Upon Roll Call the following c ouncilmen answered present: Glaisyer, Burrell, Myers, Blomquist, Fenrich and Harding. The Mayor informed the Coundiil this was the time set by notice for the second meeting of the Board of Correction to review and correct assessments of the Caldwell Municipal Irrigation District System. There was no one present for or against. Moved by Glaisyer, seconded by Councilman Burrell that Council adjourn to meet February 8th, at �8 o'clock P. M. Motion carried. ' ty Glerk. COUNCIL CHAMBERS, MARCH 6th, 1950, BTOO P. M. The Reg,lar Monthly Meeting of the City Council met in the Council Rome of the City Hall, with Mayor Leo J. Masan, presiding. Upon Roll Call the following Councilmen answered presents Fran Blomquist, Wm Glaisyer, Dale Fenrich and Bryan Harding. Absent: L. E. Burrell and John Myers. Mr. Lew Hycraft of the Caldwell Bus Co., was present and discussed with the Mayor and Council the matter of increasing cue fares. Councilman Myers entered and was marked present. The Mayor appointed Councilman Myers, Glaisyer and Fenrich as a Committee to meet with Mr. Rycraft and discuss the matter of raising bus fares. The Gity Attorney discussed with the Mayor and Council the advantages of membership in the Nations Association of City Attorneys. Moved by Harding, seconded by Myers that the City Attorney become a member of this association, dues to be paid by the City. Upon Roll it appeared the motion was unanimo'nsly carried. 5a 6 R. Bills for February were read and on motion by Glail seconded by Myers that these bills be allowed and warrants ordered drawn for the various amounts all of which had been approved by the Finance Committee. F., INC., A CORPORATION, OF IDAHO ?OR THE CONSIDERATION OF FIVE HUNDRED DOLLARS. which was read for the first time and the Council proceeded to a consideration of Bill No 8. It was moved by Councilman Myers, seconded by Councilman Fenrich that the rules requiring that the reading of a Bill on threeseparate days be suspended and that Hill No 8, be read the second time by title and the third time in full section by section and placed on its final passage. The Mayor directed the Clerk to call the roll on the above motion x1th the following result: Those voting in the affirmative were: Myers, Blomquist, Glaisya' Fenrich and H�arding; -- Negative; None. Absent and not votingr Burrell. The Mayor declared the motion had i passed by the necessary three - fourths maJority and directed the Clark to read Bill No 8, the second time by title and the third time in full section by section. The Clerk read the Bill as directed. The question being "Shall Bill No B pass ?" The Mayor directed the Clerk to call the roll on the above question which resulted as follows: Those voting in the affirmative were: Glaisyer, Myers, Blomquist, Fenrich and Harding. Negative: None. Absent and not voting: Burrell. Thereupon the Mayor declared Bill No 8, had passed and the Mayor in open session of the Council I I I duly signed and approved the Bill and the Clerk duly signed and attested the same which became Ordinance No. 749.. The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No 749, to be, published in the Cal iivell News - Tribune the official newspaper of the City of Caldwell, Idaho. Applications for Beer Licensee wore read from Ray P. Stahl, Palomino Bar, and Boise Bridge Tavern,' the fee accompanying each application. Moved by Blomquist, seconded oy Fenrich that these Licenses be granted upon the approval of the i Chief of Police. Upon Roll Cp11 it appeared the motion %as unanimously carried. RESOLUTION i i By Councilman Harding. Upon motion by Fenrich, seconded by Myers the following Resolution was presented$ 'A RESOLUTION DESIGNATING THE POLLING PLACES FOR mr, SPECIAL MUNICIPAL ELECTION FOR THE CITY OF CALDWBLL, IDAHO, TO BE HELD ON APRIL 18, 1950, APPOINTING THE JUDGES, CLERKS AND CONS- 413LES TO CrNDUCT SUCH (ELECTION. BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF CALDWELL, IDAHO: Section 1. That at the special municipal election to be held in and for the City of Caldwell, Idaho, on the third Tuesday in April, 1950m to -wit$ the 18th day of April, 1950, at which time there will be an election to determine whether or not the Mayor and Council of the City of Caldwell shall be author- ised by the electors to sell the following described real property, to -wit: Beginning at the Easterly corner of Block One Hundred Six (106) of Goandu Addition to the City of Caldwell, Idaho, as the same appears by the Plat thereof on file and of record in the office of the County Recorder of Canyon County, Idaho, running thence Southwesterly along the Northeasterly boundary line of Tenth Avenue a distance of 300 feet; running thence Northwesterly on a line parallel with the North- easterly boundary line of said Block 106 a distance of 125 feet; running thence Northeasterly one line parallel with said Tenth Avenue, a distance of 300 feat to the Northeasterly boundary line of said Block 106; running thence Southeasterly along the Northeasterly bound- ary line of said Block 106 to the point of beginning, to the Grand Lodge of Idahom I. 0. 