Upon Roll Call the following Councilmen answered present: E. L. Vassar, Max Luby, Emile Shorb, L.
P. Eldredge and Leland Finley. Absent: Fran Blomquist.
The Mayor informed the Council this was the time set for receiving and opening bids for Control
Structure for Out£all Sewer Line at Dairymen's Co -op Creamery. '
The following bids were opened and read:

Moved by Vassar, seconded by Shorb the City accept the bid of Don Stewart, subject to the ap-
proval of the City Engineer.
Upon Roll Call it aapeared the motion was unanimously carried.
The City Engineer reported that he had checked the petitions filed with the Mayor and Council,
November 4th, 1957, petitioning the creation of a Local Improvement District for the purpose of constructing
curb, gutter and oiling and found that more than 60% of the property owners within the proposed district
had signed the petition. No further action was taken on the petitions at this time.
Councilman Luby reported a gift to the City from the Soroptimist Club of $500.00, to be used for
lighting the North -side Play Ground. i l l
There being no further business to come before the Council it was moved by Councilman Shorb,
seconded by Councilman Eldredge that Council adjourn. Motion carried.

The Regular Monthly Meeting of the City Council met in the Council Room of the City Hall, with
the Mayor, Ed Simmerman presiding.
Upon Roll Call the following Councilmen answered present: E. L. Vassar, Fran Blomquist, Max
Luby, Emile Shorb, L. P. Eldredge and Leland Finley.
Mayor Ed Simmerman presiding.
Rev. Hayman was present regarding the opening of an alley between Colorado and College, Oak and
Ash. Rev. Hayman stated at present the alley was not opened and he was using it for a garden and if the Il i
alley was to be opened he would appreciate knowing in advance.

This was referred to Councilman r inlay and City Engineer.
The Mayor informed Rev. Hayman he would be notified if the alley was to be opened.
A petition was presented to the Mayor and Council, signed by property owners, petitioning the
Mayor and Council to create a local improvement district for the puroose of constructing curb, gutter and
standard road mix on Maole Street from Colorado Avenue to College Avenue, Colorado Avenue from Ash Street
to Linden Street, Oak Street from Montana to College.

This was referred to the City Engineer to check ownerships.
A petition was presented to the Mayor and Council, signed by property owners, petitioning the

Moved by Blomquist, seconded by Shorb the City Attorney be instructed to prepare the necessary
papers to create Local Improvement District No. 45.
Upon Roll Call it apueared the motion was unanimously carried.
The following letter was read from Chief of Police Judd:

Honorable Mayor and City Council
Caldwell Idaho
Gentlemen:
On February 25, 1958, Willard McCutchoon eras arrested for the sale of beer to
minors. This subject pleaded guilty and received.; fine in Justice Court. At the time
of saidsale, subject was acting in he capacity of an employee or agent of Milliners
Inn,, where the sale took place.
On the 27th day of February, 1958, John L. Springer surrendered his state beer
license to the State Liouor Law Enforcement voluntarily, as a result of this arrest.
Therefore, I recommend that the City Council cancel and make null and void the
! city beer license held by John L. Springer for Milliners Inn.
On December 21, 1956, the licensee of these same prerdses, Art Milliner, received
a license revocation from the state for the sale o" beer to minors by one of his em-
ployees. On or about May 10, 1956, Milliners Inn licensee, Art Milliner, received a
voluntary 30 day suspension of license for the sale of beer to minors by one of his
employees.
Therefore, in the event any further applications are made by licensees for these
premises, I recommend that the Council consider the above- mentioned incidents before
issuing any license to any applicant for these premises.

Petition presented by Roy Roark and Willard McCleskey for annexation of property to the City of
Caldwell was referred to the City Engineer to check expense involved, also, to check petition and report
back to Council.
Mrs. Alex Winn discussed the hazard of open irrigation ditches andreported a group of citizens
were working on a plan for tiling irrigation ditches. The Mayor informed Mrs. Winn the Council would assist
in any way possible.
Mr. Walter Musgrave, Manager, State Insurance Fund presented an Accident Prevention Award to the
City of Caldwell.
The following letter was received from Mr. Musgrave:

We are enclosing your accident prevention award for 1957. This is a
wonderful accomnlishment in the field of safety and you should be very proud of
your record.
May we suggest that you display this award so that all of your employees
and the public will be aware of this splendid record.
We are sure the public will be interested in knowing the active part you
aretaking in accidentprevention in your operations. Po-sibly your local paper
will sake the announcement.
The award is bused on the loss ratio of 25%, or less, of your insurance
premium.
This is certainly an indication that all of vour operations are efficient

alloyed and warrants ordered drawn for the various amounts, all of which have been aprroved by the Finance
Committee. Motion carried.

