Section 11. That the construction of said improvement is necessary for the immediate pre— servation of the public peace, health and safety and therefore an emergency exists and this resolution shall be in full force and effect from and after its passage and approval. U9on doll Pall it appeared the motion was unanimousl�v carried• The following letter was roadfrom the League of Women Voters of Caldwell: March 3, 1952 Mayor and c ouncil City of Caldwell Caldwell, Idaho Gentlemens As a result of our study of the sewage problems in Caldwell the members of the Caldwell League of Women voters are corvinced the present system is inadequate. While we do believe that a municipal sew treatment plant is needed, unlris existing sewer lines are properly uLified'srid present faults are faults are eliminated, construction of such n treatment plant would be of little value. We, therefore, suggest that the Caldwell City 8ouncil in preparing their budget for the fiscal year of 1952 -1953 appropr:2te money to conduct the necessary preliminaty survey for a unified sewer system first and treatment plant to follow for Caldwell in accordance with the Revenue Bond Act of the State of Idaho. Mears, Golf Professional on the Caldwell Municipal Golf Course. NOW THEREFORE, BS IT RESOLVED that the Mayor and City Clerk be authorized to execute the same. A "Yea " and "Nay" vote was had thereon with the following results "Yea "'s Blomquist, Burrell, Myers, Weick,Fenrich and Bettis. Negatives None. Absent and not voting: None. Thereupon the Mayor declared the motion carried and the Resolution adopted. a The Mayor announced the appointment of Councilmen Bettis, Myers and Blomquist,as /committee with power to act,to investigate the leasing of a portion of the North —east part of the Airport. Upon Roll Call it appeared the motion was unanimously carried. The Clerk presented to the Mayor and Council the Affidavit of Mailing said Notice of the passage a Resolution declaring the intention of the City of Caldwell, Idaho to create and establish Local Tm- vement District # 19, showing the same to have been mailed to all of the owners of property within the of said Lasal Improvement District Number 19. Thereupon the Mayor announced that this was the time set by notice for the consideration of against the creation of Local Improvement District No 19. There was one protest filed which was withdrawn.
