The monthly reports of the following officers for the month of February, 1914
were read. Sexton, City Fngineer, Police Judge, Chief of Police, Street Commissioner,
City Treasurer, City Clerk, Rater Commissioner, and City Librarian. It was voted upon
motion of Boone that the reports be ordered filed.

Mr. Frank Moure appearded with a complaint that the sidewalk in front of lots
7 to 12 inclusive in Block 66 original townsite was in a very bad condition. Mr. Moore
stated that lie owned lots 7 and 8 and that he was willing to put a cement walk in .front
of his property if the counvil would order in a walk in front of lots 9 to 12,inclusive.
The Street Commissioner reported that he had examined the walk in question
and found that the old buard walk was in such a state of decay that it would be impose -
ible to repair the same, and that a new walk should he ordered in.
It was voted upon motion of Harrington that the walk be ordered in.
Petition of A.F.Gipson et al praying that the council order in a cement walk
along the east side of nth. avenue from Arthur to Main Street, was read. It was voted
upon motion of Ackley that the walk be ordered in.
Fire Cbief Allen presented to the council a design for a veteran Badge, which
he said bad been 9electid by the fire boys, and he asked the council to adopt the same.
It was voted upon motion of Boone that the matter be referred to the fire committee.

The Mayor stated that Councilman Adams, the 1uilling committee, had requested
that the committee be increased to three members. It was voted upon motion of Harrington
that the Mayor appoint two councilman to serve with Councilman Adams on the Committee.
The Mayor appointed P.00ne and Harrington.
On the matter of installing lights in the alleys of the business district,
wL'ich had been previuusly referred to him, the Chief of Police reported, that The Idaho
Railway Light and Power Company had agreed to install ten incandesent lamps and maintain
the same at a cost of about 11.00 per month per lamp, the light company to bear the exp-
ense of installation. It was voted upon mution of Boone that the lights be installed.
It was voted upon motion of Ackley that the Chief of Police be instructed
to inforce the ordinance in reapect of dog licenses,

Bill No. 6 by Adams entitled, " An Ordinance amending sections 11 and 12 of
Ordinance No. 122, of the City of Cal.lwell, relating to membership in fire department
and compensation of members " was read for the tlird time, and placed on its final
passage, On the question, shall Bill No. G pass, the roll being called the vote resulted;

The flee Chief reported that on 14th. and Dearborn Street a tree had gruan up
in such a way as to interfere with operation of the fire hydrant placed there. It was
voted upon motion of Boone that the muttor be referred 1.0 the street commissioner with
power to act.

Slecial report of the City dark regarding the use of the 'Rater Works
Fund, for laying surne of the Water Wurks Bunds now subject to call, and the disposition
of the Special Assessment Sinking Fund was read. It was voted upon mution of Steunenbe g
that the report be adopted and ordered placed on rile.
Letter from F.I.Church, dated at Buise, Idaho, February 27, 1914,
demanding that tt+o City deliver Oity Water to his property on Everett Street was reed.
The "Inter Conurissioner repurted that in his opinion the cost of inatalli
the water as requested, would be prohibitive.
The City Atturney reported that althuugh Mr. Church claimed that he
could compel the City to install the water, that he had been unable to fine any auth-
urities covering the question, and that he was therefore of the ol;inion that the City
was not legally obligated to take any steps in the matter,
it was voted upon motion of Doune that the report of the Attorney be
adopted.
The "later Cuur.:iseiuner reported that a Mr. Palmer, residing in the
Golden Gate Addition had requested tie City to extend its crater mains to the said
addition. The Curmissioner stated that in his opinion the revenue that could be
derived from such an extention would nut justify the expense of caking the same.
It was voted upon motion of Harrington that the request be refused on account of the
prohibitive expense.
The '-hater Consdssiuner reported that he had submitted to the Oregon
Short Line Rail ^Jay Company two prupusitiuna to supply them city water. One at regular
meter rates, and the other, a flat rate of X60.00 per munth, but that as yet no agres-
rent had been arrived at.
A report was read frum a juint committee of the Commercial clubs of this
City and of (Tampa in which they recurrunended that the City take steps to secure from
the Ouveraient, fur Park purpuses, a tract of land containing about 1800 acres, and
adjacent to the Deer Flat Beaervuir and North and West from the Trpper Embankment. It
was voted upon motion of Harrington that the matter be referred to the Park Committee
and the City Attorney with a request that they report back to the council.
The clerk repurted that he was in receipt of a Warranty deed, executed
by Theodore Sharpe and Ethel 9larpe and running to the City of Caldwell for a strip
of land sixty feet in width across the south end of lot eight in block two of Waehingto
Heights Addition to the City of Caldwell; and a strip of land twenty feet in width
across the north west end of lot nine of the aforesaid block two, as the same appears
on the revised map thereur now on file in the office of the recorder of Canyon County
Idahu.
It was voted uopn of Parker that the deed be accepted and ordered made
of record.
The Assistant Engineer stated that munmurnente were badly needed along

