The Meeting vias called to order by Acting Mayor Jacl: Carter.
The Acting Mayor requested that everyone stand and dive the
Pledge of Allegiance to the Flag.
The Roll of the City Council eras Called with the following
members present: Mallea, ! Cowles, Raymond, and Norman.
Absent none
(APPROVAL OE' MINUTES)
It was 1 by Cowles, SECONDED by Norman that the minutes of
the Regular City Council meeting of February 21, 1984, and the
minutes of the Rsgular City Coun^il. Meeting, of Fclbruary 2( , 1924,
be approved as written.

The Acting Ylayor asked if there ),;,Is anyone from the audience who
cared to bring anything before the City Council that was not an

(MMRD BID FOR POLICE STATION REMODET,:'0.C)
The Acting Pliayor stated that the first item under Old Business
was to ward the bid for the Police Station remodeling and he
would call on Dennis Davis, the Building official, to address
this item.

Davis informed the City Council that the apparent low bidder
in this project was not qualified under the bid specifications or
the State Law to bid the project initially. They needed the
PrMW licenses to bid. This would revert the bid to the second
low bidder which was Viestern Idaho Construction with a bid in the
amount of $93,188.00. 1' [)avis further saic.1 that Ina has already
met c,;ith them an•J' found some possible cost savings in tine project
to establish a larger contingency. This was a concern of the
City Council. There was about $1,000 that could be cut right offf
the to.) to establish the contingency without hurting the project
in any manner The partners have also signed an agreemeAt
stating that they are willing to negotiate change., within
reasonable limits. It was Mr. Davis's recommendation that the
bid be awarded to 6 Idaho Construction.
Councilman Raymond ashc--d if the original low bidder withdrew his
bid Mr, Davis stated that there was not a formal withdrawal
but a letter was received from Public Torks Contractor State
license Board basically re-enforcing what the City T�ttorncy
stated; that they were not qualified to bid the project
initially. The letter was written to C.T.C. Corporation, the
apparent low bidder, but a copy was sent to Mr. Davis [or review.

The Actin ".ayor stated that this item an the Agenda would be
6el ayed . Mr. Davis informed the City Cmumil that a meeting was
scheduled for Friday at 1:00 P.M. Councilwoman Mallea further
said that this item was turned over to a Committee which dip
�-'e- e t . 'Yne award for the new City Hall has come in considerably
over budget. The Committee met with the architect and lardta
several Citr persomml. At that time the arclinitect was r,iLrcte(7
to speak with the contractor and come back with a method of
cutting down the bid. The meeting on Fri3ay was for this
discussion and she would hope that members of the City Council
atto-nd this meeting.

F M, Carter said that the next item was a damage claim
from Mountain - sell in the amount of S644,90 Or repairing damage
of buried cable at Morrison an, ' Kimball.

(BOARD OF CORRECTIMNS FOR TPRICATTON
The sc-ting mayor ex- given that the Mayor
p1ained that notice was
aml City Council of the City of Caldwell, Idaho, will meet as a
Board of Corrections on the 6th day of March, 1984, at the hour
of 7:30 p,m, in the Cc Cha7bers in the City Hall of the City
of Cal6 to correct the assessments so levied and assessed;
when and where any person desiring to make objections to the
assessments levied and assessed -nay appear.
The Acting Mayor further commented that the irrigation tolls
would be the same as last year; each lot will be assessed at
S13.5 and each acre at $'35
Acting Mayor then declared the Meeting open for a Public
Nearing and asked if there was anyone in the audience who care
to address the City Council with regarn, to tl assessments.
Since there was no one, the Mayor declared that the Public
�iearihq be closed.

Councilwoman Mal.lea pointed, out that the tolls have not been
increased this year.
MOVED by Mallea, SECCNDliD by Cowles that ,Resolution No. 7 -84 he
passed establishing the assessments of the Caldwell. Municipal
Irrigation System for the year 1984.
Roll call vote. Those voting yes: Mall.ea, Marcus, Cowles,
Rayrlond, and Norman, Those voting no: none_ Absent and not
vating: none.

(APPOIN'TMrNT Oi^ COUNCIL NEi`BER TO 911 BOARD)
Acting Mayor Carter_ informed the Council. that Mayor McCluskey
apparently was planning to appoint him to this Board.
fIOVID by mallea that this item on the Agenda be delayed until the
next week's Council. fleeting. It was her feeling that the Acting
Mayor could not appoint himself. This motion died for lack of a
second.
MOVED by Raymond, Si3COND�T:,D by Norman, that the City Council accept
the PSayor's suggestion and that Councilman Carter be appointed, to
the 911 Board.

(APPROVAL OF HODTFICATIOI.? OF TREATMENT PLANT AGREEMENT)
Mr. Redmond was requested to address this item. Mr. RedmonC7
informed the City Council. that about the end of December the City
received the results of the audit of the Treatment Plant Project,
At that time, the audit. indicated E.P.A. paid the City $13,058
too much because of the items thaL the City thought wore
eligible, but whic 'they d tC?rrnined were not. The City .res,)ondecl
to that, got in touch with Paraanetrix and agreed to 5$,683. mr.`�"
Red,ond further stated that they planned to argue for the other
57,300. The agreement for approval tonight was a modification
agreement. A check was already .gent to F. P.A. in the amount of
,>5,583 Wich he concurred that the City vias in error. They s en
back an agreement modification to adjust the level back to take
care of the $5,663 that the City has already decidadi was
appropriate payback. The modification just reflects that
adjustment that was already paid,. Mr. Redmond also read. a. letter
that was received aaith the agreement a p a r ,.
MOVED by Raymond, SFCOiNDLD by Norman that approval be given for
this modification of Treatment Plant Agreement.

(J. U.B. ACT EEI`IiENT - DR7' INAGF, IRRIGATI STUDY)
?^r. Re1mond was again recognized and stated., that the contract �;ras
awarded to J.U.B., but there was not a definite amount at that
time. This was just a standard contract on J.U.B.'s form and! was
for a lump sum fee of $20,000. This was for storm drainage and
pressure irrigation study and this amount was within monies
budgeted.
FlOVED by Raymond, SFCONDED by Cowles that the Mayor be authorized
to sign this agreement with J.U.3. Engineers for the drainage and
irrigation study.

has spent some time working an their project ana pianne6 to meet
again at 8:00 a.m. an Friday. Anyone with ideas was asked to
submit them.
Councilman Raymond informed the Council that the - Parits
Recreation ;lc__ well attended meeting the night before. A lot
of areas were covered. They needed two appointments made to the
City Recreation Commission and the names will be submitter, to t;?C--
.' . T..ere was also quite a bit of conversation with regard tc

it appeared that Nevin Holly was the Mayor's right hand person

the Parks Department a letter of appreciation.

Cowles also said that he would like to VAsh the Ca 16wel I
Dasketball Team good luck at the State Tournament and also the
College of Idaho Ski Team. The Optimists were going to have
their Monte Carlo this next Saturday nite at 7:30 p.m. at
Victors.
Councilwoman Marcus reported that she attended the Library
meeting and they were working tap a policy to loan out projector.
They were going to make up a brochure as to 'how to an low
libraries with funds. The Foundation Center Was not being manned
at the moment, but they understand that it is being handled
sufficiently With current staff. They were planning a reception
in the near future in honor of Dean A lle" There Will be a tea
for volunteers in April; probably during Library Week- Nancy
Payne was hired back as the Secretary.

The Acting Nayor commented that the Airport Commission has a
vacancy and someone will have Wo be appointed. If any of the
Comcil members had a suggestion, he would be happy to hear it.