0. F., Inc., a corporation, for a price of $500.00, for the purpose of the erection on said real property of a historical museum. Section 2. The following are designated as the polling places for such election- FOR THE FIRST WARD: The County Court House, between 11th and 12th Avenues on Albany Street; FOR THE SECOND WARD: The High School Club Rooms; between 11th and 12th Avenues on Everett Street; FOR THE THIRD WARD: The City Hall at 7th Avenue and Blaine Street. That the following are hereby designated as Judges Distributing Clerks and Constables Ifor their respective warder FOR THE FIRST WARD: Mrs. John Myers; Mrs. Ruby Redman; Mrs. Olive Admyer; Mrs. Pansy Ulman; Mrs. i Henry Mende and Mrs. Wm Csrlson, as Judges; Mrs. Roy Collins as Distributing Clark, and Wm. Kimple as Constable. FOR THE SECOND WARD: Mrs. John Turner, Mrs. Watson Ketchen; Mrs. Wilma Keech, Mrs. A. P. Beall, Mrs. Nellie McKinney; and Mrs. C. L. Bourland, as Judges. Mrs. Naomi Tunisen as Distributing Cler¢, and T. J. Blake as Constable. FOR THE THIRD WARD: Mrs. Dale Banks, Mine Cora Beatty; Mrs. Leo Davis; Mrs. Freda Hunt; Mrs. Wilma Harding; and Mrs. Franc6a Murray. That the Clerk for and on behalf of the Mayor and City Council shall give public notice of the time 'and place of holding such municipal election by posting such notice not less than twenty days previous to the date of the election, in three public places in each ward of the City of Caldwell and by publishing such i Notice in a least two issues of the Caldwell Neva- Tribune, a newspaper printed and published in the City of Caldwell, Idaho, the first publication of such notice to be made cot less than twenty days previous to the date of such municipal election; the notice to contain such Cacts and be given in accordance with the re- quirements of Chapter 10, Title 50 of the Idaho Code. Upon Roll C411 the following Councilmen voted in favor of the motion: Myers, Glaisyer, Blomquist, Fenrich and Harding. Voting a, ^ainst the motion$ None. Ai7sent and not voting: Burrell Thereupon the Mayor declared the motionesrried'and the Resolution adopted. The following resignation was read from Councilman Harding: Honorable Mayor and City Council March 6, 1950 City of Caldwell Caldwell, Idaho .W It is with reluctance that I tender my resignation as member of the City Council for Ward # 3, effective this date. Sincerely hoping that I can be of service to all of you and can serve in my new capacity for the benefit of all. Thereupon the Mayor announced the following appointments BRYAN HARDING, SUPERVISOR OF ROADS AND BUILDING INSPECTOR. Moved by Fenrich, seconded by Blomquist that this appointment be confirmed,effective march lot, at a salaryof $225 per month. Upon Roll Call it appeared the motion was unanimously carried. There being no further business to come before the Council it was moved by Councilman Fenrich, seconded by Councilman Blomquist that Council adjourn, Motion City Clark. COUNCIL CHAMBERS, APRIL 3rd, 1950, 8100 P. M. The Regular Monthly Meetirg of the City Council met in the u ouncil Rooms of the City Hall, with the Mayor Leo J. Mason presiding. Upon Roll Call the following Councilmen answered presents Wm Glaisyer, John Myers, Fran Blomquist, and Dale Fenrich. Absents L. E. Burrell. Th.reupon the Mayor announced the appointment of J. M. Bettis, as Councilman of the Third Ward of Caldwell, Idaho,to serve out the unexpired term of Councilman Bryan Harding. Moved by councilman Olaiayer, seconded by Councilman Fearich that this appointment be confirmed. Upon Roll Call it appeared the motion was unanimously carried. Mr. Eugene 0. Franks was present and discussed with the Mayor and Council the leasing of a site at the Caldwell Municipal Airport for the construction of a combined office and storage building for aerial dusting products. Moved by Blomquist, seconded by Glaisyer that the Chairman of the Airport, John Myers investigate this matter and if it meets with his approval the City Attorney be instructed to prepare a lease. Upon still Call it appeared the motion was unanimously carried. Applications for Pool License were read from Waldorf Cigar Store and Brink's Inc, the fee so. compagying each application. Moved by Glaisyer, seconded by Myers that these Licenses be granted. Upon Roll Call it appeared the motion was unanimously carried. Applications for Card License ware read from Waldc& Cigar Store, Brink's Inc., and The Sport Shop Inc., the fee accompanying each application.
