The Regular Monthly Meeting of the City Council met in the Council Room of the
ty Hall, with the P:'ayor, Edger L. Oakes, presiding.
On Roll Call the follo°:7ing Councilmen answered present; W.E. Babcock, C. 0. Me-
nnel, Oscar Stengel, and M.S.Sandmeyer. Absent. '&',B. Handford and G. 79. Fenrich.
The Minutes of February 3rd., and 17th. were road and approved as read.
Mr.BCE. Y.uhns appeared before the Mayor and Council and requested that the Irving
rest Sewer Line be extended to his property.
The Mayor informed Mr. Kuhns that the Council would take this under advisement.
The Ma or informed the Council that t' was the time set for opening bids for
he Flett Insurnnce.
Two bids were received which were opened and read as follows;

motion by Babcock, seconded by Stengel

these Sills be allowed and Warrant& be ordered drawn for the various

ively,. and,
7MEREAS, it appears that Martha Gilgan Sarchet will sell to the City Of Caldwell

Whereupon the P.Tayor declared the motions arried and the Resolution duly adopted.
The City Clerk read a letter form the Retail Merchants Association requesting
the City to provide additional tables and 'benches at liemorial Park. T:is matter was left
on the table.
There being no further business to come before the Council it was moved by
Councilman Babcock, seconded by Council Sandmeyer that Council adjourn. Votion carried.

Mr. Theron P. Lafferty appeared and presented a petition to the Asayor and Council
petitioning that certain lands ad,jacont to the City of Caldwell.be annexed.
Councilman 1'a'ucock was dismissed.

which was read for the first time and the Council proceeded to a consideration of Bill N
7. It was moved by McDannel, seconded by Sandmeyer that the rules requiring that the read-
ing a P >ili on three separate days be suspended and that Bill No 7, be read the second
time by title and the third time in full, section by section and placed on its final passag
The Mayor directed the Clerk to c all the roll on the motion with the following result;
Those voting in the affirmative were; Babaoek, iTcDannel, Stengel, ??andford, Fenrich and
sandmeyer. Ne„ative: None. Absent and not voting: prone. The yiayordeclared the motion had
passed b the necessary three - fourths majority rnd directed the Clerl: to read Eiji RTo 7, t
second time by title and the t',ird time in full, section by section. The Clerk read the
Bill as directed. The question then being "Shall Bill No 7, pass? The Mayor directed the
Clerk to ca ll the roll on the above question which resulted as follows: Those voting in
the affirnative were: D 1.1cDannel, Stengel, ?Tandfrod, Fenrich and Sandmeyer. 2Segati
None. Absent Ind not voting: None. Thereupon the i,Tayor declared Bill-P TO 7, had passed,

and the Mayor in open session of the Coi= it duly signed and a pproved the Bill, and the
Clerk duly signed and attested the same which became Ordinance No. 573. The Mayor direct-
ed the Clerk to malce proper entry of the same and to cause Ordinance No 573, to be publish-
ed in the Caldwell News - Tribune, the official newspapan of the City of Caldwell, Idaho.
Thereupon the following R was presented to the Vayor and Council by
Cothcilman Sandmeyer who moved the adoption thereof which motion was duly seconded by
Councilmen Fenrich.
RESOLUTION.

IN !!E'; ORY OF FRED L. LILLY.
WHEREAS, a solemn occasion reminds us that the Cit-: of Caldwell has suffered the
loss of a distinguished citizen; and
WHEREAS, in otedience to the Divine Will, Fred L. Lilly as been removed from our
midst and association; and
WHEREAS, his voice has been stilled, his,activities ceased; yet, ineverything
that meant upbuilding of the community he so much loved, in everything that called for
patriotic devotion to &is co munity, and to the principle of true Americanism he gave of
his time freely and.unselfishly.•
NOW, THEREFORE, BE IT RESOLVE= by the :Mayor and Council, duly assembled, that we
mourm the passing of Fred L. Lilly, Former Mayor of the City of Caldwell and a distingulthe
character of our community, and that we have been depraved of the services of a useful,
able, energetic, devoted and intensely loyal citizen, and that as an evidence oft he honor
and respect with which the City of Caldwell regards the passing of Fred L. Lilly, a copy
of this resolution be spread upon the minutes, and that a copy of this resolution be sent
to his faithful and devoted wife and children.

Section 1. That at the Regular Biennial 3lection to be held in and-for the City
:)f Caldwell, Idaho, on the fourth Tuesday, in April, torwit; The 22nd., day of April,
1941, at which thane will be elected the elective officers of said City, to serve for the
ensuing biennium, or until the election and quAlification of their successors. The follow-