main street as the old monuments were not correctly placed, and that it was impossible
to give grades or do any other work fror: •.Lem.
Tls Mayor tUOk up the matter of purchasing City Teams for the road work and
City Srrinklinh, stating that in his opinion a conriderat.le savivng would result to the
J City If they owned their own teams. He submitted a report showing that the City had
exrende n the last,,yea r $2,Flfi.30 for extra team hire, and that the labor for errinkling
for the season of 1913 had ,,,at 11296.90 The matter was discussed and action on the same
delayed until the next meeting ni ght.
The assistant city engineer eubmitted plans and apecificationa for a steel
bridge on Tenth Street, a foot bridge across Riverside Canal on cemetery rath, and a
riling bridge on twenty first street. It was voted uopn motiur, of Farrington that the
clan for the foot bridge over riverside canal be accepted and tlat the Rng.ineer he ins-
tructed to build the same at a cost of not to exceed - 5.00 ani that tl:e plans of the
steel bridge over tenth street, and of the riling bridge over twenty first street be
referred to a committee t be. appointed by the Mayor. The corrvittee also to investigate
the advisability of building tie said bridges at this time, and to report to the council
at, the next meeting. The Vayor arr.uinted Ackley, Boone, and Harrington.
The engineer reported that the wa€;on bridge over* the riverside canal was in
very bad share and that a news Lridge would seen be necessary. lie stated that, the county
cosrriesionera were willing to stand one ]:elf ti.e expense of a new bridge. The matter was
u referred to the bridge curranitteer.
It was voted upon motion of Iarrington that the council adjourn until Monday
evening March 16th, at' 7,30 o'clock P.M.

Couneil met in regular session pursuant to adjotnrnent with Mayor C.F.Turner
presiding, councilmen Ackley, Adams, Boone, Harrington, Parker and Staunenberg, S. Ben
Dunlap, Clerk, when the followinh business was transacted.
A letter was received from the secretary of the Public Utilities Commission
— under date of March 5th. and enlusing a copy of a notice served upon certain electrical
corporations, operating in southern Idaho, fixing the rates to be charged by the said
corporation, for electrical current, after April lat.,1014, ordering the said corporations
to appear before the Commission March 27 1914, and show cause why said order should not
become effective: The said order also provided that a notice of the resting be served
upon the cities and villages now being suirlied by the corporations so that the said
cities and villages may have an opportunity to be represented at the said meeting.
The matter was diseues'yd by the council, and it was the sense of the council
that as the new rates an provided in the order would ba a considerable advance on the
rates that we are now paying and theru arrearing to tl:o cuun¢il no justifiable reason
why the said rates should be so advanced, that th•e proposed change would be very disp-
leasing to the business 'interests and inhabitants of tlis city.
