notice in at least two issues of the Caldwell News- Tribune, a news paper printed and published in the
city of Caldwell, Idaho, the first publication of such notice to be made not less thantwenty days previous
to the date of such municipal election, the notice so published shall state the place of registration
and the name of the Registrar and the Deputy Registrar and the requirements for election of electors at such

11 municipal election and such other facts as may be necessary to give full facts of such election and.re-
gistrationj said notice to contain such facts and be given in accordance with the requirements of Chapter
15, Title 49 of the Idaho Code Annotated, 1932 Edition, and particularly Section 49 -15502 and 49 -1507 thereof.
Upon Roll Call those voting in the affirmative worse a'ason, Glaisyer, Burrell, Ngerep Fenrich and l
Harding. Negativet None. Absent and not voting: None.
Thereupon the Mayor declared the motion carried and the resolution adopted:

Thereupon Councilman Harding introduced Bill No. 19, entitled:
AN ORDINANCE REGULATING BARBERING, THE HOURS THAT BARBERING MAY BE DONE AND SHOPS MAY BE OPEN,
AND LICENSING BARBERS AND BARBERINO WITHIN THE CITY OF CALDWELL, CANYON COUNTY, IDAHO, AND PROVIDING THE
PENALTY FOR THE VIOLATION THEREOF.
which was read for the first time and the council proceeded to a consideration of Bill No. 19. It was movsd'
by Fenrich, seconded by Harding that the rules requiring that the reading of a bill on three separate days
be suspended and Bill No.19, be read the second time by title and the third time in fall section by section
and placed on the final passage. The Acting Mayor directed the Clerk to call the roll on the above motion
with the following reaultt Those voting in the affirmative were: Mason, Glaisyer, Burrell, Myers, Fenrich
and Harding. Nogativ®t None. Absent and not voting: None. The Acting Mayor declared the motion had passed by:
the necessary three- fourths majority and directed the Clerk to read Bill No.19, the second time by title
and the third time in fall section b section. The Clark reed the Bill as directed. The

"Shall Bill No.19 pass?" The Acting Mayor directed the Clerk to call the roll on the above question which
resulted as follows: Those voting in the affirmative were: Mason, Glaleyer, Burrell] Myers, Fenrich and
Harding. Nagativet None. Absent and not voting: None.
Thereupon the Acting Mayor declared Bill ho,19, had passed and the Acting Mayor 1z open session
of the Council duly signed approved the Bill and the Clerk duly signed and attested the sane which became
Ordinance No. 740. The Acting Mayor directed the Clerk to make proper entry of the same and to cause e
No,740, to be, published in the Caldwell News - Tribune the official newspaper of the 9ity of Caldwell, Idaho.
RESOLUTION
BY COUNCILMAN MRS.
Upon motion by Councilman Myers, seconded by Councilman Burrell the following Resolution was
presented.
vaiEREAS, Blocks 24 and 25, Golden Cate Addition to the City of Caldwell, previously authorized
to be deeded to the State of Idaho for the erection of at National Ord Armory were found to be subsequentlyi
unsuitable, and WHEREAS, a strip of ground 300 feet by 600 feet at the Airport being fount satisfactory by
the National Gaurds,
NON, THEREFORE be it resolved that the Acting Mayor be authorized to execute a deed to
the State of Idaho, for military purpose only, on the following described property:
Commencing at the Northwest corner of the Northeast Quarter (NE-'y) of the Southwest a i l
Quarter (SW�) of section 21 Township 4 North, Range 3 west of the Boise Meridian, and
running thence South along the West line of said Northeast Quarter (NEI) of the South-
west Quarter (Sff) a distanceof 172.3 festj thence East and parallel with the North

feet to the real point ofi beginni eI with the North

Thereupon the Acting Mayor declared the motion carried and the resolution duly adopted.
Moved by Harding, seconded by Burrell that the City Engineer be instructed to issue building
permits without charge for repairs on existing structures up to $500.00 and on new construction up to
$$300.00.
Upon Roll Call it appeared the motion was unanimously carried.
There being no further business to acme before the Council, it was moved by Glaisyer, seconded
by Fenrich that the Council adjourn. Motion carried.

Upon Roll Call the following Councilman answered presents leo J. Mason, Wm Glaisyer, L. E. BurreILl
John Myers, Dale Fenrich and Bryan Harding.
The Acting Mayor informed the Council the meeting was called to take up the matter of the
renewal of the Airport Contract.
Representatives of the 'Nestern .Aircraft Corporation were present and the matter vas thoroughly
discussed.
Thereupon the following Resolution was pres =nted to the Acting Mayor and Council by Councilman
Myers who moved the adoption thereof which motion was seconded by Councilman Burrell.

a corporation organized and existing under the laws of the State of Idaho, by written lease, certain portions,
