Appointment and confirmation Curtis Harlon, City L,torney.
The Mayor announced the appointment of Curtis Haydon, to the office of
City Attorney of Caldwell, Idaho, to fill the une- pired term of waltar_ Griffiths.
A motion w-s made by Councilmen F. R. hiller, seconded Councilmen Dickens,
that the appointment be confirmed, ratified end approved. The roll being called on the i
motion, the vote resulted;
Ayes - Dickens, Finae J. Miller, F. H. Miller, Mitchell, Sanberg, Ward -6.
Nayes and absent -None. The Mayor announced the motion carried and the
appointment confirmed.
Selection of officials z'ad poiiing plr.ees for special elections to an held finch 26, 1918.
Upon motion of councilman Mitchell, seconded Councilman Sanberg, the
following election officers and polling places were selected for the special elections
to be held in this City on the 26th day of Lurch, 1918.

flatter of Underground ditch through campus referred to Woad Jommittee.
Prof. H. H. Hayman appeared and stated that the College of Idaho contemplated
putting the ditch which runs through the campus, in a concrete box under the ground. He
asked for approval of the plan by the City authorities, and that the Council agree to pay
for improvement of that portion of the ditch, which crosses 20th, 2;5rd and Ohio Avenue,
and for the assistance of the City Lnginear to advise as to the r-a- .inforaement required
under the &venues. He estimated the cost to be about 65d per foot.
The matter was referred to the 3oad Committee for investigation and report.
Petition of Bfost for bridge over Indian Ureek.
Mr. Lee 71. Pfost, presented the petition of Lee W. Pfost, et -al, for the
construction of a bridge over Indian Creek on the township line betwesn townships three
and four north.
It was voted upon motion of Mitchell, seconded Sanberg, that the matter be
referred to the itoad Committee and City Enginoer for investigation and report.
Eaudin_- and approval of February minutes.
The minutes of the meeting held Feb# 4th., 9th and 13th., 1916, respectively,
were read and on motion of Dickens, were approved.
:teports of officers read and approved.
The reports of the following named officers for the month of February, 1918,
were read: City iSurse, Chief of Fire Department, City Treasurer, Superintendent of
Streets, Superintendent of Water :vorks, City Librarian, Sexton, Police Judge and City
Clerk. The report of the municipal Band- master, covering from June 21st., 1917 to Liarch
4th., 1918, was also read.
It was voted on motion of Mitchell that the reports be approved and ordered
placed on file.
Bills allowed and warrants drawn.
The following bills, which had bean O.K'd by the Finance Committee, were also
read, and upon motion of Iditehall were allowed and warrants ordered on the various funds
in payment of the same as follows:

Bill Ido. 17, by Councilman Amos J. Miller, entitled, "An Ordinance amending
Ordinance No. 291, entitled, 'An Ordinance granting to the Oregon Short Line Railroad
Company, its successors or assigns, a franchise to construct, operate and maintain a
standard guage railroad switch tracir in the alley between Albany Street and the right
of way of the Oregon Short Line Railroad Company, and between Fourth and Sixth Avenues,
and across Fifth Avenue, in the City of Caldwell, Idaho,' passed and approved J anuary
7th., 1918, by changing Section eight (8) of said Ordinance," was read the first time.
A motion was made by Councilman Amos J. &filler, seconded Councilman F. ii.
Miller, that the rules be suspended and the reading on three separate days be dispensed
with and that Bill No. 17, be read the second time by title and the third time in
full and placed on its final passage. The roll being called on the motion, the vote
resulted:

The matter of the potition for supplementary ballot to be submitted to the
voters on the hospital question, which had br=on presented earlier in the evening by
a committee from the Commercial Club, was taken up and discussed by the Council.
After consideration of the matter, it was voted on motion of Councilman
Dickens, seconded :ouneilman Sanberg, that it is the sense of the Council, that it is
not advisable to confuse the i3sue of the coming b)nd election by submitting the
advisory ballot presented by the committee.