of the Minutes of the Municipal Golf Course Boards
February 28, 1958.
Subject: Meeting of the City Board of Control
The meeting was called to order at 7:45 P. N. at the Golf Course Club House. Present
were Fran Blomquist, Cy Emery, Jim Lyke, Dr. G. W. Montgomery, Stan Jensen and Bill
Korns, Professional.
The following business was conducted: II
II" (1) That the course be maintained as open for ten months each year.
it (2) The rates for 1958 be as follows". 9 -holes 750, 16 -holes $1.50 �I
every day. Season tickets $30.00. Family add -on $10.00 each. Student
I' Season (fiigh School age -18) $15.00. Clergy $20.00. Lockers - singles $5.00.
Corners $12.00. Note: Student tickets will be restricted.
r-- (3) It wasdecided to screen McCurry's house rather than proceed with a
new green on hole his. Fran Blomquist to conduct this business,
(4) Due to the increase in play that "Starting Time" wi11 be kept on Sat-
urday, Sunday. and Holidays Such times will not be made available in
advanse. Players will register upon arrival at the course_ Along with this
proposal the Caldwell Men's Golf Association offered to ourchase a Loud- SOBak-
ing System for the course.
(5) It was recommended that the Professional's Salary be raised to $2400.00
per year, payable over a 12 nth period. This was unanimously agreed coon

(6) That Closer cooperation be worked out by the Superintendant and the golf
professional for better course maintainence, allowing the pro to go directly
to Mr. Hammer when necessary, That general course management be under the Pro.
No further business coming before the Board, the meeting was adjourned at
9:00.
Salary to be paid the Golf Professional was discussed by the Mayor and Council.
Thereinon it was moved by by Luby, seconded by Finley the City enter into an agreement with
Bill Korns to act as Golf Professional for the Caldwell Golf Course, salary to be $200.00 per month for
ten months starting with March,
Upon Roll Call it appeared the motion was unanimously carried.
Moved by Shorb, seconded by Blomquist the City Clerkwrite a letter of appreciation to Mr. Korns
for ids fine operation of the Golf Course.

Frank Crookham, Swimming Pool Chairman reoorted the Swirvdng Pool Board had made the following
recommendations for the coming season.
Eliminate selling of concessions.
Stenciling suits and charging rental.
Installation of turnstile.
Work out a plan for checking clothing so as to eliminate petty stealing.
The Mayor thanked Mr. Crookham for his untiring efforts on behalf of the Swimming Pool.
Mr. Frank Crookham, member of the Recreation Board brought up . the matter of a Dr Training
School, the approximately cost wc»ld be $3000.00 per year.
This project was discussed but no action taken.
The following Resolution was presented by Cm ncilman Vassar, who moved the adoption thereof, which
motion was seconded by Cuuncilman Luby:
RESCLUTIDN
BY COUNCIL?,AN VASSAR.
WH; - EAS, It is necessary to pay the final charges for construction of the Sewage Treatment Plant,
in the amount of $32,972.26; and
WHEREAS, There is in the Sewage Treatment Platdt Construction Fund, $16,31:9.63;
NOW, THEREFORE, BE IT RESOLVED, That the Treasurer of the City of Caldwell is authorized and
directed to transfer from the Water and Sewer Fund to the Sewage Treatment Plant Construction Fund, suf-
ficient moneys to nay the balance due on construction charges, together with the necessary advertising costs.
Upon Roll Call the following Councilmen voted in the a fir:rative were: Vassar, Blomquist, Luby,
Shorb, Eldredge and Finley. Negative: None. Absent and not voting: N
The -erpon the Mayor declared the motionnarried and the Resolution adopted.
A preliminary draft of an Ordinance ertablishing a Sanitary Service System for the City of Cald-
well was presented by the City Attorney for Council consideration,
Moved by Blomquist, seconded by Luby consideration of the proposed ordinance be postnoned until
5:00 o'clock P. M., March 7th, 1958.
Upon Roll Call it appeared the motion was unanimously carried.
There being no further business to come before the Council it was moved by " ouncilman Blomquist,
seconded by Councilman Luby that Council adjourn to meet March 7th, 1958, at 5:00 o'clock P. M. Motion
carried.
